1. Case of the pensioner and receiver of social benefit (further - pension case), and also the documents concerning award of pension of social benefit and other payments are drawn up by department of the Pension fund according to this Instruction.
The reference confirming payment by the individual entrepreneur () in the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan of the social tax (for the period till January 1, 2019 - insurance premiums) is issued by person working abroad on hiring, the member of Dehkan economy for the member of the family of the subject of family entrepreneurship, and also each worker hired by the individual entrepreneur according to the employment contract according to the information provided by bodies of the State Tax Service of the Republic of Uzbekistan for the place of his permanent residence.
2. For registration of pension case, the documents concerning purpose of pensions, social benefits and other payments, and also registrations of statements of the Pension fund by department are conducted the books of registration given in appendix No. 1 to this Instruction.
3. In these books the list opens at the beginning of year number the first, within year in case of filling of lines and opening of new books numbering continues, and in the end of the year the book is closed by the last number, at the same time the coming to the end leaf of the list is signed by the head of department of the Pension fund and the head of group to destination of pensions and benefits of department of the Pension fund (further - group to destination of pensions), and also sealed department of the Pension fund.
4. Closing of the book affirms the ranking officer of territorial administration of the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan (on the last page the signature is put down) and is transferred to archive of department of the Pension fund on storage.
5. Registration of pension case is assigned to group to destination of pensions. Control of observance of single procedure for registration and conducting pension cases is assigned to the head of group to destination of pensions, and general control - to the head of department of the Pension fund.
Each employee of department of the Pension fund, within the competence, bears responsibility for ensuring performance of works on the correct and timely document creation according to the legislation, on the site assigned to it.
6. In case of release from post of the inspector of group to destination of pensions (further - the inspector), appointment it to other position or in other cases, stipulated by the legislation, reception-transmission of pension cases, and also other documents is performed by the working group consisting of the head of group to destination of pensions, the inspector, the registrar and the legal adviser created based on the order of the head of department of the Pension fund.
Reception-transmission of pension cases and other documents is drawn up by the act approved by working group.
7. Pension cases of the foreign citizens and stateless persons who are constantly living in the Republic of Uzbekistan are drawn up according to this Instruction.
8. The statement for award of pension, social benefit, compensation money payments on payment of housing and communal services, about recalculation of pension, transfer of pension from one type on other type, renewal of pension payment and social benefit, and also about allocation of share of pension, moves in department of the Pension fund in accordance with the established procedure in form according to appendices No. 2-5 to this Instruction.
9. The documents submitted by the applicant for award of pension, social benefit and other payments are considered by the inspector (or the chief inspector). The inspector compares copies of the submitted documents to originals and confirms fidelity of the specified copies with the signature. 10. In case of documents acceptance for award of pension, social benefit and other payment, the inspector shall pay attention on:
correctness and completeness of execution of the statement, form of representation, the certificate of the salary and other submitted documents, and also compliance of the data stated in them to passport data, the service record, the original or the duplicate of the temporary labor certificate for self-employed citizens and to other documents of the applicant. At the same time the right of person to award of pension, social benefit and other payment according to the requirement of the legislation is considered;
correctness of checking of copies with source documents of the applicant (if copies were not certified by the notary).
11. The inspector returns to the applicant or the representative of the organization originals of the submitted documents (except the service record, the original or the duplicate of the temporary labor certificate for self-employed citizens (also the duplicate), the archive references, references issued by the organizations, the references confirming payment for the period till January 1, 2019 - insurance premiums, and for the period after January 1, 2019 - the social tax the individual entrepreneur (person working abroad on hiring, the member of Dehkan economy for the member of the family of the subject of family entrepreneurship, and also each worker hired by the individual entrepreneur according to the employment contract) and declarations on gross annual income of the worker gaining income from the employer, not being the tax agent) and issues it the receipt on documents acceptance, having cut out the corresponding part of the statement, at the same time the duplicate receipt is stored in department of the Pension fund together with the submitted documents. The original or the duplicate of the service record, the temporary labor certificate for self-employed citizens are subject to return to the applicant after acceptance by the commission to destination of pensions of department of the Pension fund (further - the commission) decisions on appointment or on refusal in award of pension, social benefit or other payment.
The service record, the original or the duplicate of the temporary labor certificate for self-employed citizens is issued under list of the applicant or representative of the organization, with the subsequent mark about its obtaining in reverse side of the statement for award of pension, social benefit or other payment with indication of the date of receipt of the service record, the original or the duplicate of the temporary labor certificate for self-employed citizens.
12. After receipt of the statement with the relevant resolution of the head of department of the Pension fund, the head of group to destination of pensions (and in case of lack of this position - the worker to whom the order of the head of department of the Pension fund assigns accomplishment of this function) registers:
the statement for award of pension in the book of registration of statements about appointment (registrations in connection with change of the residence) pensions (appendix No. 6 to this Instruction);
the statement for purpose of social benefit in the book of registration of statements about purpose of social benefits (appendix No. 7 to this Instruction);
the statement for payment of lump-sum allowance in case of the child's birth in the book of registration of statements about payment of lump-sum allowance in case of the child's birth (appendix No. 8 to this Instruction);
the statement for allowance payment on burial in the book of registration of statements about allowance payment on burial (appendix No. 9 to this Instruction);
the statement for payment of compensation money payments for payment of housing and communal services in the book of registration of statements about payment of compensation money payments for payment of housing and communal services, and also recalculation (transfer into other type, renewal) of pension (social benefit) appendix No. 10 to this Instruction).

13. 14. The documents which are available in pension case are filed according to the procedure, established in appendices No. 11, No. 12 to this Instruction and submited to the head of group to destination of pensions.
15. The head of group to destination of pensions checks correctness of input in the computer database of all necessary data (passport data, type of pension, social benefit or other payment, calculation of length of service, the average salary, the size of allowances, increases in the size of pension, etc.), and also the term of award of pension, social benefit or other payment then submits pension case for consideration of the commission.
16. The commission in ten-day time after receipt in department of the Pension fund of the statement for award of pension, social benefit or other payment together with other necessary documents, makes the relevant decision (on appointment or on refusal in award of pension, social benefit or other payment, on check of justification of the submitted documents, etc.).
17. Inspection of the submitted documents is carried out after decision making of the commission about need of check. Verification of the submitted documents for award of pension, social benefit or other payment, is drawn up by the act with indication of date of check.
18. Check is made in the organization or in archive, issued supporting documents. By results of check the statement in duplicate which is certified by the signature checking and the official of the organization or archive, and also seal of the organization (except subjects of entrepreneurship) or archive is drawn up. One copy of the act remains in the organization or in archive, the second copy - in department of the Pension fund. In the act information on the one who issues supporting documents, and about the location of documents at the time of check without fail is specified.
19. After conducting check of the provided to award of pension, social benefit and other payment of documents, the commission makes the decision on appointment or on refusal in award of pension, social benefit or other payment.
20. Contents of decisions of the commission on purpose of pensions, social benefits or other payments register in the corresponding books of registrations of statements about purpose of pensions, social benefits or other payments.
Decisions of the commission on refusal in appointment, about conducting check and need of submission of additional documents, about deduction from pension of excessively paid amount, and also other decisions made in case of consideration of the applications (except decisions on purpose of pensions, social benefits and other payments), are registered in the book of registration of decisions of the commission on refusal in appointment, additional verification and need of submission of additional documents according to appendix No. 13 to this Instruction.
