In pursuance of Item 3 of the Presidential decree of the Republic of Belarus of August 6, 2014 "About technological accession of electroinstallations" the Council of Ministers of the Republic of Belarus DECIDES: No. 397

1. Approve:

The regulations on procedure for the conclusion of the contract for technological accession of electroinstallations to power networks (are applied);

The regulations on procedure for forming of payment for technological accession of electroinstallations to power networks (are applied).

2. Ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 25.03.2022 No. 175

3. To the ministry of anti-monopoly regulation and trade to establish the extreme and (or) fixed values of rates of payment for accomplishment of actions for technological accession of electroinstallations to power networks according to Regulations on procedure for forming of payment for technological accession of electroinstallations to the power networks approved by this resolution.

4. This resolution becomes effective since November 9, 2014.

Regulations on procedure for the conclusion of the contract for technological accession of electroinstallations to power networks

Chapter 1. General provisions

1. This Provision determines procedure for the conclusion of the contract for technological accession of electroinstallations of legal entities *, individual entrepreneurs to the power networks which are in property of the Republic of Belarus and assigned on the right of economic maintaining to the power supplying organizations – the republican unitary enterprises of power industry which are part of the national production association of power industry of Belenergo (further – the power supplying organizations).

* For the purposes of this provision are understood as legal entities:

legal entities of the Republic of Belarus;

representations of the foreign legal entities and other organizations registered in accordance with the established procedure in foreign state (further – the foreign organizations);

branches of foreign legal entities.

2. For the purposes of this provision terms and their determinations are used in the values established in the Presidential decree of the Republic of Belarus of August 6, 2014 No. 397 and Rules of electric utility service approved by the resolution of Council of Ministers of the Republic of Belarus of October 17, 2011 No. 1394.

Chapter 2. Bases and procedure for the conclusion of the contract for technological accession of electroinstallations to power networks

3. The technological accession of electroinstallations to power networks performed by the power supplying organizations for the principle "one window" (further if other is not established, - technological accession), is performed on the conditions determined in the contract for technological accession of electroinstallations to power networks (further - the agreement) in standard form according to appendix 1, concluded by the power supplying organization and the legal entity, the individual entrepreneur.

4. For the conclusion of the agreement the legal entity, the individual entrepreneur who are customers (further – customers), address to the power supplying organization to which power networks it is planned to perform technological accession, with the statement on technological accession of electroinstallations to power networks (further – the statement) in form according to appendix 2.

the copy of the constituent document, except as specified, when legal entities act on the basis of the standard charter (for legal entities);

the copy of the document confirming state registration of the legal entity or individual entrepreneur;

the copy of the statement from the register of representative offices of the foreign organizations and branches of foreign legal entities (for representative offices of the foreign organizations and branches of foreign legal entities);

the copy of regulations on representative office of the foreign organization or branch of the foreign legal entity approved by the foreign organization or the foreign legal entity (for representative offices of the foreign organizations and branches of foreign legal entities);

the copy of the right certifying document on the parcel of land on which electroinstallations are located (or will be located);

the copy of fragment of the plan (card) of the settlement with the site area of electric utility service put on it;

the documents confirming powers of the representative (if the application is submitted through the representative), and the copy of written consent of the owner of object of electric utility service to its capital repairs or technical upgrade (if the application is submitted by the lessee (loan recipient) of object of electric utility service).

5. The customer submits in the power supplying organization the application with the documents attached to it personally, by mail or in electronic form on the e-mail address of the power supplying organization.
