About introduction of amendments to some acts of the Government of the Russian Federation concerning decrease in size of cross subsidizing in power grid complex

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning decrease in size of cross subsidizing in power grid complex.

2. To executive bodies of subjects of the Russian Federation in the field of state regulation of rates to make decisions on establishment (review) since August 1, 2014:

a) rates for services in transfer of electrical energy on the objects of electric grid economy and (or) their parts leased by the organization for management of single national (all-Russian) power network to the territorial network organizations taking into account requirements of Items 7 and 8 of article 8 of the Federal law "About Power Industry";

b) the individual prices (rates) for services in transfer of electrical energy for settlement between 2 network organizations for the services in transfer of electrical energy rendered each other, proceeding from the subitem "an" of this Item and Item 3 of this resolution.

3. To executive bodies of subjects of the Russian Federation in the field of state regulation of rates till August 1, 2014 to make decisions on review established (reviewed) since July 1, 2014 according to the order of the Government of the Russian Federation of June 11, 2014 No. 542 "About introduction of amendments to some acts of the Government of the Russian Federation concerning compensation to the network organizations of the loss of income connected with technological accession to power networks and adoption of tariff decisions" single (boiler) tariffs for services in transfer of the electrical energy delivered to the population and categories of consumers equated to it for the purpose of ensuring establishment of the specified rates at the level which is earlier established on the second half of the year 2014 and their applications to the legal relationship which arose since July 1, 2014.

4. To the Ministry of Energy of the Russian Federation to approve till October 1, 2014 for the territorial network organizations standard rates of losses of electrical energy by its transfer on power networks.

5. To executive bodies of subjects of the Russian Federation in the field of state regulation of rates till December 1, 2014 to make decisions on review since January 1, 2015 of the following long-term parameters of regulation of activities of the territorial network organizations:

basic level of operating, under control expenses, except for the basic level of under control expenses of the territorial network organizations established in coordination with Federal Tariff Service according to Item 2 of the order of the Government of the Russian Federation of October 24, 2013 No. 953 "About modification of pricing Bases in the field of regulated prices (rates) in power industry and adoption of tariff decisions";

sizes of technological expense (losses) of electrical energy by its transfer on power networks, including based on the standard rates specified in item 4 of this resolution.

6. To Federal Tariff Service in accordance with the established procedure in 6-month time to bring the regulatory legal acts into accord with this resolution.

7. To provide to the Ministry of Economic Development of the Russian Federation together with the Ministry of Energy of the Russian Federation and Federal Tariff Service till March 1, 2015 to the Government of the Russian Federation the draft of the act providing the schedule of decrease in size of cross subsidizing in power grid complex.

8. To Federal Tariff Service in coordination with the Ministry of Economic Development of the Russian Federation and the Ministry of Energy of the Russian Federation in 6-month time to develop and in accordance with the established procedure to approve methodical instructions for calculation of rates for the services in transfer of electrical energy rendered to the consumers who are not belonging to the population and the categories of consumers equated to it.

9. Declare invalid the order of the Government of the Russian Federation of December 27, 2010 No. 1173 "About procedure for approval of transfer of the objects of electric grid economy entering single national (all-Russian) power network in lease to the territorial network organizations" (The Russian Federation Code, 2011, No. 23, the Art. 3316).

10. This resolution becomes effective from the date of its official publication.

Changes which are made to acts of the Government of the Russian Federation concerning decrease in size of cross subsidizing in power grid complex

1. The Section VI of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (The Russian Federation Code, 2004, No. 52, Art. 5525; 2007, No. 14, Art. 1687; 2009, No. 25, Art. 3073; 2013, No. 47, of the Art. 6105) to add with Item 55 (1)следующего contents:
