About approval of programs - "road maps" for financial improvement and decrease in unprofitability of the companies of Toshshakhartranskhizmat joint-stock company
For the purpose of further enhancement of system of passenger transport of the city of Tashkent, financial and economic improvement and increase in the income, and also decides expense optimizations of the unprofitable companies of the Cabinet of Ministers Toshshakhartranskhizmat joint-stock company:
1. Take into consideration that by Toshshakhartranskhizmat joint-stock company together with khokimiyat of Tashkent, the Ministry of Finance, the Ministry of Economics and Goskomkonkurention of the Republic of Uzbekistan the programs - "road maps" for financial improvement and decrease in unprofitability of the companies of Toshshakhartranskhizmat joint-stock company providing decrease in their unprofitability in comparable conditions for 17 percent are developed (44,2 of one billion bags.), including for the account:
increases in the income from the main activities by elimination of duplication of routes, optimizations of schemes of city and suburban routes with carrying out of terminal stopping points of suburban routes along the Tashkent belt road, ensuring close coordination of bus routes with stations of the subway;
decrease in cost of services by implementation of system of remote control (GPS) of railway vehicles, the automated system of dispatching management, implementation of centralized purchase of spare parts, rational use of diesel fuel, optimization of other expenses, and also uses of buses of big and average capacity on one route in different time of day;
effective use of the territories of bus fleets by creation of specialized transport columns on transportation of passengers in the mode of share and automobile taxis;
increases in the income by expansion of rendering paid services to the population, creations of the center for repair and field service of Isuzu buses, and also localizations of separate types of spare parts for railway vehicles;
optimizations of management structure by transition to direct control in system of city passenger traffic and liquidation of excessive links.
2. Approve:
actions for program implementation - "road maps" for financial improvement and decrease in unprofitability of the companies of Toshshakhartranskhizmat joint-stock company according to appendix No. 1;
programs - "road maps" for financial improvement and decrease in unprofitability of the companies of Toshshakhartranskhizmat joint-stock company according to to appendices No. No. 2 - 12;
forecast parameters of the main economic indicators of actions of programs - "road maps" for financial improvement and decrease in unprofitability of the companies of Toshshakhartranskhizmat joint-stock company for 2014 according to appendix No. 13.
3. To provide to khokimiyat of Tashkent till October 1, 2014:
construction and reconstruction of bus stations along the Tashkent belt road;
reconstruction of terminal points of routes of the land transport near the metro stations "Pakhtakor", "Beruny", "D¸stlik", "Chorsu", "Olmazor", "Habib Abdullaev".
4. Uzavtosanoat joint-stock company in three-months time to realize in accordance with the established procedure 140 units of cars for the organization of transportations of passengers by automobile taxi in the city of Tashkent by the companies created in case of bus fleets of Toshshakhartranskhizmat joint-stock company.
5. Permit Ministries of Foreign Economic Relations, Investments and Trades export trading company of the Republic of Uzbekistan - SAC of "Uzprommashimpeks", according to the procedure of exception, without holding tenders to sign the import contract with the Meitrack Group company (People's Republic of China) for delivery of sets of GPS trackers and GPS/GSM antennas.
6. Exempt from customs payments (except charges for customs clearance) "Uzprommashimpeks" imported SAC during the period from January 1 to December 31, 2014 goods according to the list according to appendix No. 14.
7. Provide to Toshshakhartranskhizmat joint-stock company:
together with the Ministry of Finance of the Republic of Uzbekistan, Goskomkonkurention, the State committee of communication, informatization and telecommunication technologies, the Uzbek agency of road and river transport, khokimiyats of Tashkent and the Tashkent region unconditional accomplishment of the programs - "road maps" approved by this resolution;
financing of acquisition of 140 units of cars due to attraction of borrowing facilities of commercial banks;
in three-months time development and approval in accordance with the established procedure preliminary technical and economic calculation of acquisition of 336 units of minibuses for specialized transport columns on transportation of the passengers by share taxis created in case of bus fleets of Toshshakhartranskhizmat joint-stock company;
the conclusion of the commission agreement between the Uzprommashimpeks Toshavtotajmirkhizmat and SAC unitary enterprise on delivery of sets of GPS trackers and GPS/GSM antennas for the companies of passenger transport of Tashkent without holding tenders.
8. In three-months time to provide to Uzpakhtasanoat association complete debt repayment for the period 2004 - 2013 before the companies of Toshshakhartranskhizmat joint-stock company for motor transportation servicing of cotton campaigns due to reducing contingencies of the territorial associations "Zhizzakhpakhtasanoat" and "Sirdaryopakhtasanoat".
9. To provide to Goskomkonkurention together with Toshshakhartranskhizmat joint-stock company and the Ministry of Finance of the Republic of Uzbekistan:
implementation of the programs - "road maps" approved by this resolution regarding reducing debit and creditor debts;
implementation of system control of the course of implementation of the programs - "road maps" approved by this resolution;
quarterly to the 5th following reporting quarter, entering into the Working group of the Cabinet of Ministers of the Republic of Uzbekistan on transport enterprises, the companies of capital construction and building industry of information on the course of realization of adopted agendas - "road maps".
10. To the head of working group (B. Zakirov) together with the interested ministries and departments:
establish system monitoring of program implementation - "road maps", timely development and implementation by executives in charge of specific measures for their practical accomplishment;
to quarterly enter in the Cabinet of Ministers of the Republic of Uzbekistan information on the course and efficiency evaluation of realization of the taken measures according to requirements of this resolution by each company.
11. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
