The State Parties of the Commonwealth of Independent States which are referred to as further with the Parties

being guided by provisions of the Agreement on cooperation of the State Parties of the Commonwealth of Independent States in fight against terrorism of June 4, 1999,

recognizing need of carrying out coordinated policy in the field of material logistics of the competent authorities fighting terrorism and other violent manifestations of extremism

being guided by intention to create for this purpose equal and preferential conditions for comprehensive equipment of the competent authorities fighting terrorism and other violent manifestations of extremism, special technology, special means and materials of providing

agreed as follows:

Article 1

For the purposes of this agreement mentioned below terms mean:

anti-terrorist divisions – specially authorized divisions of competent authorities of the Parties to which functions are carried the prevention, identification, suppression of terrorist activities, other violent manifestations of extremism and minimization of their effects;

purchase and delivery on favorable terms – purchase and delivery of the special equipment, special means and materials of providing at the prices created in the state for own needs of competent authorities;

competent authorities – the security service, special services, law enforcement agencies and other state bodies of the Parties having anti-terrorist divisions in the structure;

providing materials – material and vehicles, equipment of anti-terrorist divisions, including the weapon and ammunition which are not carried by the national legal system of the Parties to military products;

material logistics – purchase and delivery of the special equipment, special means and materials of providing on the basis of agreements (contracts) signed between competent authorities;
