According to the Law of the Republic of Uzbekistan "About labor protection", resolutions of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 "About the organization of work on review of bylaws of the former USSR" and based on the Provision "About the State Inspectorate for Supervision in Power Industry (Uzgosenergonadzor)" approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 01.03.2004 No. 96, I order to No. 210:

1. Approve enclosed "User Rules for Operating Electrical Equipment".

2. This order becomes effective on the expiration of ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. From the date of entry into force of this order "User Rules for Operating Electrical Equipment" not to apply the Energy ministries approved by Head department of the state energy supervision and electrification of the USSR of December 21, 1984 in the territory of the Republic of Uzbekistan.

4. I reserve control over execution of this order.

User Rules for Operating Electrical Equipment

These rules are developed based on the Law of the Republic of Uzbekistan "About labor protection", and according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 No. 210 "About the organization of work on review of bylaws of the former USSR" for the purpose of ensuring reliable, safe and effective operation of electroinstallations of business entities (consumers), and also prevention of dangerous production situations.

Rules are processed taking into account change in structure and technological level of operation of electroinstallations of consumers, requirements of the existing state standard specifications in the field of labor safety and intended for engineering employees (further - ITR) and personnel, engaged in operation, adjustment and repair of the energy equipment.

Requirements to designing, construction, installation and the device of electroinstallations of consumers are not included in these rules as their content in relation to single questions are considered in "Regulations for electrical installation" (further - PUE), state standard specifications and "Kurilish of mejerlara ва koidalara" (further - KMK).

Main determinations and terms

In these rules the following determinations and terms are used:

electricity transmission air-line - power line which wires are supported above the ground by means of support, insulators;

the built-in substation - the electric substation occupying part of the building;

secondary chains of power plant (substation) - set of the cables and wires connecting control units, automatic equipment, alarm systems, protection and measurements of power plant (substation);

duplication - management of electroinstallation and the execution of other functions on workplace performed under observation of person responsible for training of the doubler;

instructing - bringing to personnel of contents of the main requirements to the organization of safe work and to observance of safety regulations in case of operation of electroinstallations, analysis of the occurred or possible mistakes on the workplaces instructed, increasing knowledge and skills of safe works, maintenance and expansion of knowledge of "Fire safety regulations" (further - PPB);

cable power line - the power line executed by one or several cables laid directly to the earth, in cable channels, pipes and cable designs;

capital repairs - the repair which is carried out for recovery of operability and complete or close to complete of product resource with replacement or recovery of any its parts including basic;

the complete distributing device - the electric distributing device consisting of cases or blocks with the equipment which is built in them, the control unit, control of protection, automatic equipment and the alarm system, delivered in the type collected or prepared for assembly;

complete transformer substation - the substation consisting of cases, blocks with the transformer which is built in them and other equipment of the distributing device, delivered in the type collected or prepared for assembly;

power line - the electric line which is going beyond power plant or substation and intended for transfer of electrical energy;

neutral - general point of the windings (elements) of electric equipment connected in star;

planned repair - repair on which statement is performed according to requirements of the specifications and technical documentation (further - the specifications and technical documentation);

the consumer of electrical energy - the company, the organization, organization (further - the company) which power stations are directly attached to networks of the power supplying organization having with it border of balance sheet accessory of power networks which right and conditions of use of electrical energy are caused by the agreement from the power supplying organization;

the receiver of electrical energy (electroreceiver) - the device in which there is transformation of electrical energy to other type of energy for its use;

the schematic electric circuit of power plant (substation) the scheme displaying structure of the equipment and its communication, giving idea of the principle of work of electric part of power plant (substation);

repair - complex of transactions on recovery of operability or operability of products and resources of products or their components;

running repair - the repair which is carried out for providing or maintenance of product and consisting in replacement and (or) recovery of separate parts;

maintenance - complex of transactions or transaction on maintenance of working capacity or operability of product in case of proper use, storage and transportation;

the current-conducting wire - the device executed in the form of tires or wires with insulators and the supporting designs, intended for transfer and distribution of electrical energy within power plant, substation or the workshop;

transformer substation - the electric substation intended for transformation of electrical energy of one tension to energy of other tension by means of transformers;

control panel of power plant (substation) - set of panels and panels with control units, control and the protection of power plant (substation) located in one room;

electric substation - the electroinstallation intended for acceptance, transformation and distribution of electrical energy and consisting of transformers or other converters of energy, control units and auxiliary devices;

power network - the set of substations, distributing devices and the power lines connecting them intended for transfer and distribution of electrical energy;

power network with the grounded neutral - the power network containing the equipment which neutral, all or part of them, are connected to the grounding devices directly or via the device with small resistance in comparison with resistance of the zero sequence;

the power network of the consumer with isolated neytralyyuelektrichesky network, with effectively grounded neutral is called three-phase power network higher than 1 kV in which the short circuit coefficient on the earth does not exceed 1,4;

electric distribution point - the electric distributing device which is not part of substation;

the electric distributing device - the electroinstallation intended for acceptance and distribution of electrical energy at one tension and containing switching devices;

electric equipment - set of the electric devices combined by general signs which depending on task can be: appointment, for example technological; application conditions, for example in tropics; accessory to object, for example machine, workshop;

electrical wiring - set of the wires and cables with the fixtures relating to them, adjusting and protective details laid on surface or in structural construction elements of buildings and constructions;

power plant - the power station intended for production of electrical energy, consisting of construction part or without it (for portable power plants), the equipment for transformation of electrical energy and the service equipment;

electroinstallation - the complex of the interconnected equipment and constructions intended for production or transformation, transfer, distribution or consumption of electrical energy;

operation - stage of product lifecycle at which its quality is implemented, supported or recovered.

The main requirements in case of operation of electroinstallations

§ 1. Area and procedure for application governed

1. "User Rules for Operating Electrical Equipment" (further - PTE of electroinstallations of consumers) are obligatory for all consumers of electrical energy irrespective of their departmental accessory and patterns of ownership.

2. The electroinstallations of consumers which all are again mounted, reconstructed and modernized shall be carried out according to the existing PUE, and also shall correspond to the existing state standard specifications and have the certificate of conformity.

Use and operation of not certified electric equipment is forbidden.

3. These rules extend to the operating electroinstallations of consumers up to 220 kV inclusive.

Such installations or their sites which are energized fully or partially or on which tension turning on of the switching equipment or due to electromagnetic induction can be at any time given are considered as the operating electroinstallations.

4. Under the terms of electrical safety of electroinstallation also electroinstallations over 1000B are divided into electroinstallations up to 1000 V inclusive.

5. Technical operation of electroinstallations of the consumers having special conditions of production or special electroinstallations which operation is not provided by these rules can be made by the rules developed in industry and approved in accordance with the established procedure.

Industry rules shall not contradict and weaken requirements of these rules and "User Safety Rules for Operating Electrical Equipment (regod No. 1400 of August 20, 2004) (further - PTB in case of operation of electroinstallations of consumers).

6. Rules do not extend to electroinstallations of power plants, block stations and other electroinstallations of consumers over 220 kV which are operated according to "Rules of technical operation of power plants and networks of the Republic of Uzbekistan (regod No. 1405 of September 10, 2004)" (further - PTE of power plants and networks).

§ 2. Personnel tasks, responsibility and supervision of accomplishment of rules

7. Rules aim to provide reliable, safe and rational operation of electroinstallations and networks and their content in good repair.

8. Servicing of the operating electroinstallations, carrying out in them operational switchings, the organization and accomplishment of repair, installation or adjustment work and testing are performed by specially prepared electrotechnical personnel.

The electrotechnical personnel of the company, regardless of patterns of ownership shall be as a part of energy service (further - power service).

In the absence of energy service at the company, the specialized organization or electrotechnical personnel of other company (including subjects of entrepreneurship) under the agreement can perform servicing of electroinstallations of consumers.

9. The electrotechnical personnel shall imagine clearly technological features of the company and strengthen in every possible way and strictly observe labor and production discipline, nobility and carry out these rules, PTB in case of operation of electroinstallations of consumers, instructions and requirements of other regulating documents.

10. Persons guilty of violation of these rules, PTB in case of operation of electroinstallations of consumers and Fire safety regulations for the energy companies (regod No. 1341 of April 22, 2004), depending on nature of action or failure to act, and also their effects, bear responsibility according to the procedure, established by the legislation.

11. At each company the nominated person who is responsible for general condition of electrical facilities of the company (daleeotvetstvenny person for electrical facilities) from among (ITR) of power service shall be the order of the head or owner for ensuring accomplishment of these rules.

The order on appointment of person responsible for electrical facilities is issued after passing by it of examination of rules and instructions and assignment of the corresponding group on electrical safety: V - in electroinstallations over 1000 V, IV - in electroinstallations up to 1000 V.

In the presence at the company of position of the chief power engineer of obligation of person responsible for electrical facilities of this company, it is assigned to it. Accomplishment of obligations responsible for electrical facilities in combination is allowed.

At the companies when using by them in activities only of lighting installations, the electric tool and electrical machines up to 400 V inclusive which are arriving in retail retail chain stores for sale to the population and having the appropriate certificate of quality in case of lack of possibility of appointment or hiring responsible for electrical facilities responsibility for electrical facilities can be conferred on the head or the owner of the company.

In this case the examination of rules at the head or the owner of the company and assignment to it the corresponding group on electrical safety is not made. The head or the owner shall undergo instructing in electrical safety and in safe servicing of electroinstallations in territorial department of inspection Uzgosenergonadzor that shall be drawn up in register of the individual consumers of inspection Uzgosenergonadzor having electroinstallations up to 400 Viv the statement owner liability.

The responsible persons for electrical facilities at the companies operating electric equipment up to 400 V in explosive and fire rooms and installations (filling and gas-filling stations) need to appropriate the corresponding group on electrical safety and to draw up in register of examinations.

For the periods of long absence (leave, disease, business trip) of person responsible for electrical facilities, execution of its obligations by the order on the company it is assigned to his deputy (if such is provided by the staff list) or other person from among ITR of power service which underwent examination in the commission according to the subitem "an" of Item 34.

In the absence of the electrotechnical personnel conforming to requirements of these rules, operation of electroinstallations of consumers is forbidden.

The head (owner) of the company bears responsibility for availability at the company of person responsible for electrical facilities and the electrotechnical personnel conforming to requirements of these rules. The director also bears responsibility for material security of all actions necessary for fulfillment of requirements of these rules, PTB in case of operation of electroinstallations of consumers, "Instructions for use electrical energy" (further - PPE), approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 22, 2009 N 245 (Collection of the legislation of the Republic of Uzbekistan, 2009, N 35, the Art. 382), and other specifications and technical documentation.

12. Person responsible for electrical facilities of the company shall provide:

reliable, economic and safe work of electroinstallations;

development and deployment of actions for economy of electrical energy and safe work of electroinstallations;

content of electric and electroprocessing equipment and networks, protective equipment and fire-proof stock, in operating state and its operation according to requirements of these rules, PTB in case of operation of electroinstallations, PPE and other specifications and technical documentation;

organization and timely and high-quality carrying out scheduled maintenance and repair of the energy equipment;

training of electrotechnical personnel and examination of service regulations, safe engineering, job and production descriptions;

accounting on energy use;

prevention of use of the technologies and methods of work exerting negative environmental impact;

development and deployment of actions for compensation of reactive capacity, to decrease in consumption rate of energy per unit of products;

accounting and the analysis of violations in work of electroinstallations, accidents and taking measures to elimination of the reasons of their origin;

observance of the mode according to the agreement of consumption, accomplishment upon the demand of national dispatching service of power supply system of decrease in power consumption in hours of maximum of loadings of power supply system;

development of job and production descriptions for electrotechnical personnel.

13. On representation responsible for electrical facilities the director can appoint structural divisions, responsible for electrical facilities.

If such persons are not designated, responsibility for electrical facilities of structural divisions, irrespective of their territorial arrangement, bears responsible for electrical facilities of head enterprise.

Relations and distributions of obligations between responsible for electrical facilities of structural divisions and responsible for electrical facilities of the company, shall be reflected in their job descriptions.

14. Distribution of responsibility for operation of electroinstallations leased between the lessor and business tenant shall be reflected in the lease agreement if the director does not sign the contract for use of the electric power directly with the power supplying organization.

15. Person responsible for electrical facilities of the company shall make claim (claims) timely:

to manufacturing plants - by delivery incomplete, low-quality or not meeting custom specifications, GOST and specifications of the equipment;

to the mounting organizations - in case of violation of technology of electric installation work, low-quality installation, departures from the project documentation and damages to machinery in the course of installation;

the electrosupplying organization - in case of low-quality parameters of the electric power and violations of electric utility service of the company.

16. Each worker who found violation of these rules, and also noticed defects of electroinstallation or remedies shall report immediately about it to the direct head, and in its absence - to the higher head.

When the worker who found it can eliminate the defect in electroinstallation constituting explicit danger to surrounding people or the installation, he shall make it immediately, and then inform on it directly the chief. Elimination of defect is made in case of strict observance of safety rules.

17. Each case of violation in work of electroinstallations shall be investigated and considered according to instructions of manufacturing plant.

On the basis of materials of investigation antiemergency actions for the prevention of similar violations in work of electroinstallations shall be developed.

18. In work of electroinstallations bear the personal responsibility for violations:

the operation personnel which is directly servicing electroinstallations for the violations which happened through his fault and also for the wrong liquidation of violations by it in work of electroinstallations on the serviced site;

repair and the operational maintenance force making repairs of the equipment - for the violations in work caused by low quality of repair;

chief engineers and power engineering specialists of the companies, structural divisions, chiefs of electroworkshops and other ITR of energy service - for the violations in work of electroinstallations which happened on their fault, heads and specialists of technological services - for violation in operation of electroprocessing equipment, and also because of not ensuring timely and satisfactory maintenance and accomplishment of antiemergency actions.

19. Each accident, and also other cases of abuse of regulations of safe engineering the reasons of their origin shall be carefully investigated in accordance with the established procedure, established, responsible persons and measures for prevention of similar cases are taken.

20. Responsibility for the accidents which came from defeat by electric current is born by persons from servicing and administrative technicians as those who directly violated rules, and those who did not provide accomplishment of the organizational and technical actions excluding possibility of accidents.

21. The state energy supervision of observance of requirements of these rules is exercised by the State inspectorate for supervision in power industry of the Republic of Uzbekistan Uzgosenergonadzor and its territorial departments in accordance with the established procedure.

22. Control and supervision of accomplishment at the companies of requirements of Rules in addition to inspection Uzgosenergonadzor and its territorial departments perform departments of safe engineering of the companies and superior organizations.

§ 3. Requirement to personnel

23. Specially prepared electrotechnical personnel shall perform operation of electroinstallations.
