About some questions of implementation of program and target method of creation and accomplishment of local budgets

For the purpose of strategy implementation of development of the management system by public finances approved by the order of the Cabinet of Ministers of Ukraine of August 1, 2013 No. 774-r regarding introduction of program and target method in budget process at the local level I order:

1. Approve enclosed:

The instruction about the status and feature of fate in budget process of executives in charge of budget programs of local budgets;

Rules of creation of passports of budget programs of local budgets and reports on their execution (further - Rules);

form of the passport of the budget program of the local budget;

report form about accomplishment of the passport of the budget program of the local budget.

2. Determine that the main managers of means of the local budget (further - the main managers):

1) are responsible for development and approval in coordination with local financial bodies of passports of budget programs according to the Rules approved by this order;

2) to the terms determined for submission of summary annual budget reports is given to local financial bodies by reports on accomplishment of passports of budget programs for the form approved by this order in paper and electronic type;
