In pursuance of the Law of the Republic of Uzbekistan "About Frontier of the Republic of Uzbekistan" for the purpose of enhancement of participation of citizens in ensuring protection of Frontier the Cabinet of Ministers decides:
1. Approve Regulations on groups of assistance to border troops of Service of state security of the Republic of Uzbekistan "Chegara of posbonlara" according to appendix.
2. For practical assistance and participation in ensuring protection of Frontier to establish special monthly payments:
to commanders of groups of assistance "Chegara of posbonlara" - in the amount up to four minimum sizes of the salary established in the Republic of Uzbekistan on the date of payment;
to members of groups - in the amount up to three minimum sizes of the salary established in the Republic of Uzbekistan on the date of payment.
4. To the Ministry of Finance of the Republic of Uzbekistan:
provide allocation to Committee on protection of Frontier of Service of homeland security of the Republic of Uzbekistan of the assignment necessary for implementation of this resolution;
make corresponding changes to expense budgets of Committee on protection of Frontier of Service of homeland security of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas for 2014.
5. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
7. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

1. This Provision according to the Law of the Republic of Uzbekistan "About Frontier of the Republic of Uzbekistan" determines the main objectives, procedure for creation, completing and organization of work, obligation and the right, procedure for encouragement and material logistics of groups of assistance to border troops of Service of state security of the Republic of Uzbekistan "Chegara of posbonlara" (further - groups of assistance).
2. Groups of assistance are created for rendering the practical help to border troops of Service of homeland security of the Republic of Uzbekistan (further - border troops) in ensuring reliable protection of Frontier of the Republic of Uzbekistan, and also identification of the unlawful activity planned referred to competence of Border troops of the Republic of Uzbekistan and performed in border areas and is direct on Frontier of the Republic of Uzbekistan.
3. Activities of groups of assistance are based on strict observance of the Constitution and the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, decisions of public authorities on places, the regulatory legal acts of Service of state security of the Republic of Uzbekistan regulating activities of groups of assistance, and also this provision.
4. Groups of assistance perform the activities for ensuring protection of Frontier of the Republic of Uzbekistan (further - Gosgranitsa) on a voluntary basis, on the basis of the principles of legality, social justice, humanity and patriotism.
5. Groups of assistance participate in ensuring protection of Gosgranitsa according to the plans constituted by the military personnel of border troops in the border territory of the Republic of Uzbekistan.
6. The main objectives of groups of assistance are identification and timely informing the military personnel of border troops:
about the facts and signs of preparation for illegal crossing of Gosgranitsa and its violation;
about preparation and movement through Gosgranitsa in addition to or with concealment from customs control strong, poisonous, poisoning, radioactive, explosives, destructive devices, arms, weapon and ammunition, drugs or psychotropic substances, and also the materials propagandizing religious extremism, separatism and fundamentalism;

about the organization of the illegal religious organizations, currents and sects, inducement of citizens to participation in their activities, distribution in any form of the data and materials containing the ideas of religious extremism, separatism and fundamentalism;
about violation by the citizen of the Republic of Uzbekistan, foreign citizen or stateless person of rules of stay in border area of the Republic of Uzbekistan;
about illegal crops or cultivation of opium poppy, plant cannabis or other plants containing drugs;
about the place of stay of the persons put on the wanted list for making of crimes and who are perhaps disappearing in border areas;
about illegal manufacture, acquisition, storage and other actions with drugs or psychotropic substances with sales objective, and equally in the facts of their sale;
about others, the facts which became known for it the preparing or committed violations of the law of the Republic of Uzbekistan.
7. For rendering practical assistance to border troops groups of assistance together with the military personnel of border troops participate:
in the events held for the purpose of ensuring protection of Gosgranitsa and observance of the modes set on Gosgranitsa;
in carrying out boundary search of violators of Gosgranitsa and detention of violators of boundary regime;
in establishment of persons involved in spoil and theft of the technical constructions established on Gosgranitsa's line;
as conductors when carrying out reconnaissance of the area in the certain directions and routes lying in border areas for the benefit of ensuring protection of Gosgranitsa;
in establishment of persons involved in illegal activities on Gosgranitsa, and also rooms and places where the inventory items imported into bypass of statutory rules, agricultural products and other goods are warehoused;
in the organization of explanatory work among the population of border areas on observance of rules of boundary regime by them, to ensuring public order and safety.
8. Groups of assistance are created by decisions of chiefs of boundary regions of border troops based on proposals of the chief of the frontier area on each boundary post on one group of assistance consisting of 1 commander and to 9 members. The number of members in group of assistance is determined proceeding from the developing situation, conditions of the area, the number of settlements and the population living in them. At the same time chiefs of the frontier area and region have the right to make changes to arrangement of groups of assistance in limits of the site of responsibility.
9. The group of assistance is headed by the commander appointed from among the most prepared members of group of assistance, having managerials ability, strong will, resourcefulness, initiative and ability to bring the begun matter to logical conclusion. Appointment and release from this position is performed by the order of the chief of the frontier area.
10. Matching of citizens in groups of assistance is performed by operational employees of border troops according to decisions of chiefs of boundary regions of border troops on creation of groups of assistance.
11. In groups of assistance capable citizens of the Republic of Uzbekistan aged from 18 up to 60 years, the positive reviews living in border areas, earlier not brought to trial, not suffering from mental disturbances, alcoholism, drug addiction or toxicomania, having from places of study, work and residence are accepted, capable on the physical and business qualities successfully to carry out the tasks set for groups of assistance.
12. Reception of citizens in groups of assistance is made according to their written application addressed to the chief of the frontier area to whom the passport copy of the citizen of the Republic of Uzbekistan is attached. Authorized representatives of the frontier area till thirty calendar days from the date of receipt consider applications it then make the decision on transfer or on refusal in acceptance of the citizen in groups of assistance.
13. Accounting of commanders and members of groups of assistance is conducted in each frontier area in special case which orders of the chief of the frontier area on transfer and exception of members, appointment and release of commanders of group of assistance, and also the official report, the characteristic, the reference and other operational materials join. The effective organization of work on accounting of members of groups of assistance, monitoring of their activities and generalization of the results on ensuring protection of Gosgranitsa achieved by them is assigned to the serviceman of border troops from among the sergeant and ordinary structure appointed to position of the instructor on work with groups of assistance.
14. Commanders and members of groups of assistance are handed certificates of the commander and the member of group of assistance.
15. The commander and the member of group of assistance who is not carrying out or fulfilling in an inadequate way the duties owing to the negligent or unfair attitude towards them is dismissed and excluded by the order of the chief of the frontier area from structure of group of assistance, the certificate is withdrawn from it. In case of making by the commander and member of group of assistance of illegal actions they bear responsibility according to the legislation of the Republic of Uzbekistan.
16. The commander and the member of group of assistance who requested release them from obligations of the commander and exception of structure of group of assistance are dismissed and excluded by the relevant order of the chief of the frontier area from structure of group of assistance.
17. Disbandment of groups of assistance is performed by decisions of chiefs of boundary regions of border troops on the basis of proposals of the chief of the frontier area.
18. The common directorship and the organization works of groups of assistance are carried out by chiefs of boundary posts. The procedure for involvement of groups of assistance to ensuring protection of Gosgranitsa is determined by chiefs of boundary posts and their deputies for operational work or the operational employees assigned to post based on the regulations regulating activities of groups of assistance and border troops proceeding from the tasks set for boundary post, conditions of the area and the developing situation.
19. Groups of assistance perform the actions according to the plans developed by chiefs of boundary posts and his deputies for operational work. The place, time and procedure for the organization of service by the commander and members of groups of assistance are determined by the corresponding chief of boundary post performing management of activities of group of assistance.
20. Groups of assistance, carrying out the tasks assigned to them, take part:
under the authority of observation of certain sites of the area, including with use of optical means, and also photo - and video equipments;
in bypass of border settlements of the corresponding territory;
in search of violators of Gosgranitsa and other persons who committed crimes and disappearing in border settlements;
in rendering emergency aid to persons which were affected by accidents, rescuing of people, property and maintenance of public order in case of natural disasters and other emergency situations on Gosgranitsa;
in protection of public order when holding mass actions in border areas in the territory assigned to group of assistance;
in other events held by divisions of border troops for the benefit of ensuring protection of Gosgranitsa and maintenance of stability in the border territory of the Republic of Uzbekistan.
21. Chiefs of boundary posts for the benefit of ensuring protection of Gosgranitsa organize interaction of groups of assistance with the organizations, the companies and organizations located in the border regions of the Republic of Uzbekistan.
22. Commanders and members of groups of assistance upon termination of service report on the chief of boundary post on situation in zone of responsibility and results of service.
23. For practical assistance and participation in ensuring protection of Frontier special monthly payments are established:
to commanders of groups of assistance - in the amount up to four minimum sizes of the salary established in the Republic of Uzbekistan on the date of payment;
to members of groups - in the amount up to three minimum sizes of the salary established in the Republic of Uzbekistan on the date of payment.
The procedure of special monthly payments to commanders and members of groups of assistance is determined by regulatory legal acts of Service of state security of the Republic of Uzbekistan.
24. The commander and members of group of assistance shall:
render assistance and the practical help to border troops in ensuring protection of Gosgranitsa;
to timely report on the chief of boundary post of the data, received in course of execution of the tasks provided in the Section II of this provision;
at the scheduled time to tell the chief of boundary post results of accomplishment of the tasks set by it;
accurately and honesty to fulfill the obligations, requirements and instructions of the chief of boundary post in case of holding actions for ensuring protection Gosgranitsa;
take urgent measures for natural disaster response and prevention of other emergency situations on Gosgranitsa;
in case of accomplishment of tasks on ensuring protection of Gosgranitsa to have in case of itself certificates of the commander and the member of group of assistance.
25. The commander of group of assistance, except 24 this provision of requirements specified in Item, shall organize service by members of groups of assistance and direct their activities according to instructions and the tasks set by the chief of boundary post for ensuring protection of Gosgranitsa.
26. In the absence of the commander of group of assistance according to the decision of the chief of boundary post the most prepared member of group of assistance is appointed the acting as the commander.
27. The commander and members of group of assistance in case of accomplishment of tasks on ensuring protection of Gosgranitsa have the right:
according to the tasks set by the chief of boundary post to participate in actions for ensuring protection of Gosgranitsa;
together with the military personnel of border troops to participate in actions when conducting boundary search of violators of Gosgranitsa;
participate in actions for providing the regime of Gosgranitsa;
together with the military personnel of border troops to take part in detention of violators of Gosgranitsa and violators of boundary regime;
to demand on duty from the citizens who are in border areas, observance of boundary regime and the established public order;
in case of accomplishment of the tasks set by the chief of boundary post, the commander and the member of group of assistance for the purpose of timely finishing urgent messages can use office phones of the organizations, companies and organizations.
28. In case of death of the commander or the member of group of assistance, and also in case of receipt of heavy bodily harms by them during assistance to border troops in ensuring protection of Gosgranitsa to their families pay one-time money allowance according to the current legislation.
29. The commanders and members of groups of assistance who caused a stir in case of accomplishment of tasks on ensuring protection of Gosgranitsa can be encouraged:
the announcement of gratitude with the message on place of employment;
rewarding with the certificate of honor on behalf of chiefs of boundary regions and areas;
rewarding with valuable present or monetary reward.
30. The caused most a stir commanders and members of groups of assistance can be recommended by the Chairman of Service of state security of the Republic of Uzbekistan for the state decorations.
31. Encouragement of commanders and members of groups of assistance is made in a festive atmosphere on descents of citizens, charges of members of groups of assistance, meetings of staff of the organizations, the companies and organizations.
32. Training, instructing and problem definition in commanders and members of groups of assistance are performed in the rooms located in the territory of boundary post on which site of responsibility they act. When carrying out charges and leading general results of activities of several groups of assistance of their meeting are carried out in the respective rooms of the frontier area on which site of responsibility they act.
33. The Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas give help to border troops in the equipment of rooms for work with members of groups of assistance as necessary furniture and personal computers.
34. With the permission of the chief of the frontier area by chiefs of boundary posts for holding actions for ensuring protection of Gosgranitsa means of radio communication and devices of visual observation can be issued to commanders and members of groups of assistance.
