1. Approve:

Regulations on procedure for awarding of the federal government civil servants and workers replacing the positions which are not positions of Federal public civil service of the Ministry of Transport of the Russian Federation (appendix No. 1 to this order);

Regulations on payment procedure of financial support and lump sum payment by provision of annual paid leave by the federal government civil servant and to the workers replacing the positions which are not positions of Federal public civil service of the Ministry of Transport of the Russian Federation (appendix No. 2 to this order).

2. To impose control of execution of this order on the secretary of state - the deputy minister S. A. Aristov.

Regulations on procedure for awarding of the federal government civil servants and workers replacing the positions which are not positions of Federal public civil service of the Ministry of Transport of the Russian Federation

I. General provisions

1. 2. Awarding of civil servants is made for accomplishment of especially important and difficult tasks (workers - by results of work) connected with accomplishment of tasks and ensuring the functions assigned to the Ministry according to the Regulations on the Ministry of Transport of the Russian Federation approved by the order of the Government of the Russian Federation of July 30, 2004 No. 395 (The Russian Federation Code, 2004, No. 32, Art. 3342; 2006, No. 15, Art. 1612, No. 24, Art. 2601, No. 52 (p. III), Art. 5587; 2008, No. 8, Art. 740, No. 11 (p. II. Procedure for forming of bonus fund for accomplishment of especially important and difficult tasks and by results of work

3. The fund for payment of awards for accomplishment of especially important and difficult tasks by the civil servant and by results of work to workers is created within the salary fund approved to the Ministry for the corresponding calendar year.

4. The department of economy and finance of the Ministry monthly, till 4 dates, following reporting, represents to Administrative department of the Ministry the size of bonus fund of the Ministry taking into account the developed economy of the salary fund.

5. The administrative department of the Ministry monthly determines:

5.1. Reserve of fund of the Minister in the amount of at least 10 percent from the amount of bonus fund of the Ministry provided by Department of economy and finance of the Ministry.

5.2. The settlement size of bonus fund of executive positions of the Ministry (deputy ministers, assistants (advisers) to the Minister, directors of departments, deputy directors of department, the chief of Special department (further - WITH).

5.3. The settlement size of bonus fund on each structural division of the Ministry.

6. Distribution of bonus fund to awarding of management of the Ministry and on each structural division of the Ministry is determined in proportion, proceeding from the actual number of civil servants (workers) and their official pay rates.

7. The settlement bonus fund on management and on each structural division of the Ministry is submitted for approval to the Minister.

8. The approved size of bonus fund on structural divisions of the Ministry brings Administrative department of the Ministry the letter to directors of departments and the chief WITH.

III. Payment procedure of awards

9. Bonus levels to civil servants (workers) of structural division of the Ministry are established by the department director and the chief WITH within the Ministry of bonus fund approved to structural division. The lists of civil servants (workers) of structural divisions of the Ministry approved with the supervising deputy minister (Minister) with indication of the size of awards are submitted within Administrative department of the Ministry within the term determined by it.

10. The bonus level of the civil servant (worker) of structural division of the Ministry depends from:

10.1. Personal deposit of the civil servant (worker) in ensuring accomplishment of tasks and realization of the powers assigned to the Ministry.

10.2. Degrees of complexity of accomplishment to civil servants (workers) of tasks, efficiency of the achieved results.

10.3. Efficiency and professionalism of the civil servant (worker) in the solution of the questions entering its competence in preparation of documents, accomplishment of orders of management of the Ministry.

10.4. Timely, fair, high-quality accomplishment of the obligations provided by official regulations (employment contract).

10.5. Actually worked time in the period for which the award is paid.

11. Specific bonus levels to deputy ministers, assistants (advisers) to the Minister, directors of departments, deputy directors of department, the chief WITH are established by the Minister.

12. The bonus level paid to the civil servant (worker) is not limited to the maximum sizes.

13. The decision on payment of award is drawn up by the order of the Ministry.

14. Civil servants (workers) are not subject to awarding:

14.1. Being for decision date about awarding on child care leave before achievement of age by it one and a half or three years.

14.2. Being during the period for which awarding, on leave without preserving monetary pay is made.

14.3. Exempted from the replaced positions and dismissed from civil service in the Ministry before decision making about awarding.

15. One-time encouragement (award) is paid to civil servants of the Ministry for faultless and effective civil service from reserve of fund of the Minister:

15.1. In case of encouragement with the Government of the Russian Federation, the President of the Russian Federation, assignment of honorary titles of the Russian Federation, rewarding with distinctions of the Russian Federation, awards and medals of the Russian Federation in the sizes established by the Presidential decree of the Russian Federation of July 25, 2006 No. 765 "About one-time encouragement of persons passing the Federal State Service".

15.2. Due to rewarding with departmental awards of the Ministry.

15.3. Due to the 50 anniversary and the 60 anniversary since birth in the amount of one salary of monthly monetary pay.

15.4. Due to exit to national pension for long service in the amount of three salaries of monthly monetary pay.

16. One-time encouragement (award) for accomplishment of separate especially important and difficult tasks, and also for participation in sports contest of civil servants (workers) of the ministries and departments of the Russian Federation is performed directly according to the decision of the Minister based on the report approved by the deputy minister controlling and coordinating activities of department.

17. The means of reserve of fund of the Minister provided on one-time encouragement of civil servants unused in current month, are summed up with the means provided on one-time encouragement of civil servants next months.

18. The decision on payment of one-time encouragement is drawn up by the order of the Ministry.

II. Payment procedure of financial support to civil servants (workers)

2. Financial support is paid to civil servants (workers) by fund of compensation, approved to the Ministry for the corresponding calendar year.

3. Payment of financial support is made once within calendar year, as a rule, in case of departure of the civil servant (worker) in annual paid leave based on its statement:

3.1. To the civil servant in the amount of one salary of monthly monetary pay.

3.2. To the worker in the amount of two official pay rates.

4. Financial support within calendar year irrespective of its leaving in annual paid leave can be paid to the civil servant (worker) according to its statement.

The civil servant (worker) has the right to financial support for the first year of work after six months of continuous public civil service in the Ministry.

If the civil servant (worker) within year did not receive financial support, payment is made in the end of the year based on its statement.

5. In case of the death of the civil servant (worker) the financial support which is not received by him in year of death is paid to the member of his family or person which is dependent on the dead on the date of his death in the procedure established by the legislation of the Russian Federation (according to the statement by the provision of the death certificate and documents confirming relationship with the dead or stay in its dependence).

6. Financial support is not paid to civil servants (workers):

6.1. Being on child care leave before achievement of age by it one and a half or three years.

6.2. Dismissed from the Ministry and received financial support current calendar year and again employed this year in the Ministry.

7. In the presence of economy on the salary fund financial support can be paid according to the statement of the civil servant (worker) in cases:

7.1. The child's births at the civil servant (worker) in the amount of 15 thousand rubles based on the certificate of birth of the child.

7.2. Marriages of the civil servant (worker) in the amount of 15 thousand rubles based on the marriage certficate.

7.4. The death of the family member (the wife, the husband, children, parents) or persons who is dependent on the civil servant (worker) in the amount of 15 thousand rubles based on the death certificate and documents confirming relationship with the dead or stay in its dependence.

8. Total amount of the financial support paid in calendar year to the specific civil servant (worker) is not limited to the maximum sizes.

9. The decision on payment of financial support is drawn up by the order of the Ministry.

III. Procedure for lump sum payment by provision of annual paid leave to civil servants (workers)

10. By provision to the civil servant (worker) of annual paid leave according to its statement lump sum payment once a year by fund of compensation, approved to the Ministry for the corresponding calendar year is made:

10.1. To the civil servant in the amount of two salaries of monthly monetary pay.

10.2. To the worker in the amount of two official pay rates.

11. Lump sum payment is made based on the statement of the civil servant (worker) for provision to it by one of parts of annual paid leave (at least five calendar days).

The right to lump sum payment to leave for the first year of work at the civil servant (worker) arises after six months of continuous work in the Ministry.

12. The decision on lump sum payment is drawn up by the order of the Ministry.
