1. Approve enclosed:

1) Rules of obtaining by the power making, power transferring organizations of the passport of availability for service during the autumn and winter period, according to appendix 1 to this order;

2) it is excluded according to the Order of the deputy. The Minister of Energy of the Republic of Kazakhstan of 09.12.2015 No. 706

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising Vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of obtaining by the power making, power transferring organizations and heatmaking, are developed by the heattransporting subjects of the passport of availability for service during the autumn and winter period (further – Rules) compliance with the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and the subitem 250) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, and determine procedure for rendering the state service "Issue of the Passport of Readiness of the Power Making, Power Transferring Organizations and Heatmaking Heattransporting Subjects to Work during the Autumn and Winter Period" (further – the State service).

State body on the state energy supervision and control within three working days from Date of Introduction in these rules send information on the made changes and (or) additions in service providers to action of changes and (or) amendments, Single contact center and to the operator of information and communication infrastructure of "the electronic government".

2. In these rules the following basic concepts are used:

1) the passport of readiness – annually issued document confirming readiness of the power making, power transferring organizations and heatmaking heattransporting subjects to work during the autumn and winter period;

2) individual system of heat supply – the system of heat supply providing the single consumer with heat energy from autonomous source of heat energy without connection to thermal networks of centralized and local systems of heat supply for needs of heating of the individual apartment house;

3) local system of heat supply – the system of heat supply which is belonging to one physical person or legal entity, or being part of common property of object of condominium and functioning for one or several consumers of heat energy from one or several sources of heat energy on the thermal networks which are not networks of centralized system of heat supply;

4) the system operator – the national company exercising centralized supervisory control, ensuring parallel work with power supply systems of other states, maintenance of balance in single electric utility system of the Republic of Kazakhstan, rendering system services and acquisition of support services at subjects of the wholesale market of electrical energy, and also maintenance and maintenance in operational readiness of national power grid and providing its development;

5) the heatmaking subject – the individual entrepreneur or the legal entity performing activities for production of heat energy according to the Law of the Republic of Kazakhstan "About heat-and-power engineeering";

6) the heattransporting subject – the individual entrepreneur or the legal entity performing activities for transportation and (or) realization of heat energy according to the Law of the Republic of Kazakhstan "About heat-and-power engineeering";

7) the heatconsuming installations – complex of devices, held for use heat energy, the heat carrier for needs of the consumer of heat energy;
