This Federal Law determines features of legal regulation of the relations in the field of culture and tourism in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol.
1. The objects of cultural heritage located in the territories of the Republic of Crimea and the federal city of Sevastopol are subject to the state protection in accordance with the legislation of the Russian Federation about objects of cultural heritage from the date of education as a part of the Russian Federation of the specified subjects of the Russian Federation.
2. The objects of cultural heritage located in the territories of the Republic of Crimea and the federal city of Sevastopol, included in lists (lists, registers) of objects of cultural heritage on the date of acceptance of the Republic of Crimea in structure of the Russian Federation (including the revealed objects of cultural heritage), before their reference according to parts 3 and 4 of this Article to objects of cultural heritage of federal importance, objects of cultural heritage of regional value or objects of cultural heritage of local (municipal) value or to the revealed objects of cultural heritage are subject to the state protection according to the procedure, No. 73-FZ established by the Federal Law of June 25, 2002 "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation" for objects of cultural heritage of regional value, the objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation included in the unified state register (further - the register).
3. Within one year from the date of entry into force of this Federal Law the objects of cultural heritage specified in part 2 of this Article can be carried by the act of the Government of the Russian Federation on representation of the federal executive body authorized by the Government of the Russian Federation in the field of preserving, use, promoting and the state protection of objects of cultural heritage (further - federal body of protection of objects of cultural heritage), to the objects of cultural heritage of federal importance included in the register with the subsequent data recording of objects in the register according to the Federal Law of June 25, 2002 No. 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation". Preparation of representation of federal body of protection of objects of cultural heritage and acceptance by the Government of the Russian Federation of the decision on reference of objects of cultural heritage to the objects of cultural heritage of federal importance included in the register does not require conducting the state historical and cultural examination specified in article 18 of the Federal Law of June 25, 2002 to No. 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation".
4. The objects of cultural heritage specified in parts 2 of this Article which are not carried within one year from the date of entry into force of this Federal Law by the Government of the Russian Federation to the objects of cultural heritage of federal importance included in the register within one year from the date of the expiration of the specified term shall be carried to the objects of cultural heritage of regional value or objects of cultural heritage of local (municipal) value included in the register with the subsequent data recording of objects in the register according to requirements of the Federal Law of June 25, 2002 No. 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation" or to the revealed objects of cultural heritage the decision according to public authority of the Republic of Crimea and the federal city of Sevastopol according to the procedure, determined by the legislation of the Republic of Crimea and the legislation of the federal city of Sevastopol (concerning objects of cultural heritage of local (municipal) value - in coordination with local government bodies). Decision making about reference of objects to the revealed objects of cultural heritage, objects of cultural heritage of regional value or objects of cultural heritage of local (municipal) value included in the register and about registration of objects of cultural heritage of regional value or objects of cultural heritage of local (municipal) value in the register does not require conducting the state historical and cultural examination specified in article 18 of the Federal Law of June 25, 2002 to No. 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation".
5. The borders and specific mode of use of the territories established for the purpose of the state protection of the objects of cultural heritage located in the territories of the Republic of Crimea and the federal city of Sevastopol before acceptance of the Republic of Crimea in structure of the Russian Federation are effective before their reduction in compliance with the legislation of the Russian Federation.

The important, rare documents and collections of library stock which are on special accounting in the libraries located in the territories of the Republic of Crimea and the federal city of Sevastopol are recognized carried to national library stock and are subject to accounting, completing, storage, use and ensuring safety on the regulations established for accounting, completing, storage, use and ensuring safety of the book monuments carried to national library stock which status is determined by the Federal Law of December 29, 1994 No. 78-FZ "About library science".

The obligatory copies of documents which are on special accounting in the libraries located in the territories of the Republic of Crimea and the federal city of Sevastopol (the edition text, musical, cartographic, graphic; editions electronic; audioproducts, editions and other documents for blind people; audio, visual, audiovisual products (film, video, photo and phonodocuments); regulatory legal acts in the field of standardization, metrology and certification; patent documents), are part of national library and information fund of documents of the Russian Federation and are subject to completing, registration, the state bibliographic accounting, ensuring safety and use on the regulations established for completing, registration, the state bibliographic accounting, ensuring safety and use of documents of national library and information fund of documents of the Russian Federation which status is determined by the Federal Law of December 29, 1994 No. 77-FZ "About obligatory copy of documents".
Documents of Archive fund of the Republic of Crimea, and also the archive documents of permanent storage duration which are stored in the archives located in the territory of the federal city of Sevastopol are considered included in structure of Archive fund of the Russian Federation without conducting examination of value of documents.
The legal entities registered in the territories of the Republic of Crimea and the federal city of Sevastopol, having the licenses for implementation of tour operator activities obtained according to the legislation of Ukraine, performing tour operator activities in the territory of the Russian Federation shall provide till May 1, 2015 compliance of implementation of tour operator activities to conditions of implementation of tour operator activities, the stipulated in Clause 4.1 Federal Laws of November 24, 1996 to No. 132-FZ "About bases of tourist activities in the Russian Federation".

Museum objects and museum collections, data on which are entered in the main accounting documentation of the state museums which are in the territories of the Republic of Crimea and the federal city of Sevastopol, are considered included in structure of the state part of Museum fund of the Russian Federation with the subsequent entering of information about them into the State catalog of Museum fund of the Russian Federation and are subject to accounting, completing, storage and use on the regulations established for accounting, completing, storage and use of museum objects and museum collections of the state part of Museum fund of the Russian Federation which status is determined by the Federal Law of May 26, 1996 No. 54-FZ "About Museum fund of the Russian Federation and the museums in the Russian Federation".
2. Museum objects and museum collections, data on which are entered in the main accounting documentation of other museums which are in the territories of the Republic of Crimea and the federal city of Sevastopol and which are not subject to inclusion in structure of the state part of Museum fund of the Russian Federation, are recognized included in structure of non-state part of Museum fund of the Russian Federation with the subsequent entering of information about them into the State catalog of Museum fund of the Russian Federation and are subject to storage and accounting on the regulations established for storage and accounting of museum objects and museum collections of non-state part of Museum fund of the Russian Federation which status is determined by the Federal Law of May 26, 1996 No. 54-FZ "About Museum fund of the Russian Federation and the museums in the Russian Federation".
This Federal Law becomes effective from the date of its official publication.
