1. Approve the enclosed Rules of application of measures of early reaction and technique of determination of the factors influencing deterioration in financial position of bank of the second level (further - Rules).
2. The banks of the second level having on the date of entry into force of this resolution share of loans with overdue debt on principal debt and (or) the added remuneration over ninety calendar days without the created reserves on them to the total amount of loan portfolio of bank without the created reserves on it over 10 (ten) percent till July 1, 2014 provide in National Bank of the Republic of Kazakhstan the actions plan, according to item 4 of Rules, providing measures for finishing share of loans with overdue debt on principal debt and (or) the added remuneration to the level which is not exceeding 10 (ten) percent by January 1, 2016.
3. Recognize invalid the following regulatory legal acts of the Republic of Kazakhstan:
