wishing to promote wide and free dissemination of information on social and political, economic and cultural life of the states,

aiming at respect for the conventional principles and rules of international law, creation of guarantees when implementing professional activity of the correspondents representing mass media of the State Parties of the Commonwealth of Independent States

based on the Agreement on cooperation in the field of information of October 9, 1992,

being effective according to the Charter of the Commonwealth of Independent States providing assistance to broad information exchange agreed as follows:

Article 1

For the purposes of this Convention the following main terms and determinations are used:

the correspondent - the person (irrespective of his nationality) accredited in other State Party of the Commonwealth of Independent States and representing the mass media of one of the Parties registered according to its national legal system;

the state of accreditation - the State Party of the Commonwealth of Independent States in which the correspondent is accredited;

accreditation - appointment to certain term of the representative of mass media to authorized body of the state of accreditation and receipt of the accreditation document by it;

authorized bodies - the central state bodies performing regulation of questions of accreditation and activities of the correspondents representing mass media of other State Parties of the Commonwealth of Independent States.
