Based on paragraph two of subitem 4.9 of item 4 of the resolution of Council of Ministers of the Republic of Belarus of February 28, 2014 No. 185 "About measures for implementation of the Law of the Republic of Belarus of December 31, 2013 "About the republican budget for 2014" and subitem 9.4 of Item 9 of the Regulations on the Ministry of Internal Affairs of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 4, 2007 No. 611 "About some questions of the Ministry of Internal Affairs and the organizations which are a part of the system of law-enforcement bodies" the Ministry of Internal Affairs of the Republic of Belarus DECIDES:

The instruction about procedure of payments, expense recoveries by convicts on their content in correctional facilities and payments of the specified means in the budget;

The instruction about procedure of payments, expense recoveries by the citizens who are in medical and labor dispensaries, on their content in medical and labor dispensaries of the Ministry of Internal Affairs of the Republic of Belarus and payment of the specified means in the budget;

The instruction about procedure of payments, expense recoveries by convicts, the citizens who are in medical and labor dispensaries or the citizens who came to them on appointment for accommodation in rooms of long appointments and payments of the specified means in the budget.

The instruction about procedure of payments, expense recoveries by convicts on their content in correctional facilities and payments of the specified means in the budget

Chapter 1 General provisions

1. This Instruction determines procedure of payments, expense recoveries by content of the convicts to imprisonment (further, unless otherwise specified, content) serving sentence in correctional facilities, and also left in the pre-trial detention center or prison according to Article 67 of the Penitentiary code of the Republic of Belarus for performance of works on economic servicing, and payments of the specified means in the budget.

2. Expenses on content content in correctional facilities, the pre-trial detention center or prison (further, unless otherwise specified, - organization) are performed at the expense of the funds allocated from the republican budget.

From the salary and the income equated to it at content, except for the convicts specified in part 6 of Article 94 of the Penitentiary code of the Republic of Belarus deduction are made for cost recovery of food, clothes and footwear (except the cost of special food, special clothes, special footwear and other necessary individual protection equipment), utilities.

Chapter 2 Calculation of the cost of food which is subject to compensation

3. The cost of food content, subject to compensation, is calculated organization monthly based on actual expenses on catering services of content.

4. Actual expenses on catering services of content consist of expenses on execution of the budget estimate according to economic classification of expenses of the budget according to appendix 6 to the resolution of the Ministry of Finance of the Republic of Belarus of December 31, 2008 No. 208 "About budget classification of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2009, No. 45, 8/20467) (further - economic classification of expenses of the budget).

5. Actual expenses join in calculation of cost of food content that accounting period to which they belong, irrespective of time of their payment, including expenses on unpaid accounts of creditors.

6. Calculation of cost of food according to economic classification of expenses of the budget joins the following actual expenses:

6.1. the salary and charges on the salary of employees and civil personnel of the organizations participating in catering services of content;

6.2. acquisition of objects of supply and consumable materials:

food;

the table and kitchen ware, furniture, the equipment and stock relating to objects as a part of the current assets used for storage of food, the cookings which are content in the limits set by legal acts of regulations;

6.3. expenses on the business trips and office traveling performed for the purpose of catering services of content;

6.4. payment of transport services;

6.5. expenses on running repair;

6.6. expenses in the amount of the monthly depreciation charges of the fixed assets used for catering services of content. The monthly depreciation charges are determined taking into account the revaluation which is carried out according to the legislation of the Republic of Belarus in the amount of 1/12 annual amounts of the depreciation charges.
