I. General provisions

1. These requirements determine procedure for ensuring anti-terrorist security of objects (territories) which are under authority of the Ministry of digital development, communication and mass communications of the Russian Federation, Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications, Federal Communications Agency, Federal Agency for Press and Mass Communications, their territorial authorities and organizations subordinated to them (further respectively - bodies (organizations), objects (territories), including questions of technical reinforcement of objects (territories), equipment by their technical means and other questions influencing the level of anti-terrorist security of objects (territories).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, certain buildings, structures and constructions, communication lines which owner are bodies (organizations).

3. These requirements extend to objects (territories) of the organizations relating to field of activity of the Ministry of digital development, communication and mass communications of the Russian Federation and subordinated to the specified Ministry of federal executive bodies.

4. These requirements do not extend:

on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection.

II. Categorization of objects (territories) and procedure for its carrying out

5. For the purpose of establishment of the differentiated requirements for ensuring anti-terrorist security of objects (territories) their categorization is performed.

6. Categorization of objects (territories) is performed based on assessment of condition of the security of objects (territories) considering their importance for infrastructure and life support, degree of potential danger and threat of making of act of terrorism on objects (territories) and also possible effects of its making.

The degree of threat to making of act of terrorism is determined based on data on the conducted and prevented terrorist attacks. Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators about the number of the employees of body (organization) operating object (territory) and the number of people who can die or receive harm to health, about possible material damage and damage to the surrounding environment around finding of object (territory).

7. Categorization of object (territory) will be organized by the head of the body (organization) which is the owner of object (territory).

8. The head of the body (organization) which is the owner of object (territory) appoints the commission on categorization of object (territory) (further - the commission). The commissions are included employees of the body (organization) which is the owner of object (territory), representatives of territorial authority of safety and territorial authority of the Federal Service of troops of national guard of the Russian Federation or division of private security of troops of national guard of the Russian Federation (under approval). The commissions can be involved experts from number of persons employed of the specialized organizations in the field of designing and operation of the technological systems and the specialized organizations having the right to perform examination of safety of objects (territories).

9. Results of work of the commission are drawn up by the statement of categorization of object (territory) which is drawn up in one copy, is signed by all members of the commission and stored together with the first copy of the material safety data sheet of object (territory).

10. Depending on the degree of threat to making on objects (territories) of acts of terrorism and possible effects of their making and taking into account assessment of condition of security of objects (territories) the following categories of objects (territories) are established:

a) objects (territories) of category 1 - objects (territories) of federal and interregional importance on which illegal actions can cause damage to state security of the country, lead to especially major economic damage, including:

the office buildings occupied by central office of the Ministry of digital development, communication and mass communications of the Russian Federation and federal executive bodies subordinated to the specified Ministry;

communication centers of networks of long distance and international telecommunication;

communication centers as a part of land stations of interface of network of mobile satellite radio communication, objects of space communication;

international transit communication centers (data transmission networks);

international transit nodes of cable communication;

the data-processing centers providing processing and data storage of the state information systems of the class K1;

operational and technical buildings and linearly - cable constructions of objects (territories) ensuring functioning of telecommunication networks and systems in the territory of more than one subject of the Russian Federation;

central post offices and other objects of mail service in the territory of which under certain conditions there can be at the same time more than 400 people;

the objects of TV and radio broadcasting and mass media performing (providing) broadcastings and radio land broadcast of the all-Russian obligatory public teleradio channels in the territory of 2 and more subjects of the Russian Federation;
