About the republican budget for 2015-2017

Article 1. Approve the republican budget for 2015-2017 according to appendices 1, 2 and 3 respectively, including for 2015 in the following amounts:

1) the income - 5 806 766 099 thousand tenges, including on:

to tax revenues - 3 012 966 049 thousand tenges;

to non-tax receipts - 151 440 677 thousand tenges;

to sales proceeds of fixed capital - 9 758 247 thousand tenges;

to receipts of transfers - 2 632 601 126 thousand tenges;

2) costs - 6 805 804 245 thousand tenges;

3) net budget crediting - 77 386 247 thousand tenges, including:

budget credits - 190 765 812 thousand tenges;

repayment of budget credits - 113 379 565 thousand tenges;

4) balance on transactions with financial assets - 181 292 385 thousand tenges, including:

acquisition of financial assets - 182 652 385 thousand tenges;

sales proceeds of financial assets of the state - 1 360 000 thousand tenges;

5) deficit--1 257 716 778 thousand tenges, or 3 percent to country gross domestic product;

6) budget deficit financing - 1 257 716 778 thousand tenges.

Article 2. Provide in the republican budget for 2015 of receipt of the rents for use of the Russian Federation of the Baikonur complex in the amount of 26 568 354 thousand tenges and proving grounds in the amount 5 136 648 thousand tenges.

Article 3. Approve amounts of the receipts in the budget for 2015 directed to National fund of the Republic of Kazakhstan according to appendix 4.

Article 4. Determine that are enlisted in the income of the relevant budget:

1) by the "Severance tax" code of classification of the income of single budget classification - debt of subsoil users on royalty, and also royalty on contracts for subsurface use in which guarantees of stability of tax regime remain;

2) by the Social tax code of classification of the income of single budget classification - debt on the fees which were earlier listed in the Pension fund, the State center for pension payment, Fund of compulsory medical insurance, Fund of the national social insurance, Fund of assistance of employment, and also the expels of users of highways which were earlier arriving in Road fund.

At the same time the taxpayers performing activities for contracts for subsurface use in whom guarantees of stability of tax regime remain reduce the above-stated assignments or the social tax by the amount of contributions to the State Social Insurance Fund estimated according to the Law of the Republic of Kazakhstan "About compulsory social insurance";

3) by the "Gasoline (Except for Aviation) Self-produced, Realized by Producers Wholesale" code - debt on the collection from gasoline which was earlier arriving in Road fund;

4) by the "Self-produced Diesel Fuel Realized by Producers Wholesale" code - debt on the collection from diesel fuel which was earlier arriving in Road fund.

Article 5. The negative balance formed as of December 31, 1998 as a result of exceeding of the amounts of the temporary disability benefits added by employers, to pregnancy and childbirth, in case of the child's birth, on burial, paid from Fund of the national social insurance, over the added amount of contributions to the specified fund, is monthly set off on account of payment of the social tax within 4 percent from salary fund.

Article 6. Provide in the republican budget for 2015 amounts of budget withdrawals from regional budgets and city budgets of republican value, the capital in the republican budget in the amount of 168 538 087 thousand tenges, including:

Atyrau - 60 683 258 thousand tenges;

Mangystau - 16 725 915 thousand tenges;

the city of Almaty - 83 656 400 thousand tenges;

the city of Astana - 7 472 514 thousand tenges.

Article 7. Provide in the republican budget for 2015 of receipt of transfers from regional budgets of Akmola, Karaganda, Kostanay and Mangystau regions in the amount 447 957 thousand tenges in connection with transfer of maintenance costs of training centers of departments of internal affairs of areas on the republican budget.

Article 8. Provide in the republican budget for 2015 of receipt of transfers from regional budgets of Akmola, Almaty, Aktyubinsk, East Kazakhstan, Southern Kazakhstan regions in the amount 528 380 thousand tenges in connection with transfer of the expenses provided on implementation of educational process in the organizations of secondary education for 10-11 classes according to the state obligatory standards of education for carrying out approbation on implementation of per capita financing.

Article 9. Provide in the republican budget for 2015 the size of the guaranteed transfer from National fund of the Republic of Kazakhstan in the amount of 1 702 000 000 thousand tenges.

Article 10. Provide in the republican budget for 2015 target transfer from National fund of the Republic of Kazakhstan in the amount of 755 286 663 thousand tenges on the purposes determined by the Presidential decree of the Republic of Kazakhstan.

Distribution and (or) procedure for use of target transfer from National fund of the Republic of Kazakhstan are determined based on the decision of the Government of the Republic of Kazakhstan.

Article 11. Establish since January 1, 2015:

1) the minimum size of the salary - 21 364 tenges;

2) the size of the state base retirement benefit - 11 182 tenges;

3) the minimum size of pension - 23 692 tenges;

4) monthly settlement indicator for calculation of benefits and other social payments, and also application of penalties, taxes and other payments according to the legislation of the Republic of Kazakhstan - 1 982 tenges;

5) the size of subsistence minimum for calculation of the amount of base social pays - 21 364 tenges.

Article 12. Establish payment since January 1, 2015 of the monthly allowance for special working conditions to official pay rates of the employees of public institutions who are not government employees and also employees of the state state companies financed from local budgets in the amount of 10 percent.

Article 13. Establish since January 1, 2015 the monthly size of monetary compensation on content of the dwelling and payment of utilities in the amount of 3 739 tenges by the serviceman (except the military personnel of conscription service) and to the staff of special state and law enforcement agencies, the public courier service.

Article 14. Provide in the republican budget for 2015 amounts of the subventions transferred from the republican budget to regional budgets in the amount 904 371 171 thousand tenges, including:

Almaty - 102 811 145 thousand tenges;

East Kazakhstan - 86 527 329 thousand tenges;

Jambyl - 95 371 591 thousand tenges;

The West Kazakhstan - 36 203 569 thousand tenges;

Karaganda - 33 833 329 thousand tenges;

Kyzylorda - 83 180 589 thousand tenges;

Kostanay - 58 910 235 thousand tenges;

Pavlodar - 14 477 485 thousand tenges;

The North Kazakhstan - 58 719 253 thousand tenges;

The southern Kazakhstan - 255 199 981 thousand tenges.

Article 15. Distribution and (or) procedure for use of target current transfers regional budgets, budgets of the cities of Astana and Almaty for 2015 are determined based on the decision of the Government of the Republic of Kazakhstan on:

1) conducting exercises on actions in case of threat and emergence of crisis situation;

2) support of subjects of agro-industrial complex in regions within the Program for development of agro-industrial complex in the Republic of Kazakhstan for 2013-2020 "Agrobusiness-2020";

2-1) content of divisions of local executive bodies of agro-industrial complex;

3) payment of the government address public assistance;

4) payment of public welfare payments for children up to 18 years;

5) rendering social protection and help to the population;

6) holding the actions devoted to the seventieth anniversary of the Victory in the Great Patriotic War;

7) support of private entrepreneurship in regions within the Road Map of Business-2020 Program;

8) realization of the current actions in monotowns;

9) subsidizing of cost of services in supply of drinking water from especially important group and local water supply systems which are uncontested sources of drinking water supply;

10) seizure of land for the state needs;

11) financing of priority projects of transport infrastructure;

12) payment of the monthly allowance for special working conditions to official pay rates of the employees of public institutions who are not government employees and also employees of the state state companies financed from local budgets;

23-1) support of private entrepreneurship within the Road Map of Business of 2020 Program;

24) ensuring immunoprevention of the population;

25) carrying out preventive disinsection and deratization (except for disinsections and deratization in the territory of the natural centers of infectious and parasitic diseases, and also in the centers of infectious and parasitic diseases);

26) acquisition of housing of utility housing stock;

27) content of the number of staff of authorized body on control of use and protection of lands;

28) content of the number of staff of local executive bodies for architecture, town planning, construction and the state architectural construction supervision;

29) content of the number of staff of the local executive bodies exercising control of safe operation of dangerous technical devices of objects of housing and communal services;

30) the organization and carrying out exploration on underground waters for economic and drinking water supply of settlements;

31) content of the number of staff of departments of civil registration;

32) acquisition of engineering and communication infrastructure.

Article 16. Distribution and (or) procedure for use of the means realized in the following directions are determined based on the decision of the Government of the Republic of Kazakhstan:

1) subsidizing of interest rate for credit and leasing obligations within the direction on financial improvement of subjects of agro-industrial complex;

2) development of professional standards.

Article 17. Distribution and (or) procedure for use of means within the Development program of the regions till 2020 realized in the following directions are determined based on the decision of the Government of the Republic of Kazakhstan:

1) crediting of regional budgets, budgets of the cities of Astana and Almaty for designing and (or) construction of housing;

2) designing, development and (or) arrangement of engineering and communication infrastructure;

3) designing and (or) construction, reconstruction of housing of utility housing stock;

4) acquisition of housing of utility housing stock.

Article 18. Distribution of the amounts of the credits to regional budgets on assistance to development of entrepreneurship in monotowns for 2015 is determined based on the decision of the Government of the Republic of Kazakhstan.

Article 19. Distribution and (or) procedure for use of funds for implementation of the Road map of employment-2020 are determined based on the decision of the Government of the Republic of Kazakhstan.

Article 20. Distribution of funds for realization of intersectoral and interdepartmental interaction concerning protection of public health for 2015 is determined based on the decision of the Government of the Republic of Kazakhstan.

Article 21. Distribution of means is determined by basic financing of subjects of scientific and (or) scientific and technical activities based on the decision of the Government of the Republic of Kazakhstan.

Article 22. Approve reserve of the Government of the Republic of Kazakhstan for 2015 in the amount 322 134 421 thousand tenges.

Article 23. Consider that as a part of costs of the Ministry of national economy of the Republic of Kazakhstan funds for forming and storage of the state material reserve are provided in the amount of 11618 838 thousand tenges with reflection in the income of the republican budget of means from realization of the material values issued according to the procedure of refreshening in the amount of 2 279 747 thousand tenges.

Article 24. Provide in the republican budget for 2015 340 056 thousand tenges for repayment and servicing of the loans guaranteed by the state.

Article 25. Set limit of provision of the state guarantees of the Republic of Kazakhstan in 2015 in the amount of 120 000 000 thousand tenges.

Article 26. Set limit of government debt for December 31, 2015 in the amount of 8 200 000 000 thousand tenges.

Article 27. Set limit of provision of guarantees of the state in 2015 in the amount of 182 560 000 thousand tenges.

Article 28. Set limit of the state concessionary obligations of the Government of the Republic of Kazakhstan in 2015 in the amount of 1 148 280 000 thousand tenges.

Article 29. Approve the list of the republican budget programs which are not subject to the sequester in the course of execution of the republican budget for 2015 according to appendix 5.

Determine that in the course of execution of local budgets for 2015 local budget programs according to appendix 6 are not subject to the sequester.

Article 30. This Law becomes effective since January 1, 2015.
