About approval of User Safety Rules for Operating Electrical Equipment
According to the Law of the Republic of Uzbekistan "About labor protection", resolutions of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 N 210 "About the organization of work on review of bylaws of the former USSR" and based on the Provision "About the State Inspectorate for Supervision in Power Industry (Uzgosenergonadzor)" approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 01.03.2004 N 96, I order:
1. Approve enclosed "User Safety Rules for Operating Electrical Equipment".
2. Enact this order on the expiration of ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.
3. From the date of entry into force of this order "User Safety Rules for Operating Electrical Equipment", and electrification of the USSR on December 21, 1984 not to apply the Energy ministries approved by the Glavgosenergonadzor in the territory of the Republic of Uzbekistan.

These rules are developed based on the Law of the Republic of Uzbekistan "About labor protection" and according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 N 210 "About the organization of work on review of bylaws of the former USSR" for the purpose of safety the operating electroinstallations working in case of performance of works in, and also prevention of impact of dangerous production factors.
"Rules of technical safety in case of operation of electroinstallations of consumers" are processed taking into account requirements of the existing regulations and state standards, and also as a matter of experience operation of electroinstallations of consumers.
1. In these rules the following concepts and terms are used:
electricity transmission air-line - power line which wires are supported above the ground by means of support, insulators;
group on electrical safety - the skill level of personnel determining degree of readiness of the worker for safe performance of work in electroinstallations. Depending on amount of knowledge of safety regulations and work experience of group of electrical safety II are subdivided into I, by III, IV, V. Requirements to personnel for assignment of qualification group are established in the appendix N 1 to these rules;
the switching device - the electric device intended for switching of electric chain and carrying out current (the switch, the loading switch, separator, the disconnector, the automatic machine, knife switch, the package switch, safety lock, etc.);
the mechanical lock - the lock which is locked key, the removable handle and т.п;
preparation of workplace - accomplishment of technical actions for ensuring safe work on workplace;
accession - the electric chain (the equipment and tires) of one appointment, the name and tension attached to tires of distributing devices (further - RU), the generator, board, assembly and being in limits of power plant, substation, etc. Electric chains of different tension of one power transformer (irrespective of number of windings), one 2-speed electric motor are considered as one accession. In schemes of polygons, one-and-a-half, etc. all switching devices and tires by means of which this line or the transformer are attached to RU belong to accession of the line, the transformer;
workplace - the site of electroinstallation where the personnel for performance of works are allowed;
part current carrying - the part of electroinstallation which is normally energized;
part not current carrying - part of electroinstallation which can appear energized in emergency operation of work, for example the case of the electrical machine;
electroinstallation - the complex of the interconnected equipment and constructions intended for production or transformation, transfer, distribution or consumption of electrical energy;
the electroinstallation operating - electroinstallation or its site which are energized, or on which tension can be at any time given turning on of switching devices.
2. These rules extend to the personnel servicing the operating electroinstallations, making in them operational switchings which are carrying out and organizing repair, installation, adjustment work or testing.
3. Requirements of these rules are obligatory. Departure from them is not allowed. Each worker, if he cannot take measures to elimination of abuses of regulations, shall report immediately direct, and in case of his otsutstviyavyshestoyashchy head about all abuses of regulations noticed by it, and also about defects of the equipment and the machines used during the works, mechanisms, devices, the tool and remedies constituting danger to people.
The administrative technicians depending on local conditions in some cases shall provide the additional actions increasing safety of works. These actions shall not contradict these rules.
4. Servicing of the operating electroinstallations, carrying out in them operational switchings, the organization and accomplishment of repair, installation or adjustment work and testing are performed by specially prepared electrotechnical personnel having group on electrical safety (the appendix N 1 to these rules).
Responsibility for accomplishment of these rules by electrotechnical personnel at each company is determined by the job descriptions and provisions approved in accordance with the established procedure by management of this company or superior organization.
5. The examination of each worker is made and drawn up individually. Results of examination are brought in the magazine of the established form (the appendix N 3 to these rules).
The certificate of the established form of examination (the appendix N 4 to these rules) with assignment of group (II-IV) on electrical safety is issued to each worker who successfully underwent examination.
The certificate grants the right to servicing of these or those electroinstallations in quality of administrative technicians with the rights operational, repair, operational and repair: as operational, repair, operational and repair, and also electrotechnological personnel with group on electrical safety of the II and above.
If checked at the same time underwent examination for the right of accomplishment of special works, then about it the mark in the magazine of examination and in the graph of the certificate "The certificate on the right of conducting special works" becomes.
The safety engineers controlling electroinstallations shall carry out examination in volume of the IV group on electrical safety in the same commission, as person responsible for electrical facilities. The safety engineer who did not undergo examination of these rules, PTE and instructions, any instructions to electrotechnical personnel is not allowed to give.
6. The group on electrical safety is appropriated to the I nonelectrotechnical personnel after the annual examination of safe methods of work on the serviced installation by person responsible for electrical facilities of the company, organization, the workshop, site, or on its written specifying by person with group on electrical safety not lower than III. Assignment of group I is drawn up in the special magazine with the signature checked and checking (appendix N 2).
In the course of work the personnel with group I in addition to annual examination periodically undergo instructing in accordance with the established procedure.
7. General requirements to the electrotechnical personnel servicing electroinstallations are stated in "User Rules for Operating Electrical Equipment" (рег. N 1383 of July 9, 2004.) (further - PTE).
8. The remedies applied according to these rules shall meet requirements of the existing "Rules of application and testing of the remedies used in electroinstallations".
9. The machines and mechanisms used during the works, devices and the tool shall be tested according to the existing standard rates and terms.
10. In case of accidents with people removal of tension shall be made for release of the victim of impact of electric current immediately without preliminary permission.
11. Accomplishment of the orders and tasks contradicting requirements of these rules is forbidden.
12. Persons which violated these rules bear responsibility according to the current legislation of the Republic of Uzbekistan.
13. In case of accomplishment of electric installation work on construction, reconstruction, expansion and rearmament of buildings and constructions it is necessary to be guided by these rules and Construction regulations and rules (further - Construction Norms and Regulations).
Operational servicing
14. Operational servicing of electroinstallations can be performed local operational, operational maintenance force to which this electroinstallation or group of electroinstallations is assigned.
To persons from operational maintenance force servicing the electroinstallations operated without local operation personnel in case of survey of electroinstallations, operational switchings, preparation of workplaces and the admission of crews for work, etc. according to these rules and PTE all rights and obligations of operation personnel are granted.
The type of operational servicing, number of persons from operation personnel in change, or on electroinstallation are determined by person responsible for electrical facilities, in coordination with administration of the company and are specified in local instructions.
15. Persons, aware operational schemes, job and operational descriptions, features of the equipment and undergone training and examination in accordance with the established procedure, according to instructions of these rules are allowed to operational servicing of electroinstallations.
16. Persons from operation personnel servicing electroinstallations solely and seniors in change or crew to which this electroinstallation is assigned shall have group on electrical safety not lower than IV in installations over 1000 V and III in installations, up to 1000 V.
17. The operation personnel shall work according to the schedule approved by the face responsible for electrical facilities of the company (organization) or structural division. In case of need, with the permission of person approving the schedule replacement of one person on duty with another is allowed.
Person from operation personnel, having come to watch, shall accept change from the previous person on duty, and after completion of work to hand over change to the following person on duty according to the schedule.
Leaving from watch without delivery of change is forbidden. In exceptional cases leaving of workplace is allowed with the permission of the higher official from operation personnel.
18. In case of change acceptance the operation personnel shall:
a) get acquainted according to the scheme with condition and operating mode of the equipment on the site by personal survey in the amount established by the instruction;
b) receive data from the person on duty who is handing over change on the equipment behind which it is necessary to conduct careful observation for the prevention of accident or malfunctions, and about the equipment which is under repair or reserve;
c) check and accept the tool, materials, keys from rooms, remedies, operational documentation and instructions;
d) examine all records and orders during the time which passed from its last watch;
e) draw up acceptance of change by the log entry, sheets, and also on the operational scheme signatures of person accepting change and person which is handing over it;
e) report on the senior on change on the introduction with watch and on the malfunctions noticed in case of change acceptance.
19. Acceptance and delivery of change during liquidation of accident, production of switchings or transactions on inclusion and shutdown of the equipment is forbidden.
In case of long time of liquidation of accident delivery of change is performed with the permission of administration.
20. Acceptance and delivery of change in case of the contaminated equipment, untidy workplace and the serviced site is forbidden.
Acceptance of change in case of the defective equipment or the abnormal mode of its work is allowed only with the permission of person responsible for this electroinstallation, or the higher official about what the mark in the operational magazine becomes.
21. Person from operation personnel during the watch is responsible for the correct servicing and trouble-free operation of all equipment on the site charged to it.
22. The senior on change from operation personnel solely or together with administration of the company, the workshop, site (organization) shall fulfill requirements of the dispatcher of power supply system, on decrease in electric loading and reducing expense of power consumption, agrees to the "Schedules of restrictions and decrease in loading" approved in accordance with the established procedure, requirements of the dispatcher of power supply system about switching of the feeding and transit power lines, and also about shutdown of separate lines in case of emergency provision in the power supplying organization.
23. The senior on change from operation personnel shall inform the dispatcher of the power supplying organization of the accidents which caused shutdown of one or several power lines feeding the company immediately.
The list of persons having the right of carrying out operational negotiations with power supply system determines person responsible for electrical facilities, and annually transfers to the corresponding field service of the company of power networks.
24. In case of violation of operating mode, damage or accident with electric equipment the operation personnel shall independently and immediately by means of the personnel subordinated to it to take measures to recovery of normal operating mode and to report about event directly to the senior on change or person responsible for electrical facilities.
In case of the wrong actions of operation personnel in case of accident liquidation the higher official shall interfere, with entry of team in the operational magazine, up to discharge of the person on duty and assume management and responsibility for the further course of liquidation of accident.
25. The operation personnel shall carry out bypasses and surveys of the equipment and production rooms on the site assigned to it.
Survey of electroinstallations can be carried out solely:
a) person from administrative technicians with group on electrical safety of V in installations over 1000 V and with group IV in installations up to 1000 V;
b) person from the operation personnel servicing this electroinstallation with group on electrical safety not lower than III.
The list of persons of administrative technicians to which individual survey is allowed is established by the order of person responsible for electrical facilities.
26. In case of survey of RU, boards, buslines, assemblies up to 1000 V it is forbidden to perform any works, including to remove the warning posters and barriers, to get for them, to concern current carrying parts and to rub off or clean them, to eliminate the found defects.
27. Persons from the operation personnel servicing production electric equipment (electric motors, electric furnaces, etc.) and electrotechnical part of different processing equipment to 1000 V are allowed to open solely for survey of door of boards, starting arrangements, control panels, etc.
28. In case of survey of electroinstallations over 1000 V it is solely forbidden: get for barriers, enter cameras RU, perform any works. Cameras should be inspected immediately or facing barrier.
Survey of cameras of the closed distributing devices (further - ZRU) with entrance for barrier if necessary is allowed to be carried out only to person with group on electrical safety not lower than IV provided that in passes the distance from floor makes: to the lower flanges to the izolyatoroyena less than 2 m, to not protected current carrying parts - are at least m 2,5 at voltage up to 10 kV, m 2,75 suffices at voltage up to 35 kV, m 3,5 suffices at voltage of 110 kV and at least 4,2 of m at voltage of 150 - 220 kV. The list of such cells and cameras is determined by the order of person responsible for electrical facilities. In case of distances less specified entrance for barriers it is allowed only in the presence of the second person with group not lower than III in case of observance of requirements according to the Table 1, given in the appendix N 7 to these rules.
29. Surveys, identification and liquidation of defects in electroinstallations without resident clerk of personnel are made on a centralized basis by the exit personnel exercising supervision and works on object (or group of objects) which frequency is established responsible for electrical facilities depending on local conditions. Results of surveys are fixed in the operational magazine.
30. Persons which are not servicing this electroinstallation are allowed to survey with the permission of person responsible for electrical facilities of the company (organization) of the workshop, site which before the admission makes the log entry.
31. Doors of rooms of electroinstallations (boards, assemblies, etc.) shall be constantly locked.
For each room of electroinstallation there shall be at least two sets of keys, one of which is reserve. Keys shall be numbered. Keys from rooms of RU shall not approach to the doors of cells and cameras.
32. Keys shall be on accounting at operation personnel. Without permanent operation personnel keys shall be in electroinstallations on control center at the senior on change of person from operation personnel. Keys shall be issued on receipt:
a) for the period of survey to persons to whom individual survey, and to persons from operational maintenance force including not being in change is resolved, in case of accomplishment of works by them in electrorooms:
b) for the period of works on the job specification or on the order to the responsible works manager, the operator or observing.
Keys are issued in case of execution of the admission and are subject to return daily upon termination of work together with the job specification.
In case of works in electroinstallations without permanent operation personnel keys are subject to return no later than the next day after complete completion of works. Issue and return of keys shall be considered in the magazine of any form or in the operational magazine.
The magazine shall be numbered, strung together and certified by seal of the company.
33. Personal keys for entrance to electrorooms are allowed to be had only to the persons from operation personnel which are accepting and handing over change by phone.
Works
34. Works in electroinstallations in the relation of security measures are subdivided into carried out:
with removal of tension;
without removal of tension on current carrying parts and near them;
without removal of tension far from the current carrying parts which are energized.
In case of concurrent work in electroinstallations by tension to and higher than 1000 V of work category are determined in relation to electroinstallations over 1000 V.
35. Refer the works performed on electroinstallation to the works performed with removal of tension (or its parts) from which current carrying parts stress is removed.
36. The works which are carried out directly on these parts belong to the works performed without removal of tension on current carrying parts and near them.
In electroinstallations over 1000 V, and also on electricity transmission air-lines (further - VL) up to 1000 V the works performed at distances from current carrying parts belong to these works it is less specified in Table 1 (the appendix N 7 to these rules).
Works without removal of tension on current carrying parts and near them shall carry out at least than two persons from whom the operator shall have group on electrical safety not lower than IV, other - not lower than III.
37. Work without removal of tension far from the current carrying parts which are energized work during which accidental approach of the working people and the repair equipment and the tool used by them to current carrying parts is excluded is considered is one distance less specified in Table 1 (the appendix N 7 to these rules) and acceptance of technical or organizational measures (for example, continuous supervision) for prevention of such approach is not required.
38. In electroinstallations over 1000 V of work without removal of tension on current carrying parts and near them shall be made using remedies for isolation of the person from current carrying parts, or from the earth. In case of isolation of the person from the earth, works shall be carried out according to special instructions or process charts in which necessary security measures are provided.
39. During the work in electroinstallations up to 1000 V without removal of tension on current carrying parts and near them it is necessary:
protect other current carrying parts located near workplace which are energized, to which perhaps accidental touch;
work in dielectric galoshes or standing on the isolating support or on dielectric rug;
use the inventory tool with the isolating handles (at screw-drivers, besides, the core shall be isolated); in the absence of such tool to use dielectric gloves.
40. In case of works without removal of tension on current carrying parts by means of the isolating remedies it is necessary:
hold the isolating parts of remedies for handles to restrictive ring;
have the isolating parts of remedies so that, there was no danger of overlapping on the surface of isolation between current carrying parts of two phases or short circuits on the earth;
use only the dry and net isolating parts of remedies with the unimpaired varnish covering and past timely checking.
In case of detection of violation of varnish covering of the isolating parts and not undergone timely checking or other defects of the isolating parts of remedies use of them shall be immediately stopped.
41. During the work using protective equipment (the isolating bars and flares, electric pincers, indexes of tension) approach of the person is allowed to current carrying parts on the distance determined by length of the isolating part of these means.
42. Without use of protective equipment it is forbidden to touch insulators of the electroinstallation which is energized.
43. In electroinstallations it is forbidden to work in the bent provision if when straightening the distance to current carrying parts is less specified in column 2 of Table 1 (the appendix N 7 to these rules).
In case of works about not protected current carrying parts it is forbidden to be located so that these parts were behind or from both lateral faces.
44. In RU, not all parts of which are protected and do not exclude possibility of accidental touch, to bring lengthy objects (pipes, ladders, etc.) and it is necessary to work with them with extra care together, under permanent observation of the operator.
The scaffolding applied to repair work, and ladders shall be made according to standards or specifications on them. The bases of the ladders established on smooth surfaces shall be upholstered with rubber, and on the bases of the ladders established on the earth there shall be sharp metal tips. Ladders shall rely reliably the upper end on strong support. If necessary to operet ladder on wire it shall be supplied with hooks in the upper part.
