Regulations on the Ministry of Internal Affairs of the Republic of Kazakhstan

1. General provisions

1. The Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry) is the state body of the Republic of Kazakhstan performing management of system of law-enforcement bodies of the Republic of Kazakhstan and also in limits, stipulated by the legislation, cross-industry coordination in the field of fight against crime, protection of public order.

5) provides realization of state policy in the field of nationality, population shifts and refugees;

6) provides realization of single state personnel policy in system of law-enforcement bodies;

7) performs management of divisions of special purpose of law-enforcement bodies and National guard of the Republic of Kazakhstan, and also provides their permanent combat and operational readiness;

8) performs organizational management on holding all-republican and regional operational search and preventive events for questions of the competence;

9) performs management of activities of criminal, administrative police and other services of law-enforcement bodies, National guard of the Republic of Kazakhstan, criminal executive system, military investigating bodies, Representative offices of the Ministry in the city of Baikonur and divisions of law-enforcement bodies on transport;

15) is provided by operational management with forces and means when making serious crimes, mass riots, natural disasters and other emergencies;

16) will organize actions for transfer of law-enforcement bodies in the highest degree of combat readiness to reflection of aggression and operational and office readiness in case of emergency situation in peace time;

17) is provided by continuous gathering of intelligence and the complex analysis of criminogenic situation in regions of the republic;

18) will organize special and military transportations;

19) develops measures for mobilization preparation of law-enforcement bodies, increase in stability of their work in case of emergency situations in peace and wartime, to ensuring permanent readiness for complete and timely mobilization of special divisions of law-enforcement bodies;

20) informs the President and the Government of the Republic of Kazakhstan, state bodies on condition of fight against crime, protection of public order in the republic;

21) develops the measures directed to enhancement of protection of public order, prevention of offenses and crimes according to the legislation of the Republic of Kazakhstan;

22) determines the priority directions, will organize and performs international cooperation in the field of fight against crime, protection of public order, and on other questions carried to maintaining law-enforcement bodies;
