referring to the Convention on the operational notification on nuclear accident of September 26, 1986,
following the principles of the Convention on the help in case of nuclear accident or radiation emergency of September 26, 1986,
referring to the Convention on Nuclear Safety of June 17, 1994,
in view of:
The agreement on the basic principles of cooperation in the field of peaceful use of atomic energy of June 26, 1992,
The agreement between the Government of the Russian Federation and the Government of Ukraine on scientific and technical and economic cooperation in the field of nuclear power of January 14, 1993,
The agreement between the Government of the Russian Federation and the Government of Ukraine on cooperation in the field of transportation of nuclear materials of April 12, 1996,
The agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on cooperation in construction of power units No. 3 and 4 of the Khmelnytskyi NPP of June 9, 2010,
considering the legislation of the states of the Parties,
recognizing priority safety when using atomic energy for the benefit of each person and society are more whole in general,
aiming at further strengthening international cooperation in the field of nuclear and radiation safety,
being guided by the aspiration of the Russian Federation and Ukraine to develop and deepen partnership in the field of nuclear and radiation safety for the benefit of the people of the states of the Parties,
aiming to establish the principles of exchange of necessary information and experience of the operational notification about nuclear accidents in the territories of the states of the Parties taking into account possible cross-border emission of radioactive materials,
