1. Approve the enclosed Health regulations in the woods.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Health regulations in the woods

1. General provisions

1. These Health Regulations in the woods (further - Rules) are developed according to Item 3 of Article 67 of the Forest code of the Republic of Kazakhstan and regulate procedure of forest shelter actions on sites of the state forest fund.

2. All types of forest uses and other forestry and landscape works in the wood, including forest shelter actions from wreckers and diseases, are performed by the methods and methods which are not making negative impact on condition of the woods.

3. The woods of natural and artificial origin, nurseries, plantations, and the prepared forest products, and also other territories of forest fund according to these rules are subject to protection against wreckers, diseases and other harmful effects of natural and anthropogenous nature.

4. Protection of the state forest fund against wreckers and diseases of the wood is provided with systematic tracking its condition, timely identification of the centers of wreckers and diseases of the wood, measures for prevention of emergence of the centers, their localization and liquidation.

5. Implementation of protection of the woods in the territory of the state forest fund includes:

1) current, expeditionary, aero visual and other forest pathological inspections;

2) general, reconnoitring and detailed observations of development of wreckers and diseases of the wood;

3) implementation of land and aviation works on pest control and wood diseases;

4) prevention and liquidation of the centers of wreckers of the wood.

2. General procedure for appointment, planning and holding forest shelter actions

Terms and types of forest shelter actions are established by forest owners and forest users based on the actual sanitary state of the woods which comes to light in case of forest management, forest pathological inspection, monitoring of forest ecosystems and the long-term and short-term forecasts constituted on their basis, and also taking into account category of the state forest fund, age of the woods and their availability, phase of development of the centers of wreckers, biology of tree species, biology of harmful insects and causative agents of diseases, economic and ecological feasibility.

7. Forest shelter actions are appointed first of all in the plantings damaged or weakened by the fire, windfall, drought, excessive drainage, excessive moistening, industrial emissions or other adverse factors, and also as a result of cabins, tapping and other uses of the wood, in the centers of the harmful insects and diseases which caused damage and death of trees to the sizes, menacing to stability of plantings, violation of their criterion functions, and also in the preventive purposes.

8. Forest shelter events in especially protected natural territories are held taking into account the modes of their protection.

9. Forest shelter actions are performed by forest owners and forest users separately on work types, at the same time selective and continuous sanitary cabins are drawn up according to the Plan (adjustment) of holding forest shelter actions approved by the head of forest organization according to appendix 1 to these rules. The share of liquid wood, including business, is established based on material money value of cutting areas.

10. Forest shelter actions are appointed by forest owners and forest users annually and are adjusted as required. Measures for protection of rare and endangered species of plants and animal, unique natural communities, cedar and other valuable woods are provided in them.

11. Distribution of amounts of forest shelter actions is carried out taking into account term and specifics of damage of plantings, biology of tree species, harmful insects and causative agents of diseases.

12. In the areas which were affected by natural disasters (damage of the wood by the fires, industrial emissions, windfall, snowbreakage, drought, insects, diseases) the necessary changes directed to cleaning of the damaged wood are made to plans of forest shelter actions.

13. Selective sanitary cabins and continuous sanitary cabins in the territory of the state forest fund are carried out according to the procedure, established by the Government of the Republic of Kazakhstan.

3. Types and tasks of forest shelter actions

14. For the purpose of preserving and increase in stability of plantings, increase in their productivity, decrease in number of trunk wreckers, reduction of infectious background of diseases, and also increase in fire safety in the woods, forest owners and forest users timely hold the following forest shelter events:

cleaning of cutting areas;

cleaning of extra felling clutter;

calculation of lovchy trees or heaps;

cutting down of undesirable tree species, bushes and other vegetation which are intermediate links of spread of dangerous diseases of the wood;

selective sanitary cabins;

continuous sanitary cabins;

other necessary measures of protection of the wood from wreckers and diseases.

4. Cleaning of cutting areas and cleaning of extra felling clutter

15. Cleaning of cutting areas is carried out according to the procedure for cabins of the wood on sites of the state forest fund determined by the Government of the Republic of Kazakhstan.

16. Cleaning of clutter is appointed in the presence of liquid wood in the form of windfall, windbreak, snow breaker.

In the esthetic and fire-proof purposes in the woods performing sanitary and hygienic and improving functions, and also in the woods of especially protected natural territories (where it is allowed) also cleaning of illiquid wood is carried out.
