1. 2. Approve the enclosed Provisional rules of provision of provisional asylum in the territory of the Russian Federation to the citizens of Ukraine and persons without citizenship who were constantly living in the territory of Ukraine, arrived in the emergency mass procedure to the territory of the Russian Federation in search of shelter.

3. Recommend to public authorities of subjects of the Russian Federation:

organize, considering circumstances of emergency, the place for temporary content of persons, to perform financing of expenses according to the procedure and according to the standard rates which are similarly established by regulatory legal acts on financial provision of measures for the prevention and liquidation of emergency situations and effects of natural disasters;

provide according to the procedure of exception to the Federal Migration Service till December 31, 2014 in free use infrastructure of the multipurpose centers of provision of the state and municipal services for the purpose of implementation of this resolution.
