realizing regulations of the Agreement between Ukraine and the Russian Federation on cooperation and interaction on boundary questions of August 3, 1994, the Agreement between the Government of Ukraine and the Government of the Russian Federation on cooperation of the border areas of Ukraine and the Russian Federation of January 27, 1995 and the Agreement between the Government of Ukraine and the Government of the Russian Federation on check points through frontier between Ukraine and the Russian Federation of February 8, 1995,

considering historically developed good-neighbourhood,

recognizing need of preserving and development of economic, cultural and other traditional ties between the population of border regions of Ukraine and the Russian Federation,

for the purpose of creating favorable conditions for crossing of frontier by the citizens living in border regions of Ukraine and the Russian Federation

agreed as follows:

Article 1

1. Terms in this agreement are used the following basic concepts:

a) border - the Russian-Ukrainian frontier, established by the Contract between Ukraine and the Russian Federation on the Russian-Ukrainian frontier of January 28, 2003;

b) the boundary region - the area of Ukraine, the Autonomous Republic of Crimea, the subject of the Russian Federation which territories adjoin to border. The list of border regions of Ukraine and the Russian Federation are given in Appendix 1 to this agreement;

c) inhabitants of border regions are the citizens of Ukraine and citizens of the Russian Federation who are constantly living in border regions;
