For the purpose of realization of Item 2 of article 16 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve the enclosed Regulations of the state service "Registration and Accounting of Chemical Products".

2. To committee of the industry of the Ministry of the industry and new technologies of the Republic of Kazakhstan (Kasymbekov B. A.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of the industry and new technologies of the Republic of Kazakhstan.

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of the industry and new technologies of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the first vice-minister of the industry and new technologies of the Republic of Kazakhstan Rau A. P.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Registration and Accounting of Chemical Products"

1. General provisions

1. The state service appears Committee of the industry of the Ministry of the industry and new technologies of the Republic of Kazakhstan (further - the service provider), including through the web portal of "the electronic government" www.egov.kz or the E-litsenzirovaniye web portal: http://www.elicense.kz/?lang=ru (further - the portal).

2. Form of rendering the state service - electronic (partially automated) and (or) paper.

3. Result of rendering the state service - the registration certificate of chemical products (further - the certificate).

Form of provision of result of rendering the state service: electronic and (or) paper.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

The basis for the procedure (action) for rendering the state service is the statement or electronic request of uslugopoluchatel with application of documents according to Item 9 of the Standard of the state service "Registration and Accounting of Chemical Products" approved by the order of the Government of the Republic of Kazakhstan of March 6, 2014 No. 202 "About approval of standards of the state services rendered by the Ministry of the industry and new technologies of the Republic of Kazakhstan in the field of processing industry".

5. Operations procedure of employees of structural divisions when rendering the state service, the procedure (action), and the sequence of their accomplishment, including stages of passing of all procedures (actions) by each structural division:

the procedure 1 - the clerk of the service provider performs acceptance and document registration, sends to their management the service provider;

the procedure 2 - management of the service provider imposes the resolution and sends them for consideration to the chief of the department of the service provider;

the procedure 3 - the chief of the department determines the executive in charge and transfers him documents;

the procedure 4 - the executive in charge checks the request for completeness of the document package provided by uslugopoluchatel;

the procedure 5 - the executive in charge considers documents of uslugopoluchatel regarding its compliance to qualifying standards, prepares and submits result of rendering the state service for consideration to the chief of the department;

the procedure 6 - the chief of the department vises result of rendering the state service and transfers to the signature to management of the service provider;

the procedure 7 - management of the service provider signs result of rendering the state service and transfers to his specialist control;

the procedure 8 - the executive in charge sends result of rendering the state service for registration to office of the service provider;

the procedure 9 - the clerk of the service provider registers and issues result of rendering the state service to uslugopoluchatel purposely or directs by mail.

6. The result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action) is specified in appendix 1 to these regulations.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

3) specialist of management;

4) clerk of the service provider.

the procedure 2 - forming of IS GBD the portal of the message on refusal in authorization in connection with the available violations in data of the employee of the service provider;

the procedure 3 - the choice by the employee of the service provider of the service specified in these regulations, conclusion to the request form screen for rendering service and input by the employee of the service provider of data of uslugopoluchatel;

condition 2 - verification of presence of the physical persons this uslugopoluchatel in the state database / to the state database of legal entities (further - GBD FL/GBD of SPINNING TOPS);

the procedure 4 - forming of the message on impossibility of data acquisition due to the lack of data of uslugopoluchatel in GBD FL/GBD of SPINNING TOPS;

the procedure 5 - filling of request form regarding mark about availability of documents in paper form and scanning by the employee of the service provider of the necessary documents provided by uslugopoluchatel and their attachment to request form;

the procedure 6 - registration of request in IS GBD the portal and processing of service in IS GBD the portal;

condition 3 - verification by the service provider of compliance of uslugopoluchatel to qualifying standards and the bases for issue of the certificate;

the procedure 7 - forming of the message on refusal in required service in connection with the available violations in data of uslugopoluchatel in IS GBD the portal;

the procedure 8 - obtaining by uslugopoluchatel of result of the state service (the electronic certificate) created by IS GBD the portal. The electronic document is created with use of the digital signature (further - the EDS) the authorized person of the service provider.

2) description of procedure for the address and sequence of procedures (actions) of uslugopoluchatel:

the uslugopoluchatel performs registration on the portal by means of the registration certificate EDS which is stored in the Internet browser of the computer of uslugopoluchatel (it is performed for the unregistered uslugopoluchatel on the portal);

the procedure 1 - attachment in the Internet browser of the computer of uslugopoluchatel of the registration certificate EDS, entry procedure uslugopoluchatel of the password (the procedure of authorization) on the portal for receipt of the state service;

condition 1 - check on the portal of authenticity of data on the registered consumer through login (individual identification number or business and identification number (further - the IIN/bin) and the password;

the procedure 2 - forming by the portal of the message on refusal in authorization in connection with the available violations in data of uslugopoluchatel;

the procedure 3 - the choice by uslugopoluchatel of the service specified in these regulations, conclusion to the request form screen for rendering service and filling with uslugopoluchatel of form (data entry) taking into account its structure and format requirements, by attachment to request form of necessary documents in electronic form;

the procedure 4 - the choice by uslugopoluchatel of the registration certificate EDS for the certificate (signing) of request;

condition 2 - check on the portal of effective period of the registration certificate EDS and absence in the list of the withdrawn (cancelled) registration certificates, and also compliance of identification data between the IIN/bin, specified in request, and the IIN/bin, specified in the registration certificate EDS;

the procedure 5 - forming of the message on refusal in required service in connection with not confirmation of authenticity of the EDS of uslugopoluchatel;

the procedure 6 - the certificate (signing) by means of the EDS of uslugopoluchatel of the filled form (the entered data) of request for rendering service;

the procedure 7 - registration of the electronic document (request of uslugopoluchatel) in IS GBD the portal and processing of request in IS GBD the portal;

condition 3 - verification by the service provider of compliance of uslugopoluchatel to qualifying standards and the bases for issue of the certificate;

the procedure 8 - forming of the message on refusal in required state service in connection with the available violations in data of uslugopoluchatel in IS GBD the portal;

the procedure 9 - obtaining by uslugopoluchatel of result of the state service (the electronic certificate) created by the portal. The electronic document is created with use of the EDS of the authorized person of the service provider.
