1. Approve enclosed:
4) standard of the state service "Issue of the Certificate of the Aircraft on Noise";
5) standard of the state service "Issue of Permission to Use of the Radio-transmitting Equipment";
6) standard of the state service "Issue of Permission to Accomplishment of Special Flight";
7) standard of the state service "Issue of the Export Certificate of the Flight Validity";
8) standard of the state service "Issue of the Air Operator Certificate";
12) standard of the state service "Issue of the Certificate on Accomplishment of Aviation Works";
13) standard of the state service "Issue of the Certificate like the Civil Aircraft";
2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.
3. This resolution becomes effective after ten calendar days after day of its first official publication.

1. The state service "Issue of Certificates on State Registration of Civil Aircrafts of the Republic of Kazakhstan" (further - the state service).
2. The standard of the state service is developed by the Ministry of Transport and Communications of the Republic of Kazakhstan (further - the Ministry).
3. The state service is rendered to physical persons and legal entities (further - uslugopoluchatel) by Committee of civil aviation of the Ministry (further - the service provider).
Reception of applications and issue of results on rendering the state service are performed through office of the service provider or the web portal of "the electronic government": www.e.gov.kz (further - the portal).
4. Term of rendering the state service:
1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal:
issue of the certificate on state registration of the civil aircraft - within 20 (twenty) working days;
issue of the duplicate of the certificate on state registration of the civil aircraft - within 5 (five) working days;
2) the most allowed time of expectation for delivery of document package uslugopoluchatel - 20 minutes;
3) the most allowed time of servicing of uslugopoluchatel - 30 minutes.
5. Form of rendering the state service: electronic (partially automated) and (or) paper.
6. Result of rendering the state service - the certificate (the duplicate of the certificate) on state registration of the civil aircraft.
Form of provision of result of rendering the state service: paper and/or electronic.
The certificate is granted by the service provider to uslugopoluchatel in case of personal visit on receipt in register and registration of the granted certificates.
On the portal the uslugopoluchatel receives the certificate on state registration of the civil aircraft in "personal account" in electronic form.
7. The state service is rendered on paid basis.
Payment of the registration fee of the civil aircraft is performed according to the procedure and the sizes determined by the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" (Tax code).
Rates of charge for registration of the civil aircraft constitute:
1) for state registration of civil aircrafts - 7 monthly settlement indicators operating on collection payment date;
2) for re-registration of civil aircrafts - 7 monthly settlement indicators operating on collection payment date;
3) for issue of the duplicate of the document certifying state registration of civil aircrafts - 3,5 monthly settlement the indicator operating on collection payment date.
Payment of collection is performed in cash and non-cash form through the banks of the second level and the organization performing separate types of banking activities.
In case of giving of electronic request for receipt of the state service through the portal, payment can be performed through payment gateway of "the electronic government" (further - PShEP).
8. Working schedule:
1) service provider: Monday through Friday inclusive, from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.
Receiving and delivery of results are performed in turn, without making an appointment and the accelerated servicing;
2) the portal - round the clock (except for technical breaks in connection with carrying out repair work).
9. The list of documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his authorized representative by proxy):
to the service provider:
the statement in form, according to appendix 1 to this standard of the state service, with appendix of the following documents for receipt of the certificate:
1) in case of primary state registration of the civil aircraft:
the copy of the document confirming payment of collection for state registration of the civil aircraft;
the copy of the purchase and sale agreement, the judgment or other document confirming the property right;
the copy of the lease agreement, leasing, property hiring, other document confirming right to use by the aircraft;
copy of the acceptance report of the civil aircraft;
the inspection statement of technical condition of the aircraft in form according to appendix 2 to this standard of the state service;
the copy of the appraisal report about serviceability of civil aircrafts which is drawn up by the service provider in form according to appendix 3 to this standard of the state service;
the copy of the document confirming exception of the civil aircraft of the register of the state aircraft or of the register of civil aircrafts of foreign state (in the presence);
the copy of the export certificate of the flight validity (in case of distillation of the aircraft);
documents on re-equipment of the aircraft (in case of change of purpose of the aircraft);
the temporary certificate of the validity of the aircraft to flights issued by manufacturing plant (in case of acquisition of the aircraft from manufacturing plant);
the copy of the certificate of the type or the document equivalent to it certifying its compliance with airworthiness standards, issued by the service provider, or foreign state, the International Civil Aviation Organization performing certification of aircrafts, and recognized as the service provider;
the copy of the air operator certificate, the certificate on the right of accomplishment of aviation works or the certificate on the right of accomplishment of flights (in the presence);
copy of the identity certificate of physical person or copy of the certificate * or certificate of state registration (re-registration) of the legal entity of uslugopoluchatel;
note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
2) in case of change of the owner of the civil aircraft:
the copy of the document confirming payment of collection for state registration of the civil aircraft;
the copy of the purchase and sale agreement, the judgment or other document confirming transition of the property right;
the copy of the lease agreement, leasing, property hiring, other document confirming right to use by the aircraft (in the presence);
copy of the acceptance report of the civil aircraft;
the copy of the air operator certificate, the certificate on the rights of accomplishment of aviation works or the certificate on the right of accomplishment of flights (in the presence);
copy of the identity certificate of physical person or copy of the certificate * or certificate of state registration (re-registration) of the legal entity of the owner and/or operator;
note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
certificate on state registration of the civil aircraft;
3) in case of change of purpose of the aircraft, after its re-equipment:
the copy of the document confirming payment of the registration fee of the civil aircraft;
documents on re-equipment of the civil aircraft;
the inspection statement of technical condition of the aircraft in form, according to appendix 2 to this standard of the state service;
copy of the identity certificate of physical person or copy of the certificate * or certificate of state registration (re-registration) of the legal entity of the owner and/or operator;
note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
certificate on state registration of the civil aircraft;
4) in case of change of the operator of the civil aircraft:
the copy of the lease agreement, leasing, property hiring, other document confirming right to use by the aircraft;
copy of the acceptance report of the civil aircraft;
the copy of the air operator certificate, the certificate on the right of accomplishment of aviation works or the certificate on the right of accomplishment of flights;
copy of the identity certificate of physical person or copy of the certificate * or certificate of state registration (re-registration) of the legal entity of the owner and/or operator;
note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
certificate on state registration of the civil aircraft.
All above-stated copies of documents are certified by the sign and seal (in the presence) the service provider.
For receipt of the duplicate of the certificate on state registration of civil aircrafts the uslugopoluchatel submits to the service provider the application in form, according to appendix 4 to this standard of the state service, with appendix of the following documents:
the copy of the document confirming payment of collection for issue of the duplicate of the certificate on state registration of the civil aircraft;
the documents confirming the fact of loss or plunder of the certificate on state registration of the civil aircraft;
the certificate on state registration which became useless (in case of spoil of the certificate on state registration of the civil aircraft);
copy of the identity certificate of physical person or copy of the certificate * or certificate of state registration (re-registration) of the legal entity of uslugopoluchatel;
note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
on the portal:
For receipt of certificates on state registration (in case of primary state registration, in case of change of the owner, in case of change of purpose of the aircraft, in case of change of the operator) civil aircrafts the uslugopoluchatel submits the application in electronic form, the uslugopoluchatel certified by the EDS, according to appendix 5 to this standard of the state service with appendix in the electronic form of documents listed in this Item.
In case of delivery by uslugopoluchatel of all necessary documents:
to the service provider - confirmation of adoption of the statement on paper is the mark in its copy about registration in office of the service provider with indication of date and time of acceptance of document package;
through the portal to uslugopoluchatel the status about acceptance of request for rendering the state service, with indication of date and time of receipt of result of the state service goes to "personal account".
10. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the address specified in Item 12 of this standard of the state service or addressed to the head of the Ministry of the address: 010000, city of Astana, Prospekt Kabangbai of the batyr 32/1, e-mail address: kga_info@mtc.gov.kz, reception phone: 8 (7172) 24-26-05.
The claim is submitted in writing by mail or purposely through office of the service provider, or the Ministry, in the working days.
Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider, or the Ministry, with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint. After registration the claim goes to the head of the service provider, or the Ministry, for determination of the executive in charge and acceptance of adequate measures.

In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.
The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.
In the claim:
physical person - its surname, name, and also at will middle name, the postal address are specified;
the legal entity - its name, the postal address, reference number and date. The appeal shall be signed by uslugopoluchatel.
11. In disagreement cases with results of the rendered state service, the uslugopoluchatel has the right to take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.
12. Addresses of places of rendering the state service are placed on Internet resource of the service provider: www.mtc.gov.kz, (in the subsection "State Services" of the Section "Committee of Civil Aviation").
13. Uslugopoluchatel has possibility of receipt of the state service electronically through the portal on condition of EDS availability.
14. Uslugopoluchatel has possibility of receipt of information
about procedure and the status of rendering the state service in the mode of remote access by means of portal "personal account", and also single contact center concerning rendering the state services.
