About introduction of amendments to the Law of the Republic of Kazakhstan "About the republican budget for 2014-2016"

Article 1. Bring in the Law of the Republic of Kazakhstan of December 3, 2013 "About the republican budget for 2014-2016" (Sheets of Parliament of the Republic of Kazakhstan, 2013, No. 19, Art. 111; 2014, No. 6, Art. 30) following changes:

Articles 1, of 9, of 11, 11-1, 12, of 21, 22 and 24 to state 1) in the following edition:

"Article 1. Approve the republican budget for 2014-2016 according to appendices 1, 2 and 3 respectively, including for 2014 in the following amounts:

1) the income - 6 034 033 073 thousand tenges, including on:

to tax revenues - 3 813 306 986 thousand tenges;

to non-tax receipts - 119 352 289 thousand tenges;

to sales proceeds of fixed capital - 7 752 678 thousand tenges;

to receipts of transfers - 2 093 621 120 thousand tenges;

2) costs - 6 574 979 147 thousand tenges;

3) net budget crediting - 46 577 958 thousand tenges, including:

budget credits - 118 743 399 thousand tenges;

repayment of budget credits - 72 165 441 thousand tenges;

4) balance on transactions with financial assets - 495 325 022 thousand tenges, including:

acquisition of financial assets - 496 575 022 thousand tenges;

sales proceeds of financial assets of the state - 1 250 000 thousand tenges;

5) deficit--1 082 849 054 thousand tenges, or percent 2,6 to country gross domestic product;

6) budget deficit financing - 1 082 849 054 thousand tenges.";

"Article 9. Provide in the republican budget for 2014 target transfer from National fund of the Republic of Kazakhstan in the amount of 475 000 000 thousand tenges on the purposes determined by the Presidential decree of the Republic of Kazakhstan.";

"Article 11. Accomplishment of guarantees of the state to receivers of retirement benefits on safety of compulsory pension contributions and compulsory professional pension contributions in the single accumulation pension fund in the amount of actually brought compulsory pension contributions and compulsory professional pension contributions taking into account the rate of inflation at the time of acquisition of right by the receiver of the right to retirement benefits is performed according to the republican budget program 027 "Social security of separate categories of citizens" of the Ministry of health and social development of the Republic of Kazakhstan according to the procedure, determined by the Government of the Republic of Kazakhstan.

Article 11-1. Increase since April 1, 2014 in retirement benefits is performed according to the republican budget program 027 "Social security of separate categories of citizens" of the Ministry of health and social development of the Republic of Kazakhstan according to the procedure, determined by the Government of the Republic of Kazakhstan.

Article 12. Establish since January 1, 2014 the monthly size of monetary compensation on content of the dwelling and payment of utilities in the amount of 3 739 tenges by the serviceman (except the military personnel of conscription service), to the staff of special state and law enforcement agencies, the public courier service.";

"Article 21. Approve reserve of the Government of the Republic of Kazakhstan for 2014 in the amount of 61 161 449 thousand tenges.

Article 22. Consider that as a part of costs of the Ministry of national economy of the Republic of Kazakhstan funds for forming and storage of the state material reserve are provided in the amount of 11 638 230 thousand tenges with reflection in the income of the republican budget of means from realization of the material values issued according to the procedure of refreshening in the amount of 2 054 370 thousand tenges.";

"Article 24. Provide in the republican budget for 2014 317 841 thousand tenges for repayment and servicing of the loans guaranteed by the state.";

Appendices 1, 4 and 5 to the specified Law to state 2) in edition according to appendices 1, 2 and 3 to this Law.

Article 2. This Law becomes effective since January 1, 2014.
