About approval of the standard of the state service "Provision of the Statistical Information Which Is Not Provided by the Schedule of Distribution of Official Statistical Information"

According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", I ORDER:

1. Approve the enclosed standard of the state service "Provision of the Statistical Information Which Is Not Provided by the Schedule of Distribution of Official Statistical Information".

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan in the procedure established by the legislation to committee:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resources of the Ministry of national economy of the Republic of Kazakhstan and Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising Vice-Minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Provision of the Statistical Information Which Is Not Provided by the Schedule of Distribution of Official Statistical Information"

Chapter 1. General provisions

1. The state service "Provision of the Statistical Information Which Is Not Provided by the Schedule of Distribution of Official Statistical Information" (further - the state service).

2. The standard of the state service is developed by the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry).

3. The state service is rendered "to RGP on PHV "Data Processing Center of Committee According to the Statistics Ministries of National Economy of the Republic of Kazakhstan" and its branches in areas, Nour-Sultan's cities, Almaty and Shymkent" (further - the service provider) for physical persons and legal entities (further - uslugopoluchatel).

Reception of applications and issue of results of rendering the state service is performed on alternative basis through:

1) the web portal of "the electronic government" (further - the portal);

2) non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

3) service provider.

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) in case of receipt of the state service through the portal, the State corporation or the service provider of 11 (eleven) calendar days from the moment of filing of application;

2) the most allowed time of expectation for delivery of document package uslugopoluchatel in the State corporation or to the service provider - 15 (fifteen) minutes;

3) the most allowed time of servicing of uslugopoluchatel in the State corporation or the service provider has 20 (twenty) minutes.

In case of the appeal of uslugopoluchatel to the State corporation day of reception of applications does not enter rendering the state service in time.

5. Form of rendering the state service: electronic/paper.

6. Result of rendering the state service through the portal:

the notification on provision of statistical information according to appendix 1 to this Standard;

the notification on refusal in rendering the state service according to appendix 2 to this Standard.

Through the State corporation or the service provider:

provision of the statistical information which is not provided by the schedule of distribution of official statistical information on paper;

the notification on provision of statistical information according to appendix 1 to this Standard in electronic format;

the notification on refusal in rendering the state service according to appendix 2 to this Standard.

Form of provision of result of rendering the state service: electronic/paper.

7. The state service is rendered for a fee at the prices approved by the order of the acting minister of national economy of the Republic of Kazakhstan of December 31, 2014 No. 199 "About price approval on the goods (works, services) made and (or) realized by the subject of the state monopoly in the field of the state statistics" (it is registered in the Register of state registration of regulatory legal acts for No. 10161). The price list on rendering the state service is placed on Internet resources of the Ministry www.economy.gov.kz, Committee according to the statistics of the Ministry (further - Committee) www.stat.gov.kz and the service provider of www.statdata.kz.

Payment method - cash and clearing settlement. Payment is made according to the invoice on payment through payment gateway of "the electronic government" (further - PShEP) or banks of the second level.

In case of giving of electronic request for receipt of the state service through the portal, payment is performed through PShEP.

In case of payment on clearing settlement the uslugopoluchatel needs to specify number and date of the statement of the invoice for payment in the payment order.

8. Working schedule:

1) the service provider - Monday through Friday inclusive from 09:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan;

2) the state corporation - Monday through Saturday inclusive, according to the established working schedule from 9:00 till 20:00 o'clock, without interruption for lunch, except for Sundays and holidays, according to the labor law of the Republic of Kazakhstan;

3) in case of rendering the state service by means of the portal the schedule of reception of applications and issue of results of rendering the state service is performed round the clock, except for technical breaks of the repair work connected with carrying out (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel:

1) through the portal:

electronic request;

the document confirming payment (the receipt on payment or the payment order with mark of bank about carrying out payment).

2) through the State corporation or through the service provider (according to the document proving the identity according to the document confirming powers or by proxy):

statements in forms according to appendices 4 and 5 to this Standard;

the document confirming payment (the receipt on payment or the payment order with mark of bank about carrying out payment).

The employee of the State corporation receives the consent of uslugopoluchatel to use of the data which are the secret protected by the law, containing in information systems when rendering the state services if other is not provided by the laws of the Republic of Kazakhstan.

In case of documents acceptance through the State corporation the receipt on acceptance of the relevant documents is issued to uslugopoluchatel.

Issue of ready documents through the State corporation is performed based on the receipt on acceptance of the relevant documents, in case of presentation of the identity document (or his representative under the notarized power of attorney).

The state corporation provides storage of result within one month then transfers them to the service provider for further storage. In case of the address of uslugopoluchatel after one month, at the request of the State corporation the service provider within one working day sends ready documents to the State corporation for issue to uslugopoluchatel.

In case of representation by uslugopoluchatel of incomplete document package according to the list provided by the standard of the state service, the employee of the State corporation refuses reception of an application and issues the receipt with indication of the missing document according to appendix 3 to this Standard.

10. The service provider refuses rendering the state service in cases:

1) if required statistical information is confidential or there is no consent of the respondent according to article 8 of the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics";

2) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

3) discrepancies of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service, to requirements, the established Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the service provider and (or) his officials, the State corporation and (or) their workers concerning rendering the state services

11. In case of appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, and (or) their workers concerning rendering the state services the claim is submitted to the State corporation addressed to the head of the service provider or addressed to the head of the Ministry, the State corporation or by means of the portal to the addresses and phone numbers placed on the Internet resources of the Ministry, the portal, the State corporation and (or) the service provider specified in Items 15 and 16 of this Standard.

The claim is submitted in writing by mail or purposely through office of the service provider, the Ministry or the State corporation, and also electronically through the portal.

Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider, the Ministry or the State corporation with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

When sending the claim through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "personal account" (mark about delivery, registration, execution, the answer about consideration or refusal in consideration of the claim).

Information on procedure for appeal through the portal can be obtained by phones of Single contact center specified in Item 16 of this standard.

In case of incorrect servicing by the employee of the State corporation, the claim is submitted addressed to the head of the State corporation. Confirmation of adoption of the claim in office of the State corporation which arrived as if on purpose, and mail, is its registration (stamp, the entering number and registration date are put down on the second copy of the claim or in the cover letter to the claim).

In case of disagreement with results of the rendered state service the uslugopoluchatel addresses with the claim to authorized body by assessment and control of quality of rendering the state services in the addresses and phones placed on the www.kyzmet.gov.kz Internet resource.

The claim of uslugopoluchatel which arrived to the service provider, Committee, the Ministry or the State corporation is subject to consideration within 5 (five) working days from the date of its registration.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within 15 (fifteen) working days from the date of its registration.

12. In disagreement cases with results of the rendered state service, the uslugopoluchatel takes a legal action according to the procedure, established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service including rendered electronically and through the State corporation

13. Rendering the state service to the uslugopoluchatel having violations of health with permanent disorder of functions of organism, limiting its life activity, in case of need documents acceptance, it is made by the employee of the State corporation with departure at the place of residence by means of the address through Single contact center 1414, 8 800 080 7777.

14. Uslugopoluchatel has possibility of use of the digital signature through the portal, receipts of information on procedure and the status of rendering the state service in the mode of remote access.

15. Addresses of places of rendering the state service are placed on Internet resource:

1) the Ministries - www.economy.gov.kz;

2) Committee - www.stat.gov.kz;

3) the web portal of "the electronic government" - www.egov.kz;

4) the State corporation - www.gov4c.kz;
