About approval of Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita"

According to Item 6 of article 144 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system", I ORDER:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita".

2. To provide to committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita"

1. General provisions

1. Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita" (further - Health regulations) regulate sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) including placement and operation of computers (personal computers, tablet personal computers, laptops) and video terminals, and also the requirement to microclimate, lighting and working conditions in case of impact of physical factors from computers and video terminals.

2. These Health regulations do not extend to the TVs, personal computers, tablet personal computers, laptops used in life on set-top game consoles, on-board computers.

3. In these Health regulations the following concepts are used:

1) the video terminal (further - W) - the device of visual display which is the user's terminal with the display screen, equipped by the input equipment (the entrance block) like the keyboard;

2) the personal computer (further - the personal computer) - the computer intended for autonomous use;

3) working surface - surface on which work is performed and on which illumination is normalized or measured;

4) line arrangement - arrangement of furniture and the equipment ranks in the center of the room, one after another;

5) the laptop - the portable personal computer developing in the form of the book, containing all necessary components in one small case which is turning on the display and the keyboard. Contains the developed means of connection to wire and wireless networks, the built-in multimedia equipment (loudspeakers, it is frequent - the microphone and the webcam);

6) the central arrangement - arrangement of furniture and the equipment in the center of the room groups;

7) perimeter arrangement - arrangement of furniture, the equipment along walls (on perimeter);

8) the tablet personal computer (further - PLPK) - the class of the laptops equipped with the tablet device of hand-written input integrated with the screen, working by means of the stylus or fingers without use of the keyboard and mouse;

9) admissible vibration and level of vibration - general vibration for comfort condition on workplaces in rooms;

10) the stylus - plastic core for work with the touch screen;

11) unipolarity indicator - the attitude of concentration of aeroions of positive polarity towards concentration of aeroions of negative polarity.

2. Sanitary and epidemiologic requirements to placement and operation of computers (personal computer, PLPK, laptops) and W

4. The personal computer, PLPK, laptops and W are placed in specially built, attached, reconstructed rooms, and also in rooms of the first floor of apartment houses with the separate entrance which is not combined with entrance of the apartment house or on any floors of public buildings when providing sound insulation and ventilation of rooms with the structure of the ventilating channels isolated from premises for removal of the contaminated air there is higher than the level of building roof. In rooms for placement and operation of the personal computer, PLPK, laptops and W are provided conditions for observance of the normalized parameters of illumination, microclimate given in these Health regulations.

Rooms for work with the personal computer, PLPK, laptops and W are not placed in basement and socle rooms. Workplaces with the personal computer, PLPK, laptops and W are not placed in places where power cables, high-voltage transformers, processing equipment are located.

5. The square at one workplace of PC users and W based on electron beam tube (further - ELT) constitutes at least 6 square meters (further - sq.m) in case of line arrangement, in case of the central and perimeter arrangement - 4 m 2, when using W based on flat discrete screens (liquid crystal, plasma) in case of any arrangement - 4 sq.m.

6. Apply the materials allowing cleaning by wet method using detergents to finishing of rooms.

7. The floor surface in rooms where personal computers, PLPK, laptops and W are equipped, is made without hollows and cracks, of the materials having antistatic properties. Rooms with use of the personal computer, PLPK, laptops and W, furniture and the equipment contain according to the procedure and purity. Defects in finishing of the room and breakdown of the equipment, furniture are subject to timely repair and replacement.

8. Rooms where personal computers and W are placed, are equipped with protective grounding.

9. Arrangement of computers (the personal computer, tablet personal computers, laptops) is used by one of three 3 options: perimeter, line (2-3-row), central.

In case of perimeter arrangement, distance between wall with window openings and tables of 0,5 of meters (further - m), wall and tables - m 0,4.

In case of line arrangement distance between the back of surface of one video monitor and the screen of another - at least 2 m, between side surfaces of video monitors are at least m 1,2, in case of two-three-row arrangement of single tables with distance computers in each row between side surfaces of tables m 0,5 suffices.

In case of the central arrangement desktops with computers are established in the center, in two ranks without gap and screens of video monitors are turned into counter parties, being located in chessboard order, or opposite to each other the backs of monitors, at the same time distance between the back of surface of one video monitor and the screen of another - at least 2 m.

10. Sizes of working surface:

1) height of table working surface (from floor) is regulated within 640 - 800 millimeters (further - mm);

2) width of table working surface 800, 1000, 1200 and 1400 mm;

3) the desktop has space for legs at least 580 mm high, width - at least 500 mm, depth - at least 450 mm.

11. The screen of video monitor is from the user's eyes at distance of 600-700 mm, but 500 mm taking into account the sizes of alphanumeric signs and symbols are not closer.

12. In rooms where for occupation with the personal computer, PLPK, laptops and W are equipped with single tables, provide the following design of single table for work with the personal computer, PLPK, laptops and W:

1) two separate surfaces: one horizontal for placement of the personal computer with smooth adjustment on height within 520 - 760 mm and the second mobile for the keyboard with adjustment on height according to horizontal working surface;

2) width of surfaces for the personal computer, PLPK, laptops and W of the keyboard constitutes at least 750 mm, depth - at least 550 mm;

3) width of space for legs at least 500 mm, depth at least 450 mm and to accept height in compliance with growth;

4) increase in width of surfaces up to 1200 mm in case of equipment of workplace the printer.

13. The main sizes of workplace during the work with computers height of the table edge and height of space for legs correspond to growth, according to appendix 1 to these Health regulations. Stools or benches are not used.

14. The continuous duration of occupations in the preschool organizations and schools it is direct with W, the personal computer, PLPK and laptops during class period corresponds:

1) the preschool organizations and 1 classes - no more than 15 minutes;

2) 2 - 3 classes - no more than 20 minutes;

3) 4-5 classes - no more than 25 minutes;

4) 6 - 8 classes - no more than 30 minutes;

5) 9 - 11(12) classes - no more than 35 minutes.

15. Duration of direct work with W and the personal computer, PLPK and laptops is recommended no more than two hours. During work preventive events are held: exercises for eyes every 20-25 minutes and sports pause in 45 minutes during break.

16. Computer game classes in the preschool organizations are given not more often 2 weekly.

17. Occupations with W, PLPK, laptops and the personal computer are not held at the expense of time allowed for dream, day walks and improving actions.

18. Simultaneous use of one W, the personal computer, PLPK, laptops by two and more people, irrespective of age is not recommended.

19. For collection of garbage from the objects placed on the first floors of the apartment apartment house in private household, in it is built-in - the attached rooms general dustbins of the apartment house or containers are used.

20. Personal computers, W, PLPK, laptops without availability of the documents confirming their quality and safety are not used.

21. Processing of components of the computer (the keyboard, the monitor, the processor, etc.) is performed by the means intended for leaving of the personal computer, PLPK, laptops and W. The certain room for storage of the defective and failed computers, unavailable to children is provided.

22. The objects placed in dangerous structures and rooms are not operated.

3. Sanitary and epidemiologic requirements to microclimate in rooms for operation of computers (the personal computer, PLPK, laptops) and W

23. In rooms where personal computers, PLPK, laptops and W are located, admissible parameters of microclimate according to appendix 2 to these Health regulations are provided.

24. Rooms with the personal computer, PLPK, laptops and W are equipped with systems of heating, ventilation, conditioners.

25. Before work and after each class period of occupations perform end-to-end airing.

4. Sanitary and epidemiologic requirements to lighting in rooms for operation of computers (the personal computer, PLPK, laptops) and W

26. Rooms where personal computers are placed, PLPK, laptops and W have natural lighting.

27. Artificial lighting in rooms for operation of the personal computer and W is performed by system of general uniform lighting. In production and administrative public places on workplace, apply systems of the combined lighting (to general lighting the lamps of local lighting intended for illumination of zone of workplace are in addition established).

28. Illumination on surface of desktop makes: in case of the combined lighting at least 300th luxury (further - lx) from general system, 500 lx from local system; in the presence of only general system of lighting - 400 lx. Lighting is carried out so that to provide lack of patches of light on the surface of the screen. Illumination of surface of the screen no more than 200 lx.

29. As light sources in case of artificial lighting luminescent lamps are used. In lamps of local lighting use of glow lamps, including energy saving is allowed.

30. For ensuring the normalized values of illumination in rooms for use of the PLPK personal computer, laptops and W timely replace the fused lamps. The defective, fused luminescent lamps store in the certain room. Emission of the fulfilled luminescent lamps in musorosborny containers is not allowed. Export and utilization of the fulfilled lamps is carried out by the organizations having the license for this type of activity.

For the prevention of patches of light on the monitor screen, window openings are equipped with the protection devices which are not passing daylight.

5. Sanitary and epidemiologic requirements to working conditions in case of impact of physical factors from computers (the personal computer, PLPK, laptops) and W

31. In rooms:

admissible levels of sound pressure in octava strips of frequencies and level of the sound created by computers (the personal computer, PLPK, laptops) and W are accepted according to appendix 3 to these Health regulations;

admissible vibration acceleration for rooms with the personal computer, W of axis Z, X, Y corresponds to appendix 4 to these Health regulations;

admissible values of levels of not ionizing electromagnetic radiations are accepted according to appendix 5 to these Health regulations;

admissible levels of concentration of aeroions and coefficient of unipolarity are specified in appendix 6 to these Health regulations.

32. The equipment (printers, servers and another) which noise level exceeds admissible, is placed out of rooms where personal computers, PLPK, laptops and W are equipped.

33. The technique of instrumental control and hygienic assessment of levels, electromagnetic fields are given on workplaces in appendix 7 to these Health regulations.

Technique of instrumental control and hygienic assessment of levels, electromagnetic fields on workplaces

1. Tool researches of electromagnetic situation on workplaces of PC users it is made:

1) in case of input of the personal computer in operation and the organizations new and reorganization of workplaces;

2) after holding the organizational and technical actions directed to normalization of electromagnetic situation;

3) when carrying out sanitary and epidemiological surveillance;

4) in case of certification of workplaces under the terms of work;

5) according to requests of the organizations.

2. The plan (sketch) of placement of workplaces of PC users indoors is constituted.

3. Data on the workplace equipment - names of personal computers devices, producer companies, models and serial (serial) numbers, priekranny filters (in case of their availability) on the personal computer are entered in the protocol of laboratory researches.

If on the inspected workplace equipped with the personal computer, intensity of electric and/or magnetic field in the range of 5 - 2000 Hz exceeds the values given in appendix 5 to these Health regulations measurements of the EMP background levels of industrial frequency (are taken in case of the switched-off equipment). Background level of electric field with a frequency of 50 Hz and background levels of intensity of magnetic field shall not exceed values according to sq.m 0,5, and Car 0,16 (0,2 мкТл).
