1. Approve the enclosed Rules of assignment of accounting numbers to the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives.

2. To provide to department of veterinary and food safety:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of assignment of accounting numbers to the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives (further – Rules) are developed according to the subitem 32) of article 8 of the Law of the Republic of Kazakhstan "About veterinary science", the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and the subitem 4) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About permissions and notifications.

2. These rules determine procedure for assignment of accounting numbers to the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives (further – object of production) and procedure for rendering the state service "Assignment of Accounting Numbers to the Objects of Production Performing Cultivation of Animals, Procurement (Slaughter), Storage, Conversion and Realization of Animals, Products and Raw Materials of Animal Origin and also the Organizations for Production, Storage and Realization of Veterinary Medicines, Forages and Feed Additives" (further – the state service).

3. In these rules the following basic concepts are used:

2) territorial subdivisions of department of authorized body in the field of veterinary science (further – the service provider) – the territorial subdivisions located on the corresponding administrative and territorial units (the area, the city of republican value, the capital);

3) department of authorized body in the field of veterinary science (further – department) – Committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan;

4) geoinformation service – the service of the automated information system intended for the choice by the user on the digital card for forming of coordinates of rotary points of object of production (width and longitude);

5) accounting number – the code including type of activity and number of object of production;

7) the electronic register of accounting numbers of objects of production – set of data on statements, objects of production, and also data on the assigned accounting numbers;

8) the web portal of "the electronic government" (further – the portal) – the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

8-1) office of the user on the web portal of "the electronic government" (further – personal account) – the web portal component of "the electronic government" intended for official information exchange of physical persons and legal entities with state bodies concerning rendering services electronically, to questions of the address to the subjects considering addresses of specified persons and also uses of personal data;

9) the digital signature (further – the EDS) – set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

Chapter 2. Procedure for rendering the state service

4. For receipt of the state service physical persons and legal entities (further – uslugopoluchatel) directs to the service provider by means of the portal the application on assignment of accounting number to object of the production in form according to appendix 1 to these rules in electronic form signed by the EDS of uslugopoluchatel.
