About modification of presidential decrees of the Republic of Kazakhstan of June 18, 2009 No. 827 "About System of state planning in the Republic of Kazakhstan" and of March 4, 2010 No. 931 "About some questions of further functioning of System of state planning in the Republic of Kazakhstan"

I DECIDE:

1. Make changes to the following presidential decrees of the Republic of Kazakhstan:

1) in the Presidential decree of the Republic of Kazakhstan of June 18, 2009 No. 827 "About System of state planning in the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2009, No. 30, Art. 259; 2010, No. 20-21, of Art. 150; 2012, No. 13, Art. 231; No. 68, Art. 976; 2013, No. 36, Art. 529):

To be reworded as follows the system of state planning in the Republic of Kazakhstan approved by the above-named Decree according to appendix 1 to this Decree;

2) in the Presidential decree of the Republic of Kazakhstan of March 4, 2010 No. 931 "About some questions of further functioning of System of state planning in the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2010, No. 20-21, of Art. 150; 2012, No. 68, Art. 976; 2013, No. 36, Art. 529):

state Item 1 in the following edition:

"1. Approve the enclosed Rules of development, realization, carrying out monitoring, assessment and control of the Strategic plan of development of the Republic of Kazakhstan, the Forecast scheme of territorial and space development of the country, state programs, strategic plans of state bodies, development programs of the territories.";

The rules of development, realization, carrying out monitoring, assessment and control of the Strategic plan of development of the Republic of Kazakhstan, the Forecast scheme of territorial and space development of the country, state programs, development programs of the territories, strategic plans of state bodies approved by the above-named Decree to be reworded as follows according to appendix 2 to this Decree.

System of state planning in the Republic of Kazakhstan

1. General provisions

System of state planning in the Republic of Kazakhstan (further - System of state planning) - the complex of the interconnected elements consisting of the principles, documents, processes and participants of state planning, providing development of the country on long-term (over 5 years), medium-term (from year to 5 years) and short-term (till 1 year) the periods.

2. State planning covers the activities of public authorities and other participants of development of the country directed to increase in level of social and economic development of Kazakhstan, growth of welfare of citizens and strengthening of safety of the country.

2. Principles of System of state planning

3. The system of state planning is based on the following principles:

1) unities and integrity - unity of the legislation in the field of state planning, the principles of the organization and functioning of System of state planning, unity of procedure of process of state planning;

2) internal balance - coordination of documents of system of state planning among themselves on the development purposes, tasks and indicators of results;

3) effectiveness and efficiency - the choice of the purposes, tasks and indicators of results shall be the most correct (productive), be based on the deep analysis of the current situation and need of achievement of the set results with the smallest costs of resources;

4) independence of the choice of solutions of tasks - independence of participants of process of state planning in the choice of ways and methods of goal achievement and the solution of tasks of development of the country within the competence;

6) transparency (openness) - obligatory publication of documents of System of state planning, except for the provisions containing information relating to the state secrets;

7) reliability and realness - reasonable possibility of goal achievement of development, established by documents of System of state planning, and also justification of indicators of the results used in the course of state planning;

8) continuity, succession and the sequence - step nature of System of state planning, that is success of goal achievement, tasks, indicators of results of higher documents depends on quality and timeliness of planning and goal achievement, tasks, indicators of results of subordinate documents, and also the continuous mechanism of its functioning;

9) resource security - determination of sources and the amounts of financing, human, other material and non-material resources in the main directions of strategic plans of state bodies for achievement of effective objectives and tasks.

3. Documents of System of state planning

4. Treat documents of System of state planning:

1) the Strategy of development for Kazakhstan till 2050;

2) the Strategic plan of development of the Republic of Kazakhstan for 10 years, the Forecast scheme of territorial and space development of the country;

3) Strategy of homeland security of the Republic of Kazakhstan;

4) the Forecast of social and economic development for 5 years;

5) state programs for 5-10 years;

6) industry programs;

7) strategic plans of state bodies for 5 years;

8) development programs of the territories for 5 years;

9) development strategies for 10 years of national managing holdings, national holdings and the national companies with participation of the state in the authorized capital (further - the national companies).

5. Documents of System of state planning are subdivided into three levels.

The documents determining long-term vision of development of the country with key priorities and reference points - the Strategy of development for Kazakhstan till 2050, the Strategic plan of development of the Republic of Kazakhstan for 10 years, the Forecast scheme of territorial and space development of the country, the Strategy of homeland security of the Republic of Kazakhstan belong to documents of the first level.

The documents determining the strategy of development for sphere/industry - the Forecast of social and economic development for 5 years, state programs for 5-10 years, industry programs belong to documents of the second level.

The documents determining ways of achievement of documents of System of state planning of the first and second levels on the basis of decomposition - strategic plans of state bodies for 5 years, development programs of the territories for 5 years, development strategies for 10 years of national managing holdings, national holdings and the national companies belong to documents of the third level.

Target indicators and indicators of results of documents of System of state planning shall be determined proceeding from this hierarchy.

In documents of the first level the national target indicators and indicators determining development of the country in the long-term period shall be reflected.

Documents of the second level contain the target indicators and indicators of development of spheres and industries directed to achievement of national target indicators and indicators.

Documents of the third level shall contain target indicators and indicators of development of regions, activities of the central state bodies, and also national managing holdings, national holdings and national companies.

6. The president of the Republic of Kazakhstan addresses with the annual Message the people of Kazakhstan about provision in the country and the main directions of domestic and foreign policy of the Republic of Kazakhstan (further - the Message). Message provisions, and also orders of the President of the Republic of Kazakhstan are basis for development and adjustment of documents of System of state planning, including forming of the budget for the forthcoming planning period.

The procedure for development, approval of the draft of the Message, implementation of the Message is determined by the President of the Republic of Kazakhstan.

7. At the request of the President of the Republic of Kazakhstan concepts and doctrines are developed.

The concept is the document which reflects vision of development of certain sphere, of industry, reasons for the corresponding state policy and includes the basic principles and general approaches of this policy.

The concept affirms or approved by the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan or advisory advisory body.

Strategic plans of development of the Republic of Kazakhstan are developed for 10 years for the purpose of strategy implementation of development of Kazakhstan till 2050 and concretize strategy, the purposes, the tasks, the priority directions of social and economic and social and political development of the country in the corresponding ten-year period expected results with indication of their indicators, step-by-step target reference points.
