About introduction of amendments to some acts of the Government of the Russian Federation concerning approval of investing programs of subjects of power industry and control of their realization

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning approval of investing programs of subjects of power industry and control of their realization.

2. To the Ministry of Energy of the Russian Federation in 6-month time to approve:

methodical instructions for calculation of quantitative indices of investing programs of the network organizations;

the enlarged standard rates of the price of prototype technology solutions of capital construction of power generation facilities.

3. To the Ministry of Energy of the Russian Federation till December 31, 2015 to make changes to procedure for establishment of target indicators for the purposes of forming of investing programs of the network organizations, including the organizations for management of single national (all-Russian) power network providing establishment by the Ministry of Energy of the Russian Federation and (or) the executive bodies of subjects of the Russian Federation authorized on approval of investing programs of subjects of power industry (further - authorized bodies), target performance indicators of investing programs of the specified organizations.

4. Determine that:

since January 1, 2016 information on investing programs (projects of investing programs) of the subjects of power industry carried to number of subjects which investing programs affirm the Ministry of Energy of the Russian Federation and (or) authorized bodies and reports on their realization reveals with use of the official site of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - information system) on the Internet (further - Internet network);

till January 1, 2022 information exchange of the Ministry of Energy of the Russian Federation with the interested executive bodies and the organizations participating in consideration of projects of investing programs of subjects of power industry according to the changes approved by this resolution (further - the interested bodies and the organizations) if the interested bodies and the organizations have no access to single system of interdepartmental electronic interaction and (or) technical capability to implementation of the specified information exchange with use of single system of interdepartmental electronic interaction, and (or) there are no process charts of interdepartmental information exchange in electronic form developed in accordance with the established procedure by provision of the state services in approval of the specified programs and (or) in case of control of their realization, it is performed by the direction (with use of electronic media of information or electronic means of communication) adequate notices, documents and data in the form of the electronic documents signed with use of the strengthened qualified digital signature.

5. To the Ministry of Energy of the Russian Federation together with the Minister of the Russian Federation Abyzovy M. A. to submit within 6-month term within the Government of the Russian Federation the draft of the act of the Government of the Russian Federation of approval of methodical recommendations about carrying out technological and price audit of investing programs (projects of investing programs) of the network organizations carried to number of subjects of power industry which investing programs affirm the Ministry of Energy of the Russian Federation and (or) authorized bodies, and reports on their realization.

6. To Federal Agency for State Property Management together with the Ministry of Economic Development of the Russian Federation and the Ministry of Energy of the Russian Federation in a month from the date of approval by the Government of the Russian Federation of methodical recommendations, stipulated in Item 5 these resolutions to prepare and introduce in the Government of the Russian Federation in accordance with the established procedure the directives to representatives of interests of the Russian Federation in the boards of directors of Russian Networks open joint stock company and "Federal grid company of the unified power system" open joint stock company providing carrying out technological and price project audit of investing programs and reports on realization of investing programs of these joint-stock companies and (or) their affiliated and dependent societies carried to number of subjects of power industry which investing programs affirm the Ministry of Energy of the Russian Federation, according to the specified methodical recommendations.

7. To federal executive bodies in 6-month time to accept the regulatory legal acts, necessary for implementation of this resolution, concerning approval of forms and requirements to formats of electronic documents.

8. To the authorized bodies and executive bodies of subjects of the Russian Federation authorized on control of realization of investing programs of subjects of power industry (further - the bodies exercising control), till September 1, 2015 to develop according to the requirements approved by the Ministry of Telecom and Mass Communications of the Russian Federation and to provide to the specified Ministry:

interactive forms of statements for provision by authorized bodies of the state services in approval of investing programs of subjects of power industry (taking into account the changes approved by this resolution);

the interactive forms providing possibility of the direction with subjects of power industry of the documents and data necessary for control of realization of investing programs of subjects of power industry (taking into account the changes approved by this resolution) the bodies exercising control.

9. To the Ministry of Energy of the Russian Federation till October 1, 2015 to develop according to the requirements approved by the Ministry of Telecom and Mass Communications of the Russian Federation and to provide technical descriptions to the Ministry of Telecom and Mass Communications of the Russian Federation:

interactive forms of statements for provision by the Ministry of Energy of the Russian Federation of the state services in approval of investing programs of subjects of power industry (taking into account the changes approved by this resolution);

the interactive forms providing possibility of the direction with subjects of power industry of the documents and data necessary for implementation by the Ministry of Energy of the Russian Federation of control of realization of investing programs of subjects of power industry (taking into account the changes approved by this resolution).

10. To provide to the Ministry of Telecom and Mass Communications of the Russian Federation with participation of the Ministry of Energy of the Russian Federation, the authorized bodies and bodies exercising control till January 1, 2016 placement in information system of the interactive forms provided by Items 8 and 9 of this resolution.

11. Determine that before placement in information system of interactive forms of the statements provided by Items 8 and 9 of this resolution, the direction of such statements in the Ministry of Energy of the Russian Federation and authorized bodies is performed according to the procedure, stipulated in Item 9 Rules of approval of investing programs of the subjects of power industry approved by the order of the Government of the Russian Federation of December 1, 2009 No. 977 "About investing programs of subjects of power industry".

12. To the Ministry of Telecom and Mass Communications of the Russian Federation in 6-month time:

approve together with the Ministry of Energy of the Russian Federation regulations of functioning of the Section of the official site of information system in Internet network in which placement of information on investing programs (projects of investing programs) of subjects of power industry, reports on their realization, results of consideration and public discussion of investing programs (projects of investing programs) of subjects of power industry is performed (taking into account the changes approved by this resolution);

provide together with the Ministry of Energy of the Russian Federation placement on the official site of information system in Internet network of the interactive forms providing possibility of the direction of offers to the investing programs (projects of investing programs) of subjects of power industry opened with use of this official site (taking into account the changes approved by this resolution);

provide technical capability:

placements on the official site of information system in Internet network of information on investing programs (projects of investing programs) of subjects of power industry, reports on their realization, results of consideration of projects of investing programs of subjects of power industry;

the directions with use of this official site of the documents and data necessary for implementation by the Ministry of Energy of the Russian Federation and the bodies exercising control, control of implementation of the specified programs;

carrying out with use of this official site of public discussion of investing programs (projects of investing programs) of subjects of power industry (taking into account the changes approved by this resolution).

13. Determine that before ensuring technical capability accomplishment with use of the official site of information system in Internet network of actions, the specified in paragraphs four - the seventh Item 12 of this resolution, is performed according to the procedure, stipulated in Item 9 Rules of approval of investing programs of subjects of power industry and Item 19 (1) Rules of control of realization of investing programs of the subjects of power industry approved by the order of the Government of the Russian Federation of December 1, 2009 No. 977 "About investing programs of subjects of power industry".

14. To the Ministry of Energy of the Russian Federation in coordination with the interested executive bodies and with participation of the interested organizations participating in provision of the state services in approval of investing programs of subjects of power industry according to the changes approved by this resolution till January 1, 2016 to develop process charts of interdepartmental information exchange in electronic form by provision of the specified state services.

15. To authorized bodies with participation of the interested executive bodies, and also with participation of the interested organizations participating in provision of the state services in approval of investing programs of subjects of power industry according to the changes approved by this resolution till January 1, 2016 to develop process charts of interdepartmental information exchange in electronic form by provision of the specified state services.

16. Determine that in 2015:

the network organizations carried to number of subjects of power industry which investing programs affirm the Ministry of Energy of the Russian Federation send investing programs to the Ministry of Energy of the Russian Federation on approval till April 1, 2015;

The Ministry of Energy of the Russian Federation sends for consideration in Advisory council under the Government of the Russian Federation and the council of consumers formed under Government Commission on Electricity Generation (further respectively - Advisory council, council of consumers, the Commission), the projects of investing programs of the network organizations which arrived on approval according to the procedure, established by Rules of approval of investing programs of subjects of power industry in which capitals the state, and the network organizations, approved by the order of the Government of the Russian Federation of December 1, 2009 No. 977 "About investing programs of subjects of power industry" participates;

The advisory council and council of consumers in time no more than 30 calendar days from the date of receipt of the project of investing program of the network organization submit within the Ministry of Energy of the Russian Federation of the conclusion by results of consideration of such project of investing program, including if necessary motivated offers on its completion;

in case of placement by the network organization carried to number of subjects of power industry which investing programs affirm the Ministry of Energy of the Russian Federation according to the paragraph the second this Item on the official site in Internet networks of information on the modifed project of investing program in which the offers posted on the official site of the network organization in the Internet networks during its public discussion, the offer of Advisory council and (or) council of consumers on completion of the project of investing program of the network organization provided to the Ministry of Energy of the Russian Federation according to the paragraph to the sixth this Item are not considered, council of consumers has the right to send within 15 calendar days to the Commission the appeal about need of accounting of the specified offers for investing program of the network organization, materials according to such offers, the report of offers, arrived during public discussion of the project of investing program of the network organization, posted by the network organization on the official site in Internet networks, the copy of offers of Advisory council and (or) council of the consumers on completion of the project of investing program provided to the Ministry of Energy of the Russian Federation for consideration by the Commission with participation of members of council of consumers and acceptances concerning the specified offers of the relevant decision;

the appeal of council of consumers provided by this Item is considered by the Commission within 30 calendar days from the date of its obtaining on condition of receipt of the specified appeal of council of consumers to the terms established by this Item;

the network organization carried to number of subjects of power industry which investing programs affirm the Ministry of Energy of the Russian Federation submits in the Ministry of Energy of the Russian Federation for approval the investing program finished according to the decision of the Commission provided by this Item, in time, not exceeding 15 calendar days from the date of receipt of the relevant decision of the Commission by the network organization;

investing programs of the network organizations affirm the Ministry of Energy of the Russian Federation till October 1, 2015.

17. The realization of this resolution is enabled by federal executive bodies within the established extreme number of their workers, and also budgetary appropriations provided to these bodies in the federal budget on management and management in the field of the established functions.
