For the purpose of improvement of providing settlements and the mezhselenny territories of the Republic of Uzbekistan by high-quality town-planning documentation by enhancement of procedure for development, approval and approval of documentation on development planning of settlements and the mezhselenny territories the Cabinet of Ministers decides:
1. Take into consideration that Gosarkhitektstroy, Goskomstat of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas carries out inventory count of security of settlements and the mezhselenny territories respectively by master plans and projects of the architectural and planning organization of the territories of descent of citizens of kishlaks (auls) (further - town-planning documentation).
2. Approve programs of project development (further - programs):
master plans of the cities and city settlements of the republic for 2015 - 2018 according to appendix No. 1;
the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) numbering more than 5 thousand people, with allocation of the first priority of construction, for 2015 - 2018 according to appendix No. 2;
the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) numbering less than 5 thousand people, with allocation of the first priority of construction, for 2015 - 2018 according to appendix No. 3.
3. Determine that financing of programs is performed by reasonable calculations of Gosarkhitektstroy of the Republic of Uzbekistan:
master plans of the cities and city settlements, drafts of the detailed layout of parts of settlements, projects of city line, carrying out complex engineering researches, creation of cards of microseismic zoning of settlements, schemes and Sections of protection of the population in case of emergency situations, the conclusions of environmental assessment, project development of the architectural and planning organization of the territories of village assemblies of citizens with population more than 5 thousand inhabitants (number of inhabitants of the settlement of dislocation of bodies of descent of citizens), conducting examination of town-planning documentation - at the expense of means of the republican budget of the Republic of Uzbekistan within the provided budgetary appropriations, including centralized capital investments;
projects of the architectural and planning organization of the territories of village assemblies of citizens with population less than 5 thousand inhabitants (number of inhabitants of the settlement of dislocation of bodies of descent of citizens), the conclusions of ekologicheky examination, conducting examination of town-planning documentation - by budget funds of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent.
Determine that the cost of works on conducting the state environmental assessment of the town-planning documentation developed within Investing programs of the Republic of Uzbekistan is not subject to indexing and is financed in the amount of the amounts determined by the approved address lists of design and exploration work of next years.
4. To the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan, since 2015, by reasonable calculations of Gosarkhitektstroy of the Republic of Uzbekistan, annually when forming drafts of the Government budget and the Investing program of the Republic of Uzbekistan to provide necessary funds for financing of implementation of the programs approved by this resolution.
5. Determine:
SUE Uzshakharsozlikliti and SUE Toshkentboshplanliti - developers of drafts of master plans and drafts of the detailed layout of parts of the territories of the cities and city settlements, and also projects of city line;
Kishlokkurilishloyikha LLC - developer of projects of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) with population more than 5 thousand inhabitants (number of inhabitants of the settlement of dislocation of bodies of descent of citizens);
the project organizations having the licenses for the right of implementation of activities for development of town-planning documentation determined by executive bodies on places on competitive basis - developers of projects of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) with population less than 5 thousand inhabitants (number of inhabitants of the settlement of dislocation of bodies of descent of citizens);
SUE UZGASHKLITI - the contractor on carrying out complex technical researches (to creation of topographic maps and plans, carrying out engineering-geological researches for development of town-planning documentation).
6. Assign functions of the customer on program implementation, approved by this resolution, to engineering companies "Service of the Single Customer" under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent with creation in their structure of department of coordination of preparation of town-planning documentation on development planning of settlements and the mezhselenny territories, with number quantity of two established posts within the total number of managerial personnel.
7. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:
establish system control of timeliness of the conclusion of contracts between customers and developers of town-planning documentation, issue by customers of necessary basic data to developers, adherence to deadlines, complete and high-quality program implementation;
in two-month time together with Gosarkhitektstroy of the Republic of Uzbekistan to develop and to submit in accordance with the established procedure for approval in the Cabinet of Ministers of the program of project development of the detailed layout for the cities and city settlements (the district centers) with population more than 20 thousand inhabitants.
8. SUE Uzshakharsozlikliti, SUE Toshkentboshplanliti, Kishlokkurilishloyikha LLC, SUE UZGASHKLITI and to the project organizations - winners of tenders on development of the corresponding town-planning documentation to provide high-quality development of master plans of the cities and city settlements, projects of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) in the terms provided by programs.
9. To provide to Gosarkhitektstroy of the Republic of Uzbekistan in accordance with the established procedure:
together with SUE Uzshakharsozlikliti, SUE Toshkentboshplanliti and Kishlokkurilishloyikha LLC implementation of regular monitoring of activities of public authorities on places regarding realization of adopted agendas, and also observance of town-planning documentation when building the cities, city settlements and rural settlements, with the subsequent entering of results of monitoring into the Cabinet of Ministers of the Republic of Uzbekistan following the results of every half-year;
in two-month time development and approval of procedure for the approval of town-planning documentation of the interested ministries and departments regulating the optimum differentiated terms of approval by each ministry and department, and also the list of the issues agreed by them according to the powers assigned to them.
10. In two-month time to provide to Gosarkhitektstroy together with the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan (regarding concerning) preparation and introduction on approval into the Cabinet of Ministers of Complex actions for enhancement of activities of the design and survey organizations performing development of town-planning documentation, providing:
entering of adjustments and amendments into the existing regulating documentation regulating procedure for cost determination and normative terms of development of town-planning documentation;
preparation, taking into account the international experience, offers on review of terms of implementation of town-planning documentation;
implementation of modern technologies and the equipment on development of town-planning documentation using highly effective software taking into account the international experience;
ensuring high-quality designer's service at all stages of implementation of town-planning documentation;
assistance to profile highest educational institutions in the effective organization of passing of industrial practice practice by students and training of teachers;
introduction of offers on strengthening of responsibility of the design and survey organizations, their heads and specialists for quality and efficiency of the developed town-planning documentation;
strengthening of material and technical resources and personnel structure of the design and survey organizations;
advanced training of specialists of the design and survey organizations on system basis, including by the direction them on training in the leading foreign scientific and project centers;
increase in responsibility and interest of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, Tashkent, areas and cities in timely and effective solution of questions regarding ensuring development of town-planning documentation and realization of their basic provisions when planning social and economic development of regions, and also building of the territories.
11. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.
12. To the ministries and departments in two-month time to bring the regulatory legal acts into accord with this resolution.
13. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
