1. The activities report of pawnshop is constituted in form and according to the procedure which are established in appendix 1 to this Instruction.

The report on staff of governing bodies of pawnshop is constituted in form and according to the procedure which are established in appendix 2 to this Instruction.

2. The activities report of pawnshop is submitted:

2.1. for the first quarter, half-year, nine months of calendar year, no later than 30 calendar days upon termination of the accounting period;

2.2. for calendar year twice: no later than 30 calendar days upon termination of calendar year and no later than 90 calendar days upon termination of calendar year.

In case of creation of the activities report of the pawnshop for calendar year submitted no later than 30 calendar days upon termination of the accounting period only Sections I and III are filled in.

In case of creation of the activities report of the pawnshop for calendar year submitted no later than 90 calendar days upon termination of the accounting period the Sections I-IV are filled in.

The electronic document containing the annual accounting records of pawnshop constituted according to requirements of the legislation of the Russian Federation is also attached to the activities report of pawnshop for calendar year submitted no later than 90 calendar days upon termination of calendar year.

3. The report on staff of governing bodies of pawnshop is submitted upon termination of calendar year, and also in case of change of the data containing in the report on staff of governing bodies of pawnshop no later than 15 working days after accounting year or date of change of data.

4. The documents containing the activities report of pawnshop and (or) the report on staff of governing bodies of pawnshop (further in case of joint mentioning - the reporting), are represented to the Bank of Russia in electronic form with the strengthened qualified digital signature by means of telecommunication channels, including through the Internet, according to the Procedure for the organization of electronic document management in case of submission of electronic documents with the digital signature in the Federal Service for Financial Markets approved by the order of FFMS of Russia of March 25, 2010 No. 10-21/pz-n "About approval of the Procedure for the organization of electronic document management in case of submission of electronic documents with the digital signature in the Federal Service for Financial Markets" the registered Ministry of Justice of the Russian Federation on May 25, 2010 No. 17347, on October 12, 2010 No. 18687, on September 14, 2011 No. 21790, on June 1, 2012 No. 24428, on August 24, 2012 No. 25262 (The bulletin of regulations of federal executive bodies of August 23, 2010 No. 34, of November 8, 2010 No. 45, the Russian newspaper of September 21, 2011, of July 6, 2012, of September 21, 2012), taking into account the features established by this Instruction.

5. The electronic document containing the reporting is prepared by means of the program questionnaire posted in open entry on the official site of the Bank of Russia on the Internet, in the Section "Financial Markets / Participants of the Financial Markets / Pawnshops".

6. The electronic document containing the reporting is signed by the strengthened qualified digital signature of person performing functions of the head (sole executive body) of pawnshop.

7. This Instruction becomes effective after 10 days after day of its official publication in "the Bulletin of the Bank of Russia".

Procedure for creation of the activities report of pawnshop

1. Data in the activities report of pawnshop are reflected as of the last calendar day of the accounting period inclusive or for the accounting period, except for the Section III in which data are reflected in quarter.

2. The activities report of pawnshop for the calendar year submitted no later than 90 calendar days upon termination of calendar year includes data of Sections I and III of the activities report of the pawnshop for calendar year submitted no later than 30 calendar upon termination of calendar year and also data of Sections II and IV as of the last calendar day of accounting year or for accounting year.

3. In subsection 1 of the Section I of the activities report of pawnshop the data corresponding to the data specified in the charter of pawnshop, and also other constituent documents of pawnshop, the certificate on registration in tax authority of the legal entity, the certificate on state registration of the legal entity are reflected namely:

the complete and reduced trade names of pawnshop in Russian corresponding to the names specified in its constituent documents;

the identification taxpayer number (ITN) of pawnshop - number specified in the certificate on registration of the legal entity in tax authority;

the primary state registration number (PSRN) of pawnshop - number specified in the certificate on state registration of the legal entity;

the location of pawnshop determined by the place of state registration of the legal entity and specified in its constituent documents;

the address of the actual finding of pawnshop determined by the place of the actual finding of pawnshop as of the last calendar day of the accounting period;

the address for post correspondence, phone number, the fax, the e-mail address - up-to-date contact information as of the last calendar day of the accounting period;

the website address on the Internet (in the presence).

4. In subsection 2 of the Section I of the activities report data on all divisions opened by pawnshop in the territory of the Russian Federation and beyond its limits are specified. In the column "Name of Separate Division of Pawnshop" full name of separate division in Russian and (or) its number is specified. In the column "Type of Separate Division of Pawnshop" it is specified whether this division is representation or branch.

5. In subsection 3 of the Section I of the activities report of pawnshop data on all accounts opened in credit institutions, including abroad are specified.

6. In subsection 4 of the Section I of the activities report of pawnshop information on all workers of pawnshop performing assessment of things in the accounting period is specified. In the column "Data of the Identity Document" the type and details of the document established by the Federal Law or recognized according to the international treaty of the Russian Federation as the identity document of the foreign citizen are specified.

7. In subsection 5 of the Section I of the activities report of pawnshop information on all insurance companies which signed with pawnshop in the accounting period the insurance contract of property is specified.

8. Indicators of the Section II of the activities report of pawnshop are created irrespective of form of business and the system of the taxation applied by pawnshops based on data of accounting (financial) accounting, and also based on the loans this accounting.

When filling the Section II of the activities report of pawnshop in case of lack of measure value on line zero is put (0), with value data on the amounts are filled in in thousands of rubles, by quantity - in integers.

In the Section II of the activities report of pawnshop data on loans, data on the funds raised for implementation of activities of pawnshop, information on risks insurance of pawnshop and reference information are reflected.

9. In Item 1.1 of subsection 1 of the Section II of the activities report of pawnshop the outstanding amount on principal debt on the granted loans as of the end of the accounting period is specified (account balance "The granted loans" according to accounting data). In the separate column data on outstanding amount on principal debt on the granted loans which are not extinguished at the scheduled time are specified.

10. In Item 1.2 of subsection 1 of the Section II of the activities report of pawnshop the cash amount, added to the borrower in the accounting period (quarter, half-year, nine months, year) on interest rate for the granted loans, outstanding amount on percent on the granted loans (data on added, but not drawn interest by pawnshop) as of the end of the accounting period is specified. At the same time in percent any in advance reported (established) income on loan (irrespective of method of its registration), including in the form of discount is recognized. Data on outstanding amount on percent on the granted loans which are not extinguished at the scheduled time do not join in the total amount of debt on percent on the granted loans and are specified in the separate column.

11. In Item 1.3 of subsection 1 of the Section II of the activities report of pawnshop the cash amount, received by pawnshop in debt repayment on principal debt, and the amount actually drawn interest on the granted loans for the accounting period (quarter, half-year, nine months, year) as of the end of the accounting period is specified. At the same time in percent any in advance reported (established) income on loan (irrespective of method of its registration), including in the form of discount is recognized.

In certain graphs data on cash amount, the unclaimed things received by pawnshop from realization and enlisted in the account of debt repayment on principal debt and on percent are specified.

12. In Item 1.4 of subsection 1 of the Section II of the activities report of pawnshop the number of the borrowers who are available for pawnshop according to current agreements of loan as of the end of the accounting period is specified, the number of the loan agreements signed for the accounting period (quarter, half-year, nine months, year) and the number of current agreements of loan according to obligations as of which are after the reporting period not stopped first calendar day (are not performed).

In the separate column data on the number of the loan agreements which are not extinguished at the scheduled time and being on preferential monthly term as of the end of the accounting period are specified. Data on the loan agreements which are not extinguished at the scheduled time and being on preferential monthly term are not included the current agreements of loan this on total quantity by the end of the reporting period.

13. In Item 1.5 of subsection 1 of the Section II of the activities report of pawnshop the amount re-structured in the accounting period (quarter, half-year, nine months, year) of debt on loan agreements is specified. Re-structured is considered the debt on loan agreements according to which in the accounting period are changed repayment provision (return) of loan in case of which approach the borrower acquires the right to fulfill obligations on loan in more favorable mode, including agreement term is increased, the payment deferral is granted, the interest rate is reduced.

The debt on the loan agreement is not re-structured if the agreement based on which the loan is granted contains conditions in case of which approach the borrower acquires the right to fulfill obligations on loan in more favorable mode, and parameters of these changes and further the specified conditions come actually.

Also in Item 1.5 of subsection 1 of the Section II of the activities report of pawnshop the amount written off (reflected in pawnshop expenses) for the accounting period (quarter, half-year, nine months, year) of the debt on loan agreements recognized according to the current legislation of the Russian Federation hopeless is specified (unreal to collection).

14. In Item 2.1 of subsection 2 of the Section II of the activities report of pawnshop it is specified:

the pawnshop outstanding amount according to the loan agreements and the credit concluded with legal entities as of the end of the accounting period (cumulative remaining balance on the corresponding accounts "Calculations for short-term loans and loans" and "Calculations for long-term loans and loans" for accounting data), with allocation of outstanding amount on principal debt under agreements of the credit (loan) and on percent on agreements of the credit (loan), including separately is specified pawnshop outstanding amount under the agreements of the credit signed with legal entities - credit institutions;

cash amount, provided to pawnshop by legal entities according to loan agreements and the credit in the accounting period (quarter, half-year, nine months, year), including the cash amount provided to pawnshop by credit institutions under agreements of the credit, allocated from the total amount of the money provided by legal entities according to loan agreements and the credit;

total quantity of the legal entities who provided to pawnshop money according to loan agreements and the credit for the accounting period (quarter, half-year, nine months, year) with allocation of the number of credit institutions from them.

15. In Item 2.2 of subsection 2 of the Section II of the activities report of pawnshop it is specified:

pawnshop outstanding amount by the end of the reporting period according to the loan agreements signed with physical persons with allocation of outstanding amounts of pawnshop according to the loan agreements signed with the physical persons which are and not being founders (members, participants) of pawnshop;

cash amount, provided in the accounting period to pawnshop by physical persons according to loan agreements, with allocation of the amounts provided to pawnshop by the physical persons which are and not being founders (members, participants) of pawnshop;

total quantity of the physical persons which provided for the accounting period money to pawnshop according to loan agreements, with allocation of number of the physical persons which are founders (members, participants) of pawnshop, and the physical persons which are not founders (members, participants) of pawnshop.

16. In subsection 3 of the Section II of the activities report of pawnshop it is specified:

total quantity of the insurance contracts of property signed by pawnshop in the accounting period;

cash amount, paid in the accounting period to insurance companies on account of insurance premium (insurance premiums);

quantity of the insured events which came in the accounting period;

benefits amount on insured events, performed by insurance companies.

17. Data in subsection 4 of the Section II of the activities report of pawnshop are filled in with pawnshop for information only. In this subsection data (in the presence) on agreements of storage of things, and also profit (loss) on all types of activity of pawnshop permitted by the legislation of the Russian Federation on pawnshops are specified.

18. In the Section III of the activities report of pawnshop calculation of the weighted average values of all-in cost of consumer loans is made by on categories of loans. The weighted average value of all-in cost of consumer loans on each category is calculated only in case of issue in the accounting period of consumer loan of this category. Value is reflected as a percentage annual to within three signs after comma (with rounding by mathematical method) and is calculated by each category of consumer loans by the following formula:

Pav = (V1 x P1 + V2 x P2 +... + V№x Pn) / (V1 + V2 +... + Vn),

where:

Pav - the weighted average value of all-in cost of consumer loans of the corresponding category of consumer loans;

V 1, V 2,... V№-loan amount under the agreement of consumer loan on n-y to the transaction made in the accounting period;

P 1, P 2,... P№-the all-in cost of consumer loans of the corresponding category of consumer loans on n-y to the transaction disclosed according to the Federal Law of December 21, 2013 No. 353-FZ "About consumer loan (loan)" (The Russian Federation Code, 2013, No. 51, the Art. 6673) in the agreement of consumer loan signed in the accounting period.

For calculation of the weighted average values of all-in cost of consumer loans data on the agreements of consumer loan signed in rubles in the corresponding accounting period are used.

In the separate column the total amount of money in thousands of rubles provided by pawnshop in quarter under the agreements of consumer loan signed in it is specified.

19. In the Section IV of the activities report of pawnshop indicators are created based on data of accounting (financial) accounting.

When filling the Section IV of the activities report of pawnshop in case of lack of measure value on line in the column "Measure value" zero is put (0), in the presence of measure value in the column "Measure value" data on the amounts are filled in in thousands of rubles.

All data are provided in the Section IV of the activities report of pawnshop as of the last calendar day of the accounting period.

Procedure for creation of the report on staff of governing bodies of pawnshop

1. Data in the report on staff of governing bodies of pawnshop are reflected as of the last calendar day of the accounting period or for date of change of data.

2. The Section I of the report on staff of governing bodies of pawnshop is filled in according to the requirements to filling of subsection 1 of the Section I of the activities report of pawnshop established in appendix 1 to this Instruction.

3. In the Section II of the report on staff of governing bodies of pawnshop of the data are specified as of the last calendar day of the accounting period inclusive.

In the lines "Surname, Name, Middle Name" the middle name is specified in case of its availability. For the foreign citizen the name and middle name are in addition specified by Latin letters based on the data containing in the document established by the Federal Law or recognized according to the international treaty of the Russian Federation as the identity document of the foreign citizen.

In the lines "Nationality" in the absence of nationality "stateless person" is specified.
