Based on Item and) Articles 4, parts (1) Article 7 and part (1) article 13 of the Law No. 44 of March 27, 2014 on marking of energy-requiring products (The official monitor of the Republic of Moldova, 2014, Art. No. 99-102, 249) DECIDES: the Government

1. Approve:

Regulations on requirements to energy marking of household drum dryers according to appendix No. 1;

Regulations on requirements to energy marking of conditioners according to appendix No. 2;

Regulations on requirements to energy marking of household furnaces and extracts according to appendix No. 3;

The paragraph the fifth is excluded;

The paragraph of the sixth is excluded;

The paragraph of the seventh is excluded;

The paragraph of the eighth is excluded;

The paragraph the ninth is excluded;

The paragraph the tenth is excluded;

Regulations on energy marking of systems for heating of water, reservoirs for hot water and installations for heating of water and solar batteries, according to appendix No. 10;

Regulations on energy marking of installations for heating of rooms, two-functional systems of heating, installations for heating of rooms, the regulator of temperature and the solar device, and also two-functional packets of systems of heating, the regulator of temperature and the device of solar energy, according to appendix No. 11;

Regulations on energy marking of refrigerating devices according to appendix No. 12;

Regulations on energy marking of household washing machines and household washer dryer hookups according to appendix No. 13;

Regulations on energy marking of light sources according to appendix No. 14;

Regulations on energy marking of household dishwashers according to appendix No. 15;

Regulations on energy marking of electronic displays according to appendix No. 16

2. To Department of Energy represent to the Government of the offer on review of this resolution depending on technological progress.

2-1. Control for the purpose of supervision of the market is exercised according to provisions of the Law No. 162/2023 on supervision of the market and compliance of products and the Law No. 131/2012 on the state control of business activity.

3. This resolution becomes effective in 6 months of date of publication in the Official monitor of the Republic of Moldova.

4. To impose control over the implementation of this resolution on the Department of Energy.

Regulations on requirements to energy marking of household drum dryers

I. General provisions and scope of application

1. The regulations on requirements to energy marking of household drum dryers state the delegated Provision (EU) No. 392/2012 of the Commission of March 1, 2012 supplementing the Directive of the European Parliament and Council 2010/30/EU concerning energy marking of household drum dryers published in the Official magazine of the European Union by L 123/1 of May 9, 2012.

2. The purpose of this provision is establishment of requirements for marking and provision of the additional information about electric and gas household drum dryers and the built-in household drum dryers, including those which are on sale not for domestic needs.

3. This Provision is not applied to the combined household washer dryer hookups and household centrifuges.

II. Concepts

4. For the purposes of this provision the following basic concepts are used:

the household drum dryer - the device in which textile products are dried up by rotation in the rotating reel through which there passes the flow of warm air, held for use, first of all, in the nonprofessional purposes;

the built-in household drum dryer - the household drum dryer intended for installation in case, in special niche in wall or other similar place which requires furniture finishing;

the combined household washer dryer hookup - the household washing machine which carries out both function of extraction by centrifuging, and fabric drying function, as a rule, by heating and rotation;

centrifugal wringer or the centrifugal dryer - the device in which water is removed from textile products under the influence of centrifugal force in the rotating drum and flows down via the automatic pump this device is held for use, generally nonprofessional users;

the ventilated household drum dryer - the drum dryer which involves fresh air directs it to textile products and removes the received wet air to the room or outside;

the condenser household drum dryer - the drum dryer which contains the device operating by means of condensation or other means for removal of moisture from the air used in the course of drying;

the automatic drum dryer - the drum dryer which stops process of drying in case of establishment of certain moisture content in the loaded linen;

the non-automatic drum dryer - the drum dryer which stops process of drying after the set period controlled by the timer which can be switched off and manually;

the equivalent household drum dryer - model of the household drum dryer of linen presented at the market which has the same nominal reservoir, technical and operational characteristics, energy consumption and waters, efficiency of condensation if it is necessary the same duration of the standard program for cotton and the same sound radiation transferred by air as well as other model of the household drum dryer presented at the market by the same supplier under other commercial code;

the program - series of the set transactions for drying of certain types of fabric;

cycle - complete process of drying as it is determined for the chosen program;

program duration - time from the beginning before completion of the program, without any delay programmed by the user;

nominal reservoir - the maximum quantity in kilograms of dry textile products of certain type specified by the supplier, step by step on 0,5 of kg which can be processed in the household drum dryer with use of the chosen program if they were loaded according to instructions of the supplier;

partial loading - half of nominal reservoir for certain program of the household drum dryer of linen;

efficiency of condensation - ratio between the mass of the condensed water of the condenser drum dryer and mass of the water removed from loading upon termination of one cycle;

the switched-off mode - condition in case of which the household drum dryer is switched off by means of elements of management or buttons of the switches available to the end user and held for use by the last in case of normal functioning, for achievement of the lowest level of energy consumption; this mode can remain during the uncertain period until the household drum dryer is connected to the power supply and is used according to instructions of the producer; if the elements of management or switches available to the end user, no, the switched-off mode means condition in which there is household drum dryer after independent return to stationary energy consumption;

sleep mode - the lowest mode of energy consumption which can remain indefinitely after completion of the program without any intervention of the end user, except unloading of the household drum dryer;

the end user - the user who buys or intends to purchase the household drum dryer;

commercial point - the place where household drum dryers are provided or are offered for sale, hire or installment purchasing;

the standard program for cotton - cycle of drying of fabrics from cotton with initial humidity of loading of 60% before achievement of humidity of 0%.

III. Obligations of suppliers and dealers.

5. Suppliers:

a) provide that each household drum dryer was supplied with the printing label according to the format specified in appendix No. 1 to this Provision which contains information established in the corresponding appendix;

b) provide the information leaflet of product according to appendix No. 2 to this Provision;

c) provide, according to the statement, the technical documentation provided in appendix No. 3 to this Provision, the Main state inspectorate for supervision of non-food products and consumer protection and/or supervision bodies and control;

d) include class of energy efficiency in any advertizing of specific model of the household drum dryer if advertizing provides information connected with energy consumption or cost of product;

e) include class of energy efficiency in all technical promotional materials concerning specific model of the household drum dryer which describe its specific technical parameters.

f) provide to dealers for each model of the household drum dryer presented at the market from the date of entry into force of this provision, with the new identifier of model, the electronic label in format and with information, specified in appendix No. 1 to this Provision. She can be presented to dealers and for other models of household drum dryers;

g) provide to dealers of model of the household drum dryer presented at the market, with the new identifier of model, the electronic information leaflet of product, as directed, provided in appendix No. 2 to this Provision. He can be presented to dealers and for other models of household drum dryers.

6. Dealers:

a) provide that in commercial point each household drum dryer had the label provided by the supplier according to the subitem and) Item 5 of this provision, on outer side of front or upper part of product so that the label was accurately visible;
