About approval of Veterinary health regulations about conducting veterinary and sanitary examination of products of plant origin in the markets

Based on the paragraph of the fifth of part two of Article 9 and part seven of article 19 of the Law of the Republic of Belarus of July 2, 2010 "About veterinary activities", subitem 5.2 of Item 5 of the Regulations on the Ministry of Agriculture and Food of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of June 29, 2011 No. 867 "About some questions of the Ministry of Agriculture and Food" the Ministry of Agriculture and Food of the Republic of Belarus DECIDES:

1. Approve the enclosed Veterinary health regulations about conducting veterinary and sanitary examination of products of plant origin in the markets.

2. This resolution becomes effective in month after its signing.

Veterinary health regulations about conducting veterinary and sanitary examination of products of plant origin in the markets

1. Are established by these Veterinary health regulations procedure for conducting veterinary and sanitary examination of products of plant origin in the markets (further - veterinary and sanitary examination), the regulations of sampling necessary for its carrying out and procedure for registration of its results.

2. In these Veterinary health regulations terms and their determinations in the values established by the Law of the Republic of Belarus of July 2, 2010 "About veterinary activities" are applied (The national register of legal acts of the Republic of Belarus, 2010, No. 170, 2/1713), and also the following terms and their determinations:

organoleptic researches - determination on appearance of form, size, color, consistence, trade dress, availability or lack of pollution (the soil, sand, etc.), damages of products of plant origin;

batch of products of plant origin (further - batch) - set of units of products of plant origin of one grade and one term of collection;

test - the quantity of products of plant origin which is selected from batch for conducting veterinary and sanitary examination;

products of plant origin - vegetables (fresh, fermented, salty), greens fresh, fruit fresh, berries (fresh, dried, dried), fruits (fresh, soaked), seeds dried, mushrooms (fresh, dried).

3. Veterinary and sanitary expertize is carried out in laboratories of veterinary and sanitary examination concerning each batch coming for realization to the market.

4. Veterinary and sanitary examination includes:

organoleptic researches on organoleptic indicators on the list according to appendix 1;

determination of content of nitrates;

determination of content of radionuclides.

5. When conducting veterinary and sanitary examination concerning products of plant origin on which there are documents certifying their quality and safety and conforming on organoleptic indicators to the established requirements, determination of content of amount of nitrates and radionuclides is not carried out.

6. Determination of content of nitrates and radionuclides is performed by carrying out special laboratory researches of products of plant origin from the selected tests.

7. Sampling is performed by specialists of laboratory of veterinary and sanitary examination from each batch according to sampling regulations according to appendix 2.

Identification number is assigned to each selected test.

8. Results of veterinary and sanitary examination are registered in the magazine containing the information about the owner of these products, test identifications the conducted special researches.

9. In case of positive result of veterinary and sanitary examination on each batch permission of laboratory of veterinary and sanitary examination to sale of products of plant origin by provision of the coupon in form according to appendix 3 is issued.

10. About the discrepancies revealed when conducting veterinary and sanitary examination the statement in form according to appendix 4 is drawn up.

11. The products of plant origin which are not realized during the day and are not handed over for storage in the territory of the market are subject to repeated veterinary and sanitary examination in case of the subsequent realization in the market.

12. After conducting veterinary and sanitary examination remaining balance of tests is subject to write-off and utilization about what the statement in form according to appendix 5 is drawn up.
