About the Development program of National library of Tajikistan for 2015-2020

1. Approve the Development program of National library of Tajikistan for 2015-2020 it (is applied).

2. To provide to national library of Tajikistan together with the relevant ministries and departments accomplishment of planned activities.

3. Financing of the Actions plan on implementation of this Program to perform at the expense of the annual means provided in the Government budget on cultural development, sciences and also grants of the international funds.

The development program of National library of Tajikistan for 2015-2020

I. General provisions

1. The national library of Tajikistan is object with the special value of national, scientific and historical and cultural heritage of the people of the Republic of Tajikistan, stores written heritage of the past and the present, rare books, archive of periodicals and needs further development.

Due to completion of "The development program of National library of Tajikistan of Abulkasim Firdavsi for 2006-2015" of the Republic of Tajikistan approved by the order of the Government of July 2, 2005, No. 238 need of development of "The development program of National library of Tajikistan for 2015-2020" (further - the Program) arose.

3. The new Development program of National library of Tajikistan for 2015-2020 (further - Library) is developed for the purpose of providing perspective of sustainable development of Library and provides the most important and priority directions of its development.

4. The actions connected with process of storage, repair, restoration, digitization of manuscripts, the rare, lithographic and collected at the population books, digitizations of fund of folklore and musical heritage of the Tajik people and other questions of development of Library are provided in the Program.

5. The program implementation will give the chance of acquisition of the additional equipment and powerful servers, user licenses of the Aleph program ("Aleph") and its annual technical support.

- purchase of the technical equipment device of sound recording, video, display, improvement of vision, hearing, etc.;

- involvement of qualified foreign specialists and experts to process of training of employees of Library;

- comprehensive enhancement of the website of Library;

- creation of electronic treasury "Video of concerts and performances with participation of the famous actors of Tajikistan";

- creation of the website "Historical and Cultural Monuments and Tourist Places of Tajikistan";

- research of theoretical and methodological problems of library science, source study, bibliography and history of the Tajik book;

- carrying out social researches on promotion of books, attraction of the population, especially younger generation, to reading and providing open entry to information; - carrying out scientific research for the purpose of permanent enhancement of the automated system of all activities of Library;

- improvement of bonds within the international book-exchange, electronic delivery of information and documents;

- the organization of subscription to the known foreign bases of electronic data taking into account real needs of users of Library;

- active participation in implementation of the international industry projects, conferences, seminars of symposiums, in the international exchange of specialists in the field of library and information; - purchase of mini-typography; - organization of the trade magazine;

- creation of monitoring of implementation of this Program, condition and main directions of development of library science in the Republic of Tajikistan.

3. Directions of program implementation

8. For ensuring sustainable development of activities of Library till 2020 in the Program the following priority directions are determined:

- creation of Single work center of the automated coordination;

- ensuring process of storage, restoration, recovery and digitization of funds of Library;

- automation of processes of activities of Library;

- forming of electronic fund of folklore and musical heritage of the Tajik people;

- creation of the automated system of information resources in case of office of Library;

- preparation, advanced training and retraining of personnel.

4. Sources of financing of the Program

9. Implementation financing sources of "The development program of National library of Tajikistan for 2015-2020" are special means of Library, annual budgetary funds of the Government budget, and also grants of the international funds.

10. The program will be realized during 2015-2020. This Program covers the first stage of implementation of actions on ensuring sustainable development of Library and after complete realization of its purposes and tasks new programs will be developed.
