Article 1

The subitem 4 of Item 1 of article 9 of the Federal Law of July 16, 1999 No. 165-FZ "About bases of compulsory social insurance" (The Russian Federation Code, 1999, No. 29, Art. 3686; 2003, No. 1, Art. 5; No. 52, Art. 5037; 2004, No. 10, Art. 836; No. 30, the Art. 3739) to add 2009, with words "if other is not established by the Federal Laws".

Article 2

The foreign citizens and stateless persons which are temporarily staying in the Russian Federation (except for highly qualified specialists according to the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation"), have the right to insurance coverage in the form of temporary disability benefit on condition of payment for them of insurance premiums by the insurers specified regarding 1 article 2.1 of this Federal Law, for the period at least six months preceding month in which there came the insured event.".
