These rules of preparation and submission of reports on availability and movement of material values of the state material reserve (further - Rules) are developed according to the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection" and establish procedure for preparation and submission of reports on availability and movement of material values of the state material reserve.
2. Material values of the state material reserve, irrespective of the place of their storage, are republican property.
