3. This order becomes effective from the date of signing.

1. These requirements extend on designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of torch systems.

Chapter 2. General requirements

2. The torch system is intended for dumping and the subsequent combustion of combustible gases and vapors in cases:

operations of devices of emergency dumping, safety valves, hydrolocks, manual drain, release of technological blocks from gases and vapors in emergencies automatically or using remotely-controlled shutoff valves and others;

provided by production schedules;

periodic dumpings of gases and vapors in case of start-up, adjustment and stop of technological objects.
