About additional measures for implementation of National passport system

In pursuance of the Presidential decree of the Republic Modova N144 of September 20, 1993 "About creation of National passport system and the State register of the population" and Resolutions of Parliament of the Republic of Moldova "About enforcement of the Law on identification documents of National passport system" the Government of the Republic of Moldova DECIDES: N274-XIII of November 9, 1994

1. Approve Regulations on procedure for document creation, proving the identity, National passport system (appendices N 1).

2. According to the Concept of judicial and legal reform in the Republic of Moldova accepted by the Resolution of Parliament of the Republic of Moldova N152-XIII of June 21, 1994 to permit the Ministry of Internal Affairs to create during transition period the Center of accounting and documentation of the population in the form of independent division with the status of the legal entity and to begin, according to the procedure of experiment, filling and issue of passports, and also other identity documents.

The ministry of information technologies and bonds is allocated with the right to approve changes in all types of statements questionnaires.

3. Permit the Ministry of information technologies and communication to attract on contractual basis of the organization and specialists, to create working groups and other auxiliary divisions for ensuring creation of National passport system and the State register of the population.

4. Approve the offer of the Ministry of Internal Affairs on release of the Center of accounting and documentation of the population from all types of tax and charges except for of the state fee and to provide to Parliament the corresponding draft of the resolution. To direct the income from experimental production of passports and activities of service of passports and visas in full to maintaining the State register of the population and passport system, and also to covering of the expenses from the government budget connected with acquisition of forms of passports.

5. The costs connected with content of the Center of accounting and documentation of the population the first three months of activities will become covered within the budgetary appropriations provided for the Ministry of Internal Affairs for 1995.

6. Government commission on development and deployment of National passport system, the State register of the population and other systems of the state value:

establish and approve the cost of the passport, other documents and services of National passport system and the State register of the population;

approve the act of commissioning of the Center of accounting and documentation of the population.

7. To the Ministry of Foreign Affairs and European Integration to inform in accordance with the established procedure relevant organs of foreign states on introduction in the Republic of Moldova of identity documents, new sample.

8. The state office to transfer to 30-day time in accordance with the established procedure to the Ministry of Internal Affairs forms of passports, to provide necessary rooms for establishment of the equipment and activities of the personnel involved for creation of National passport system and the State register of the population.

9. To allocate to the Ministry of Internal Affairs within the established number of staff units necessary for ensuring works on implementation of National passport system and the State register of the population.

10. Determine that for carrying out experimental production and to exit of the Center of accounting and documentation of the population to design capacity of person from among the commanding structure of services of the ministry, attracted to the organization of experimental production and reorganization of passport system, consist in personnel of the Ministry of Internal Affairs, with distribution of action of the Provision on them on service in law-enforcement bodies.

11. To the Ministry of Labour, Social Protection and Family, the Ministry of Justice and the Ministry of Finance in 30-day time to prepare offers on collection of the state fee from the faces using privileges.
