About approval of Strategy of protection of the child for 2014-2020

For the purpose of accomplishment of provisions of the Convention on the Rights of the Child accepted on November 22, 1989 by the General Assembly of the United Nations which the Republic of Moldova joined according to the Resolution of Parliament No. 408-XII of December 12, 1990 the Government DECIDES:

1. Approve the Strategy of protection of the child for 2014-2020 it (is applied).

2. Provide to the Ministry of Labour, Social Protection and Family coordination of process of development and promotion of the Action plan for strategy implementation of protection of the child for 2014-2020 in cooperation with authorities, the organizations and the relevant organizations.

3. To assign monitoring and assessment of implementation of Strategy of protection of the child for 2014-2020 to the Ministry of Labour, Social Protection and Family which annually till April 1 will submit to the Government the report on Strategy implementation.

The strategy of protection of the child for 2014 - 2020

I. Description of provision

1. In the context of reforming of system of protection of the child in the Republic of Moldova and its approvals of the European and international standards and obligations in recent years in the Republic of Moldova number of considerable achievements was noted.

Great efforts for realization of reform of system of care of the children who are in difficult situation on the basis of National strategy and the Action plan for reforming of system of residential type for child care for 2007-2012 were made. Thus, the legal and institutional basis was developed for development of alternative services of family type in care of children. Also the mechanism of prevention of institutionalization of children was created. At the same time for increase in system effectiveness of provision of social services the National program for creation of the integrated system of social services for 2008-2012 which main objective are the prevention and rendering primary help to beneficiaries at the level of community was developed and offered to realization, at the same time the direction for receipt of specialized or highly specialized social services is performed only in case it is necessary by results of assessment of each potential beneficiary. These two directive documents represent platform for promotion of reforms in the field of protection of the child which emphasizes need of concentration of efforts on integration of structures of prevention and early identification of situations of risk for children and according to consolidation of capabilities for intervention and the help at the local level and at the same time development and implementation of effective mechanisms of requirements analysis and actions planning for development of social services for children.

3. For the purpose of prevention of leaving of children by parents and child mortality at the level of community the mechanism of cross-industry cooperation between healthcare institutions and social security was created. Are at implementation stage the Strategy of social integration of persons with limited opportunities (2010-2013) and the Development program of inclusive education in the Republic of Moldova for 2011-2020. For the purpose of providing the minimum guaranteed income to poor families reform of system of social payments was performed, one of achievements of which is prevention of separation of children with families because of poverty. Radical reform was performed in the field of providing the rights of children protected by means of national and international adoption.

4. Subject to intervention of Strategy is established owing to consideration of three main areas of development the politician in the field of protection of the child: reform of system of residential type on child care, violence over the child and combination of family life with professional activity from the point of view of the child's rights.
