The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

for the purpose of implementation of interaction in case of accomplishment of provisions of the Concept of state cooperation – members of the Commonwealth of Independent States in the field of ensuring the information security approved by the Decision of Council of heads of states of the CIS of October 10, 2008

recognizing importance of joint and effective use of the latest information and communication technologies for strengthening of counteraction to threats of information security of the State Parties of the CIS,

considering that further development of cooperation and interaction of the Parties in the field of ensuring information security is need and is equitable to their interests,

aiming to limit threats of information security of the State Parties of the CIS, to provide interests of the states in the field of information security,

in view of importance of information security for realization of basic rights and freedoms of man and citizen,

wishing to create legal and organizational basis of state cooperation – members of the CIS in the field of ensuring information security,

recognizing need of prevention of possibility of use of information and communication technologies for the purpose of which are not compatible to tasks of ensuring stability and safety of the State Parties of the CIS and are capable to make negative impact on integrity of infrastructure of the states, causing damage to their safety both in civil, and in military spheres,

believing that effective fight against offenses in information society requires wider, operational and well debugged cooperation of authorized bodies of the State Parties of the CIS,

agreed as follows:
