1. Bring in the order of the Government of the Kyrgyz Republic "About approval of Rules of provision of specifications and procedure for connection to networks of engineering facilities in the Kyrgyz Republic" of February 10, 2009 No. 100 the following amendments and changes:

"3-1. To the state agency of architecture, construction and housing and communal services under the Government of the Kyrgyz Republic together with the energy companies, plenipotentiaries of the Government of the Kyrgyz Republic in areas and the city halls of the cities:

- carry out inventory count of engineering networks for the purpose of identification of the most problem sites (zones, regions); sites in the territory of which connection of new consumers is impossible; the objects having free capacities and till June 1 20015 years to develop the general scheme of networks of engineering infrastructure for each region;
