About the State program of enhancement of teaching and studying of the Russian and English languages in the Republic of Tajikistan for 2015-2020
According to articles 7 and 8 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development" the Government of the Republic of Tajikistan decides:
1. Approve the State program of enhancement of teaching and studying of the Russian and English languages in the Republic of Tajikistan for 2015-2020 it (is applied).
2. To the Ministry of Education and Science of the Republic of Tajikistan together with executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities, areas of the republic and other relevant ministries and departments to take necessary measures for accomplishment of the State program of enhancement of teaching and studying of the Russian and English languages in the Republic of Tajikistan for 2015-2020 within the means provided by the budget and other sources.
3. To provide to the Ministry of Education and Science of the Republic of Tajikistan control of the course of accomplishment of the State program of enhancement of teaching and studying of the Russian and English languages in the Republic of Tajikistan for 2015-2020 and every half-year to provide information in the Government of the Republic of Tajikistan on results of its realization.

In the conditions of steady international cooperation and integration of the Republic of Tajikistan into the world community the need for the specialists who are well knowing Russian and English grows at languages and capable it is productive to use them in real situations of daily and professional communication. With respect thereto necessary is acceptance of effective measures for further enhancement of forms and methods of teaching and studying of the Russian and English languages as important means of the international and international communication. The taken purposeful measures allow to expand significantly possibilities of practical use and development of modern technique of teaching, creation and enhancement of training materials and complex technological training systems, including multimedia, and also methods of self-education and self-training, taking into account their individualization.
The problem of development of Tajik as state and Russian as language of international communication is one of the priority directions of language policy of the Government of the Republic of Tajikistan.
The present situation of the relation to language in the Republic of Tajikistan provides studying of the Russian and English languages in system of the comprehensive and higher school. The president of the Republic of Tajikistan, dear Emomalii Rahmon repeatedly noted that the political relation to language in the country provides, along with Tajik, equal functioning of other languages also gives the chance to seize them.
During 2004-2014 the order of the Government of the Republic of Tajikistan of December 2, 2003, No. 508 "About approval of the State program of enhancement and studying of the Russian and English languages in educational institutions of the Republic of Tajikistan for 2004-2014" was successfully realized. The present situation with functioning of state language and condition of multilingualism in the republic is in many respects determined by effects of the political relations to languages of this period. The linguistic science absolutely clearly established natural dependence of level of multilingualism on degree of knowledge and use of the native language. Good ownership Russian and English languages is impossible without profound knowledge of the native language.
In recent years in modern society there are global social and political and economic changes, international and international contacts extend. From here, in modern conditions naturally there is need of further enhancement of teaching and studying of the Russian and English languages for educational institutions of the country, and also to strengthening of ties between the countries and the people.
Cross-cultural communication is communication of the people speaking different languages. Each language including Russian, and English, reflects cultural realities of society where this or that language functions, and at the same time adequately services its culture. When studying the Russian and English languages, people at the same time gets into new inonatsionalny culture its inner world is enriched with the spiritual culture pledged in this language. Tasks of training in the Russian and English languages continuous contact tasks from studying of the country, its culture and life.
Strengthening and consolidation of state policy in the field of forming and development of multilingualism in our republic, leads adoption of the order of the Government of the Republic of Tajikistan on improvement and enhancement of training of the Russian and English languages to forming of harmoniously developed personality, in perfection knowing the native language and having Russian and English.
This Program determines legal, economic and social bases of enhancement of studying of the Russian and English languages in educational institutions, is provided for 2015-2020 and establishes the purposes, tasks and the directions it realization in teaching and educational process, the state guarantees to students and employees of educational institutions, other organizations of education system and science, and also personnel, material and financial provision of the Program in international cooperations.
1. In teaching the Russian and English languages both motives of studying, and technique, and talent of the teacher, and continuity of occupations are important. Even more important - to create conditions in which there is language acquisition. The main components of modern training in the Russian and English languages in educational institutions are:
- providing favorable conditions for educational process (personnel, material, methodical providing); quality of realization of educational process (its purpose, content, forms and methods);
- quality of the received results (formulation of the bilingual personality, aspiration to high culture of communication and rechetvorchestvo).
2. Training in the Russian and English languages in education system of the Republic of Tajikistan corresponds to the principle of systemacity and continuity training programs. In educational institutions of the republic studying of Russian begins with the 2nd class, and English from 3rd class. According to the curriculum on studying of Russian with 2 on 11 classes 27 hours a week are allotted, for English with 3 on 11 classes 24 hours are allotted. In educational institutions of the public and humanitarian, mathematico-economic and natural direction on studying of these languages from 18 to 20 hours a week are allotted.
3. In system of primary professional education for studying of Russians and English in national groups from 50 to 200 hours within year are planned. In the non Tajik groups and at faculties of averages and the highest professional educational institutions training in the Russian and English languages continues during 4 semester.
4. At 3826 comprehensive schools of the republic 7076 teachers of Russian and 5820 English teachers of languages work. Training for preschool and educational institutions of the Republic of Tajikistan is performed in average professional and higher educational institutions. In the republic the Tajik state institute of languages of S. Ulugzade which is engaged directly in training of specialists on the Russian and English languages functions. And also, there are faculties of Russian and literature and English under the Tajik state pedagogical university of S. Ayni, the Tajik national university, the Tajik-Russian Slavic university, the Khujand state university of B. Gafurov, the Kulob state university of Abuabdullokh Rudaki, the Kurgan-Tyube state university of Nosira Husrava, the Khorog state university of M. Nazarshoyev. In these main higher education institutions 20 departments of Russian and literature (141 teachers) and 22 departments of English (273 teachers) are effective.
5. Beginning during the period since 2008 on this time, the Republic of Tajikistan is open and productively the Russian centers as the international cultural project performed on the principles of partnership and cooperation by the Russian fund "Russian World" and domestic educational and educational structures (The Tajik state institute of languages of S. Ulugzod, the Tajik state pedagogical university of S. Ayni, the Tajik-Russian Slavic university, the Tajik national university) function.
6. These Centers in Tajikistan represent the information training system allowing to get access to big arrays of educational and scientific information from Russia and rendering assistance in training in Russian and culture on the basis of progressive techniques and programs. 7. In average special educational institutions training of teaching personnel on the Russian and English languages for educational institutions of the republic is performed. According to intergovernmental agreements training on the above-named specialties is conducted outside the republic (from 2010 to 2013 in the Russian Federation 4 persons study Russian, to English - 10). According to the program of the American council on the international education in the USA from 2010 to 2013 137 school students enhanced knowledge of English, 34 teachers of comprehensive schools improved the skills in this area.
8. In the republic the centers for intensive studying of the Russian and English languages organized by national personnel and supported by the international organizations function.
