About approval of Rules of ensuring industrial safety in case of the address with sources of ionizing radiation
According to subitem 94-3) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701, I ORDER:
1. Approve the enclosed Rules of ensuring industrial safety in case of the address with sources of ionizing radiation.
2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (to Erzhanov A. K.) provide:
1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction of the copy on official publication in mass media and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the Internet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.
3. To impose control of execution of this order on the vice-minister of investments and development of the Republic of Kazakhstan Rau A. P.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of ensuring industrial safety in case of the address with sources of ionizing radiation (further - Rules) are developed according to subitem 94-3) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and determine procedure for the organization and ensuring industrial safety in case of the address with sources of ionizing radiation (further - III) which can create in case of the treatment of them:
1) individual annual effective dose more 10th microsievert (further - μSv);
2) individual annual equivalent dose in skin more than 50 millisieverts (further - мЗв) and in crystalline lens more than 15 мЗв;
3) collective effective annual dose more than 1 person - Sievert.
Rules do not extend to space radiation on the Earth's surface and the internal radiation of the person created by natural potassium.
2. In these rules the following terms and determinations are used:
1) subjects to use of atomic energy - nuclear installations, sources of ionizing radiation is higher than withdrawal levels, the Items of placement, the organizations using sources of ionizing radiation, including medical, educational, research, commercial, agricultural and industrial, including mining, processing, and also other organizations;
2) deactivation - removal or decrease in radioactive pollution from any surface, or from any circle;
3) sources of ionizing radiation - the radioactive materials, devices or devices containing radioactive materials, and also the devices or devices which are letting out or capable to emit ionizing radiation;
4) work with source of ionizing radiation - all types of the address with radiation source on workplace, including radiation control;
5) the device (source) generating ionizing radiation - the electrophysical device (the x-ray device, the accelerator, the generator, etc.) in which ionizing radiation arises due to change of speed of charged particles, their annihilation, or nuclear reactions;
6) personnel - the persons working with technogenic sources of the radiation (group A) or being under the terms works in the field of their impact (group B);
7) radioactive material - the substance in any aggregate state containing radionuclides with activity;
8) pollution radioactive - presence of radioactive materials on surface, in material, in air, in body of the person, or in other place, in the quantity exceeding the levels established by these rules;
9) burial of radioactive waste - safe placement of radioactive waste without intention of subsequent their extraction;
10) source radionuclide closed - source of radiation which device excludes intake of the radionuclides containing in it to the environment in the conditions of application and depreciation which it is expected;
11) source radionuclide opened - source of radiation when which using intake of the radionuclides containing in it to the environment is possible;
12) control radiation - receipt of information on radiation situation in the organization, in the environment and about levels of radiation of people (includes radiation and radiometric control);
13) radiation installation - the installation which is not nuclear including the buildings relating to it, constructions and the equipment on which the treatment of radioactive materials higher than the levels of withdrawal is performed;
14) radioactive materials - any materials of natural, or technogenic origin, in any aggregate state, the containing radionuclides to which action of these rules extends;
15) radioactive waste - radioactive materials, nuclear materials, or radionuclide sources which further use is not provided;
16) the sanitary inspection room - complex of the rooms intended for change of clothes, footwear, sanitary processing of personnel, control of radioactive pollution of integuments, individual protection equipment, special and personal clothes of personnel;
17) nuclear installation - the special installation including the buildings relating to it, constructions and the equipment on which the treatment of nuclear materials in quantities is performed is higher than the levels of withdrawal.
3. For ensuring industrial safety in case of the address with sources of ionizing radiation on hazardous production facilities, it is necessary to provide:
1) implementation of production control over radiation situation on workplaces, in rooms, in the territory of object, in controlled areas behind emission and dumping of radioactive materials;
2) completion of the staff of officials and personnel, according to requirements of the organizational and technical actions providing safe performance of works;
3) planning and implementation of actions for ensuring radiation safety and safety of sources of ionizing radiation;
4) prevention of penetration on objects where sources of ionizing radiation, strangers are used;
5) carrying out regular control and accounting of individual doses of radiation of officials and personnel;
6) regular informing officials and personnel on levels of ionizing radiation on their workplaces, and about the size of the individual doses of radiation received by them;
7) the organization of carrying out preliminary (in case of revenues to work) and periodic medical examinations of officials and personnel;
8) the admission to work with sources of ionizing radiation of the officials and personnel who were trained, and having the admission to work;

4. Conditions of ensuring industrial safety in case of the address with sources of ionizing radiation is accomplishment of the following requirements:
1) lack of radiation of officials, personnel and the population in case of normal operation of sources of ionizing radiation over the set limits of doses of radiation;
2) lack of environmental pollution by radioactive materials above admissible levels;
3) lack of radiation accidents in case of all work types performed in case of production, conversion, application and storage of sources of ionizing radiation.
5. The project documentation (further - the project) subjects to use of atomic energy, shall contain substantiation of measures of safety in case of their designing, construction, reconstruction, operation, conclusion from operation.
6. In the project documentation of subjects to use of atomic energy the Section containing data on ensuring industrial safety, availability of professional emergency service, the nomenclature, amount and storage locations of individual protection equipment, medicines, emergency inventory of the dosimetric devices, decontamination equipment and sanitary processing, tools and stock necessary for carrying out urgent works on recovery from the accident, incident is developed.
7. Acceptance in operation of the new and reconstructed subjects to use of atomic energy having subquality work and departures from the project and these rules is not allowed.
8. For the irradiated persons the following levels of radiation are established:
1) the main limits of doses (further - PD);
2) the admissible levels of monofactor impact (for one radionuclide, way of receipt or one type of external radiation) which are derivative of the main limits of doses: limits of annual receipt (further - PGP), admissible annual average volume activities (further - DOA) and annual average specific activities (further - DUA);
3) reference levels (doses, levels, activities, density of flows).
9. The effective dose for personnel shall not exceed for the period labor activity (50 years) - 1000 мЗв.
10. The annual effective dose of radiation of personnel due to normal operation of technogenic sources of ionizing radiation shall not exceed the main limits of doses specified in appendix 1 to these rules.
11. For personnel of value of affiliated isotopes of radon (222Rn and 220Rn) - 218Po (RaA); 214Pb (RaB); 214Bi (RaC); 212Pb (ThB); 212Bi (ThC) in terms of equivalent equilibrium activity is constituted:
1) PGP: PRAA 0,10 + PRAB 0,52 + PRAC 0,38 = 3, 0 MBK
2) PTHB 0,91 + PTHC 0,09 = 0, 68 MBK
3) DOA: ARAA 0,10 + ARAB 0,52 + ARAC 0,38 = 1200 Bq/m3
4) ATHB 0,91 + ATHC 0,09 = 270 Bq/m 3,
where Pi and Ai - annual receipts and annual average volume activities in zone of breath of the corresponding affiliated isotopes of radon.
12. For students and pupils 16 years undergoing professional training with use of sources of ionizing radiation are more senior, annual doses shall not exceed the values established for persons which are not occupied at work with sources of ionizing radiation nepostredstvenno, but under the terms of accommodation or placement of workplaces can be affected by ionizing radiation.
The these persons who are under the terms of work in the field of impact of sources of ionizing radiation treat personnel of group B.
13. All requirements for ensuring radiation safety established for personnel of group A extend to persons equated under the terms of work to the personnel working with technogenic sources of ionizing radiation. Control with use of individual dosimeters, is obligatory for personnel of group A.
The main limits of doses are specified in appendix 1 to these rules.
14. Individual control of radiation of personnel, depending on nature of works includes:
1) radiometric control of impurity of integuments and individual protection equipment;
2) control of nature, dynamics and levels of intake of radioactive materials in organism, with use of methods of direct and/or indirect radiometry;
3) control of doses external beta, gamma and x-ray radiations, neutrons with use of individual dosimeters, or settlement way. By results of radiation control values of effective doses at personnel, and if necessary are calculated, values of equivalent doses of radiation of separate bodies are determined.
15. Control of radiation situation depending on nature of the carried-out works includes:
1) measurement of capacity of dose x-ray, scale and neutron radiations, density of particle fluxes of ionizing radiation on workplaces, in adjacent rooms, in the territory of the organization, in the sanitary protection zone;
2) measurement of levels of pollution by radioactive materials of working surfaces, equipment, vehicles, individual protection equipment, integuments and clothes of personnel;
3) determination of volume activity of gases and aerosols in air of working rooms;
4) measurement, or assessment of activity of emissions and dumpings of radioactive materials;
5) determination of levels of radioactive pollution of objects of the environment in the sanitary protection zone.
16. In the organization at information stands data on levels of ionizing radiation on workplaces and sizes of the received individual doses of radiation are regularly placed.
17. By the time of receipt of sources of ionizing radiation, the technical lead of the operating organization approves the list of persons allowed to work with them, appoints the order on the organization of persons providing accounting and storage of sources of ionizing radiation, the organization of collection, storage and delivery of radioactive waste, production control over radiation safety.
18. All sources of ionizing radiation which arrived in the organization are considered in the Credit and debit register of sources of ionizing radiation, according to appendix 2 to these rules.
19. If the organization owner of the sources of ionizing radiation transferred to temporary storage periodically uses them for production needs, receipt of sources of ionizing radiation is made only based on the written request.
20. Credit and debit magazines store constantly. Copies of technical data sheets (certificates) and orders requests for sources of radiation are stored at responsible for accounting and storage.
21. The sources of ionizing radiation which are not in work shall be stored in the allocated places, or in the equipped storages ensuring their safety and excluding access for strangers to them.
22. Sources of ionizing radiation in case of which storage release of radioactive gases, vapors or aerosols is possible shall be stored in the closed vessels made of fireproof materials, with removal of the formed gases in fume cupboards, boxes, cameras, with clearing filters on ventilating systems. In storages round the clock working exhaust ventilation is established.
23. Sources of ionizing radiation are issued by the responsible person from storage locations according to requirements, with the written permission of the technical lead of the organization. Issue and return of sources of radiation is registered in the credit and debit magazine.
24. In case of dismissal (transfer) of persons allowed to works with radiation sources, the administration accepts all radiation sources which are registered for them under the act.
25. Annually the order of the head of the organization creates the commission on inventory count of sources of ionizing radiation, on check of correctness of conducting their accounting.
26. The personnel working with sources of ionizing radiation shall be provided with individual protection equipment.
27. The contaminated special clothes and linen go to laundries for deactivation.
28. The equipment, container, the packagings, devices, portable installations, vehicles containing sources of ionizing radiation are marked by signs of radiation hazard.
29. The operational personnel shall observe production schedules, operating mode of the equipment, to keep it clean, to watch technical condition of the equipment, to timely reveal and eliminate defects in its work. All violations of technical operation found and the eliminated defects, defects of the operative equipment are fixed in the replaceable magazine.
Modification of design of the technical device is allowed only in coordination with the organization developer and the manufacturer.
30. General configuration and arrangement of the equipment where radioactive materials are used, shall provide convenience of servicing and carrying out repair work.
31. The instrumentations established on the equipment where radioactive materials are used shall have seal or brand of checking. Devices are calibrated in the terms provided by management on their operation, every time when there is doubt in correctness of indications. Manometers, indicators of weight and other instrumentations are established so that their indications clearly were visible to service personnel.
32. Behind equipment condition where radioactive materials are used, constant control by person responsible for production supervision in the organization for the approved schedule - at least once a quarter shall be established.
Results of survey are registered survey of the equipment.
33. Repair of the equipment where radioactive materials are used, shall be made according to schedules of scheduled preventive maintenance, according to plans of the organization of works and production schedules.
34. Depending on amount and nature of works, production control over radiation safety shall be exercised by service or the person responsible for radiation safety who had special training.
35. During the works with open sources of ionizing radiation protection of personnel against internal and external radiation is provided, air pollution and the surfaces of working rooms, integuments, clothes of personnel, the object territory is limited.
36. In rooms where works with open sources of ionizing radiation are conducted, the ventilating and airclearing devices providing protection of air of working rooms and atmospheric air against radioactive pollution shall be established.
37. Systems of heating, ventilation and air conditioning in factory buildings, rooms and constructions, including rooms of control panels, cabins of crane operators and other isolated rooms, are equipped taking into account need of providing for the working area of permanent and non-constant workplaces during labor activity of normative parameters of the air circle on indicators of temperature, humidity, speed of movement of air, hazardous substance content, ionization.
38. Mechanical ventilation is provided for rooms and certain sites in which the normalized microclimatic parameters and hazardous substance content in air of the working area are not provided with natural ventilation, and also for rooms and zones without natural airing. Use of the combined ventilation - mechanical with partial use of inflow or removal of air is allowed.
39. The air deleted by ventilating systems, containing hazardous and dangerous substances before emission in the atmosphere is subject to cleaning according to sanitary and epidemiologic requirements.
40. Ventilating installations after the end of installation shall be adjusted, experienced for efficiency and are accepted in operation by the commission appointed by the head of the organization with execution of the corresponding documentation. Acceptance for operation of ventilating installations in the presence of subquality work and departures from the project is not allowed.
41. For ensuring safe operation of ventilating installations the management of the organization shall designate the order person responsible for serviceable condition and safe operation of ventilating installations.
42. On all ventilating installations passports, repair maps and magazines of operation shall be created.
43. In operating time of processing equipment all main forced-air and exhaust ventilating installations shall work continuously.
44. In case of defective systems of ventilation operation of processing equipment which operation is followed by allocation of dangerous and hazardous substances is not allowed. In case of stop of ventilating installation or increase in concentration of hazardous substances above hygienic standard rates work shall be indoors immediately suspended and people are removed from the room.
45. Ventilating systems shall join before launch of processing equipment, and be disconnected after its stop with the endurance of time excluding possibility of creation in air of concentration of the hazardous or dangerous substances exceeding their extreme admissible concentration.
46. In rooms in which production is performed storage or is possible emergence of explosive, and also hazardous substances of 1 class of danger, continuous control of condition of the air circle by means of automatic gas analyzers with the device of the light and sound alarm system and simultaneous inclusion of the emergency ventilation working in case of emergence in air of the concentration of explosive gases or vapors of flammable liquids which is not exceeding 20% of the lower concentration limit of ignition, and for harmful explosive gases, harmful gases, vapors and aerosols - shall be exercised in case of approach of their concentration to maximum permissible regulations. In explosion-fire-hazardous rooms ventilating installations shall be performed in explosion-proof execution.
47. It is not allowed to close ventilating latches and shiber, stitched and exhaust openings (channels), and also to stop and turn on fans to persons which are not servicing ventilating installations.
48. Places of organized allocation of harmful vapors and gases shall have local shelters (casings) and be provided with individual protection equipment of working.
49. Ventilating installations shall be equipped with devices (hatches, the union) for control and measurement of speed, pressure and air temperature in air ducts and devices for regulation of amounts of the moved air.
50. All metal air ducts and the equipment of ventilating systems (stitched and exhaust) need to be grounded.
51. Air ducts of systems of ventilation, the place of connections of their sites with each other and with fans shall be hermetic, exclude intake of the air containing dangerous and hazardous substances in system of forced ventilation.
52. The air intake device for stitched systems of ventilation shall exclude hit of dangerous and hazardous substances in all operating modes of production.
53. In case of consolidation in one building of productions or adjacent rooms with allocation of hazardous substances of different classes of danger to rooms with content of the most toxic hazardous substances dominance of extract over organized inflow shall be provided.
54. Requirements to the device of water supply system, heating and the economic and household sewerage are regulated by regulating documents in the field of architecture, town planning and construction.
55. The deleted contaminated air before emission in the atmosphere is purified. Dilution of this air before its cleaning is excluded. It is allowed to delete air to the external environment without cleaning if its total emission in year does not exceed the admissible value of emission established for the organization. At the same time levels of external and internal radiation of personnel do not exceed the established quotas.
56. Rooms for works with open sources of ionizing radiation shall correspond to the class of works with open sources of radiation specified in appendix 3 to these rules.
57. Works of the I class carry out in the certain building or the isolated part of the building with separate entrance through sanitary propusknik. Working rooms equip with boxes, cameras, canyons or other hermetic equipment. Rooms are divided into three zones:
1) the first zone - unattended rooms where place the processing equipment and communications which are the main sources of radiation and radioactive pollution. Stay of personnel in unattended rooms in case of the working processing equipment is not allowed;
2) the second zone - periodically serviced rooms intended for the repair of the equipment and other works connected with opening of processing equipment, placement of nodes of loading and unloading of radioactive materials, temporary storage of raw materials, finished goods and radioactive waste;
3) the third zone - rooms of permanent stay of personnel during all change (operator, control panels);
4) for exception of distribution of radioactive pollution between zones sanitary locks are equipped;
5) during the works of the I class depending on purpose of radiation object and efficiency of the applied barriers the bizonal layout of working rooms is allowed.
58. In rooms for works of I and II classes management of general systems of heating, gas supply, compressed air, water supply system and group electric guards shall be taken out from working rooms.
59. For decrease in levels of external radiation of personnel from open sources of radiation systems of automation and remote control, shielding of sources of radiation and reducing time of working activities are used.
60. Works of the II class are carried out in the rooms grouped in separate part of the building separately from other rooms. When carrying out in one organization of works the general block of the rooms equipped according to requirements imposed to works of the II class is allowed to allocate II and III classes connected by single technology.
61. In case of the layout rooms of permanent and temporary stay of personnel are allocated. As a part of these rooms the sanitary propusknik or sanitary lock is provided. Rooms for works of the II class shall be equipped with fume cupboards or boxes.
62. Works of III class shall be carried out in the certain rooms conforming to requirements imposed to chemical laboratories. As a part of these rooms the device of supply and exhaust ventilation and shower is provided. The works connected with possibility of radioactive air pollution shall be carried out in fume cupboards.
63. The sanitary propusknik shall be equipped: shower, wardrobe personal clothes, wardrobe special clothes, rooms for storage of individual protection equipment, Item of radiometric control of integuments and overalls, the storage room of dirty overalls, the storage room of net overalls, toilet rooms.
64. The layout of sanitary propusknik shall provide separate passing of personnel to working rooms and in the opposite direction along different routes.
65. During the works with open sources of ionizing radiation systems of automation and remote control, shielding of sources of radiation and reducing time of working activities shall be used.
66. On doors of each room its appointment, class of the carried-out works is specified and the sign of radiation hazard is placed.
67. The equipment, tools and furniture are assigned to rooms of each class (zone) and are respectively marked. Their transfer from rooms of one class (zone) to others is not allowed; in exceptional cases it is allowed after radiation control with obligatory replacement of marking.
68. Floors and walls of rooms for works of the II class and 3rd zone I of class, ceilings in the 1st and 2nd zones I of class become covered with the slabosorbiruyushchy materials resistant to detergents. The rooms relating to different zones and classes shall be painted in different colors.
Edges of coverings of floors shall be raised and be closed up to walls. In the presence of ladders floors shall have biases. Cloths of doors and covers of windows shall have the elementary profiles.
69. During the works with sources of ionizing radiation the complex of actions for deactivation of production rooms and the equipment shall be provided. Frequency of carrying out deactivation is established depending on specific type of production.
70. In rooms where works with radioactive materials in open form are conducted, it is not allowed:
1) stay of officials and personnel without necessary individual protection equipment;
2) meal, smoking, use of cosmetic accessories;
3) storage of foodstuff, the personal belongings which do not have relations to work.
71. Hermeticity of the closed sources of radiation shall be checked according to the procedure and in the terms established by management of the manufacturer on their operation.
72. Use of the closed radiation sources in case of violation of their hermeticity, and also after fixed term of operation - is not allowed.
73. Devices in which the closed sources of radiation and the device to mechanical, chemical, temperature and other impacts are placed are equipped with signs of radiation hazard.
74. In non-working provision the closed sources of radiation shall be in protection devices.
75. Devices for storage of the closed sources of ionizing radiation (niches, wells, safes) shall be designed so that in case of bookmark or extraction of separate sources of radiation the personnel were not exposed to radiation from other sources of radiation. Doors of sections and packaging with radioactive materials (containers) shall open and have easily clear marking with indication of the name of radionuclide and its activity. Person responsible for accounting and storage of sources of ionizing radiation shall have the schematic map of their placement in storage. The glass reservoirs containing radioactive liquids are located in metal or plastic packagings.
76. Rooms where works on stationary installations with the closed radiation sources are carried out, are equipped with systems of blocking and the alarm system about source provision (the block of sources).
77. When using devices with the closed radiation sources, out of rooms or in general production rooms access for strangers to sources of radiation is not allowed and safety of sources shall be ensured. For the purpose of ensuring radiation safety of personnel it is necessary:
1) not to allow the direction of radiation on people;
2) to delete radiation sources from service personnel on perhaps bigger distance;
3) to limit time of stay of people near radiation sources;
4) to hang out sign of radiation hazard and precautionary posters which clearly are visible from distance at least 3 meters.
78. On installation the device for forced remote moving of source of radiation to storage provision in case of shutdown of power food of installation, or in case of any other emergency situation shall be provided.
79. Installation, adjustment, reloading of sources of radiation and maintenance of radio isotope devices (further - RIP) is allowed to be carried out to the specialists of the organizations, or specialized organizations allowed to works with sources of ionizing radiation.
80. In case of production, installation, adjustment, testing and operation of RIP the measures of protection provided by the production schedules approved by the technical lead of the organization shall be observed.
81. Extraction of sources of radiation from blocks if it is not provided by the operation manual, is not allowed. When the operation manual provides their extraction, it is necessary to use the remote tool, filters and other devices.
82. In cases of depressurization of the closed source of ionizing radiation, the main protective measures go to the prevention of pollution of the production circle, the equipment, overalls, body and hands of personnel. The source is withdrawn from operation and goes to burial.
83. In the organizations where radioactive waste are formed, the production schedules approved by the technical lead of the organization and providing procedure for collection, temporary storage and transfer on burial of radioactive waste are developed.
In production schedules the following main questions shall be reflected:
1) the organization of collection of liquid and solid waste, it is direct in places of their education;
2) accounting of waste and requirement to their temporary storage;
3) routes of transportation of waste in the organizations;
4) deactivation of collections containers, the belonging organizations used for temporary storage of radioactive waste;
5) keepings and removals of the radioactive waste containing short-lived radionuclides;
6) preparation of waste and the fulfilled sources for transfer on burial;
7) the organizations of radiation control during the works with radioactive waste;
8) the organizations of works in case of accident, incident.
Measures of fire safety in case of collection, storage and transportation of pozharo-explosive liquid and solid radioactive waste shall be provided in production schedules.
84. In the organizations where formation of radioactive waste is possible, work with sources of ionizing radiation, without availability of conditions for collection and temporary storage of radioactive waste is not allowed.
85. Collection of radioactive waste in the organizations is made directly in places of their education, separately from regular waste taking into account:
1) the classification of liquid and solid radioactive waste specified in appendix 3 to these rules;
2) aggregate state (firm, liquid);
3) physical and chemical characteristics;
4) nature (organic and inorganic);
5) half-life period of the radionuclides which are in waste (less than 5 days, more than 15 days);
6) vzryvo-and inflammability;
7) the accepted methods of conversion of waste.
86. For collection of solid radioactive waste in the organization are established container. The locations of containers are equipped with defensors for decrease in radiation beyond their limits to admissible level.
87. Liquid radioactive waste shall gather in reservoir. They are subject to concoction and are transferred to the hardened condition in the organization where they are formed, or in the specialized organization for the treatment of radioactive waste then go for burial.
88. In the organizations where significant amount of liquid radioactive waste is formed (more than 200 liters a day), the system of the sewerage in which it is not allowed to dump the non-radioactive drains is provided.
89. Temporary storage of radioactive waste of different categories in the organization is performed in the certain room, or on the allocated site equipped according to requirements imposed to rooms for works of the II class.
90. The term of temporary storage of radioactive waste shall not exceed one month. When monthly formation of waste does not exceed 50 liters (kilograms), prolongation of term of temporary storage, but no more than 6 months according to the decision of the technical lead of the organizations is allowed.
91. Conversion of radioactive waste, long-term storage and burial are made by the organizations having the state licenses for the corresponding types of activity.
92. Transfer of radioactive waste from the organization for conversion, long-term storage or burial is made in special container and drawn up by the act.
93. It is not allowed to carry out acceptance on burial of explosive, or self-igniting solid and liquid waste. They are transferred previously to harmless condition, in places of their education.
94. Burial of highly active, medium-active and low-active waste is performed separately.
95. The choice of places of burial of radioactive waste is made taking into account hydrogeological, geomorphological, tectonic and seismic conditions. On radiation installations I of category not later than five years before the appointed date of termination of operation, the project of conclusion from operation of all object, or its separate part is developed. For radiation installations II of category the project of conclusion from operation is developed not later than three years before the termination of useful life, for radiation installations III of category - in one year.
97. Actions for safety at different stages of its conclusion from operation are provided in the project of conclusion of radiation installation from operation: stop, preservation, dismantle, reshaping, liquidation or burial, when carrying out repair work.
98. The project of conclusion from operation of radiation installations contains:
1) preparation of the necessary equipment for carrying out dismantling works;
2) actions for ensuring industrial safety, radiation and sanitary and hygienic control in case of work;
3) methods and decontamination equipment of the dismantled equipment;
4) measures for utilization of radioactive waste;
5) environmental measures and normalization of ecological situation both in the course of works, and after their termination.
99. Works on conclusion of radiation installation from operation shall be performed by personnel of object, or personnel of other organizations allowed to production of these works.
100. Transportation of sources of ionizing radiation is performed according to the legislation of the Republic of Kazakhstan in the field of use of atomic energy.
101. The program of radiation protection approved by the head of the organization is developed for transportation of sources of ionizing radiation. Methods and measures of protection of personnel and the population provided in the program depend on size and probability of radiation.
102. When implementing transportation, protection and safety are optimized so that the size of individual doses, number of persons which are exposed to radiation, and probability of radiation kept at reasonably achievable low level, and doses of individual radiation did not exceed the corresponding limits of doses.
103. The personnel transporting sources of ionizing radiation shall have training concerning industrial safety.
104. On the packagings containing sources of ionizing radiation, and vehicles transporting them, the corresponding numbers, markings, labels, information plates and signs of danger are put.
105. The consignor provides:
1) development of the list of possible emergencies when loading on the vehicle, along the line, to unloading, liquidation plans of the accidents providing availability of the accompanying rescue units;
2) compliance of packaging set to requirements to safe transportation, the correct marking of packaging and to providing the warning signs on the vehicle;
3) certificates on the packaging containing sources of ionizing radiation;
4) approval of order of interaction of rescue units at all stages of transportation and holding preliminary trainings;
5) means for accident elimination and delivery of health care by the victim.
106. The vehicles transporting sources of ionizing radiation shall correspond:
1) to constructive technical characteristics of the manufacturer;
2) to equipment conditions control devices of registration of work-rest schedule of drivers (tachographs);
3) to picking conditions the operational tool and the equipment, according to the Liquidation plan of accident;
4) to equipment conditions individual protection equipment of the driver and attendant of personnel.
107. Railway and automotive vehicles on which packagings are transported transport packets, or cargo container with sources of ionizing radiation are designated by signs of radiation hazard, in the following procedure:
1) on two external sidewalls for the rail vehicle;
2) on two external sidewalls and on external back wall for the automotive vehicle.
108. If the vehicle has no sidewalls, signs are allowed to be applied directly on the module bearing load provided that they are easily distinguishable, in relation to reservoirs or cargo containers of the big sizes availability on them is enough corresponding signs. If the configuration of the vehicle does not allow to put signs of larger sizes, the sizes of standard sign of radiation hazard, it is allowed to reduce to 100 mm.
109. The driver transporting sources of ionizing radiation by the vehicle prior to the beginning of trip shall undergo pretrip instructing in transportation of sources of ionizing radiation and have in case of himself the following accompanying documents:
1) route of transportation of sources of ionizing radiation;
2) the action plan in emergency developed by the consignor;
3) addresses and phones of carrier, the consignor, consignee, authorized bodies on control of ensuring safe operation of transport, traffic safety, the prevention and liquidation of the emergency situations located on traffic route.
110. For the purpose of ensuring readiness for actions for localization and accident elimination and their effects, the organizations using sources of ionizing radiation in the activities shall:
1) to plan and perform actions for localization and accident elimination and their effects;

1) the forecast of possible accidents on radiation object taking into account probable causes, types and scenarios of development of accident, the predicted radiation situation in case of accidents;
2) criteria for decision making about holding protective measures;
3) the list of the organizations with which interaction in case of liquidation of accident and its effects is performed;
4) organization of emergency radiation control;
5) assessment of nature and amount of radiation accident;
6) procedure for introduction of the emergency plan in action;
7) procedure for the notification and informing;
8) behavior of personnel in case of accident;
9) the taken actions by officials when carrying out emergency works;
10) personnel measures of protection when carrying out emergency works;
11) fire-proof actions;
12) actions for protection of the population and environment;
13) delivery of health care by the victim;
14) measures for localization and liquidation of the centers (sites) of radioactive pollution;
15) preparation and training of personnel for actions in case of accident.
113. On production sites, in sanitary propusknik and medical aid station of radiation object there shall be first-aid kits with set of necessary means of first aid by the victim in case of accident, and on objects where work with radioactive materials - in the open form filled inventory of means of sanitary processing of persons which underwent to pollution is carried out.
114. In the organization the system of the emergency notification about the arisen accident shall be installed.
115. In all cases of factual determination of radiation accident, the administration of the organization immediately informs territorial subdivision of department of authorized body in the field of industrial safety, and also other state bodies, authorized to exercise public administration, control in the field of safety.
