Requirements to anti-terrorist security of objects (territories) of criminal executive system

I. General provisions

1. These requirements determine procedure for holding organizational and practical, technical, legal and other actions for ensuring anti-terrorist security of objects (territories) of criminal executive system (further - object (territory).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, certain buildings, structures and constructions, the parcels of land which owners are the Federal Penitentiary Service, territorial authorities of Federal Penitentiary Service, organizations performing punishments, the federal state unitary enterprises of criminal executive system, pre-trial detention centers of criminal executive system, the companies which are specially created for ensuring activities of criminal executive system, the research, project, medical, educational and other organizations entering criminal executive system (further - bodies (organizations) of criminal executive system).

3. These requirements provide the main complex of actions for equipment of objects (territories) technical means of protection and supervision. Specific types of technical means of protection and supervision and procedure for equipment of objects (territories) by them are determined in the specification on designing of technical means of protection and supervision depending on category of object (territory).

4. Responsibility for the organization of work on ensuring anti-terrorist security of objects (territories) is conferred on chiefs (heads) of bodies (organizations) of criminal executive system.

II. Categorization of objects (territories) and procedure for its carrying out

5. For the purpose of establishment of the differentiated safety requirements of objects (territories) taking into account the degree of threat to making of acts of terrorism on objects (territories) and possible effects of their making categorization of objects (territories) is performed.

6. Categorization of objects (territories) is performed based on assessment of condition of the security of objects (territories) considering their importance for infrastructure and life support, degree of potential danger and threat of making of acts of terrorism on objects (territories) and also possible effects of their making.

7. Depending on possible effects of acts of terrorism on objects (territories) the following categories of objects (territories) are established:

a) the category 1 (the high importance) - the predicted quantity injured with the terrorist attack conducted on object (territory) makes more than 50 people and (or) the predicted size of material damage - more than 5 million rubles;

b) the category 2 (the average importance) - the predicted quantity injured with the terrorist attack conducted on object (territory) makes from 10 to 50 people and (or) the predicted size of material damage - from 100 thousand rubles to 5 million rubles;

c) the category 3 (the low importance) - the predicted quantity injured with the terrorist attack conducted on object (territory) makes no more than 10 people and (or) the predicted size of material damage - no more than 100 thousand rubles.

Corrective labor colonies (the special, strict and general modes), educational colonies, pre-trial detention centers and prisons, medical corrective and treatment and prevention facilities, separately located constants or temporary production facilities, and also warehouses (storages, places) for storage of arms, ammunition, explosives, special means, the military and special equipment, material values treat objects (territories) of 1 category.

Colonies settlements and correction centers in which supervision of convicts is exercised treat objects (territories) not lower than 2 categories.

9. On each object (territory) irrespective of its category potentially dangerous sites, making of act of terrorism on which will lead to emergence of emergency situations with dangerous social and economic effects, and (or) critical elements of object (territory), making of act of terrorism on which will lead to the termination of normal functioning of object (territory) in general, to its damage or accident on object (territory), are allocated.

10. Allocation of potentially dangerous sites of object (territory) and critical elements of object (territory) is performed taking into account:

a) availability on object (territory) of the weak spots influencing forecast indicators of the human victims and material damage;

b) availability on object (territory) of places (warehouses) for storage of arms, ammunition, explosives, special means, the military and special equipment, and also ecologically dangerous productions and materials;

c) the number of the convicts who are leaders of the criminal circle;

d) the number of convicts for making of heavy and especially serious crimes, including acts of terrorism;

e) the number of the convicts and persons who are held in custody, having infectious diseases (tuberculosis, HIV infection, syphilis, hepatitis);

e) arrangements of object (territory) near residential arrays.
