About additional measures for strengthening of homeland security of Ukraine
Considering situation which developed in east regions of Ukraine, for the purpose of increase in readiness for prevention and neutralization of threats of homeland security of Ukraine, ensuring counteraction to terrorist manifestations and enhancement of the mechanism of development and realization of single state policy in the field of civil protection the National Security and Defense Council of Ukraine solved:
1. Approve the bill of Ukraine "About introduction of amendments to the Law of Ukraine "About legal regime of warlike situation" and suggest the President of Ukraine to submit the bill for consideration of the Verkhovna Rada of Ukraine as urgent for extraordinary consideration by parliament.
2. Form according to article 14 of the Law of Ukraine "About the National Security and Defense Council of Ukraine" the Military office of the National Security and Defense Council of Ukraine as working body of the National Security and Defense Council of Ukraine.
Suggest the President of Ukraine to approve Regulations on the Military office of the National Security and Defense Council of Ukraine.
3. To the Cabinet of Ministers of Ukraine:
1) instantly:
a) develop by results of carrying out technical inventory count of fund of protective constructions of civil protection complex of actions for recovery of functioning of protective constructions of civil protection to destination and their fitting with necessary means of civil protection and property;
b) prepare and submit bills for consideration of the Verkhovna Rada of Ukraine:
about introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2015", having provided additional expenses on financing of actions for recovery of fund of protective constructions of civil protection and to enhancement of functioning of single state system of civil protection;
