1) in Article 12.3:

a) in paragraph one of part of 1 word "documents on the right of management of it, registration documents on the vehicle" shall be replaced with words "registration documents on the vehicle, and in the established cases of the documents provided by the customs legislation of the Customs union with the marks of customs authorities confirming temporary import of the vehicle";

Article 2

Article 21 of the Federal Law of December 10, 1995 No. 196-FZ "About traffic safety" (The Russian Federation Code, 1995, No. 50, Art. 4873; 2011, No. 17, the Art. 2310) to add with Item 3 following of content:

"3. Not later than twenty days before the installation of route sign or drawing marking prohibiting entrance of all vehicles in this direction, stop or the parking of vehicles or designating the road or the carriageway with one-way traffic or departure on such road or the carriageway, citizens are informed on introduction of the corresponding prohibition and (or) change of the scheme of the organization of traffic, and also on the reasons of adoption of such decision. Informing can be performed by means of the official site of federal executive body, executive body of the subject of the Russian Federation or local government body under which authority the respective road, information displays (stands) placed in public places near installation site of the corresponding route signs or drawing marking and also the different ways provided by regulatory legal acts of the Russian Federation, regulatory legal acts of the subject of the Russian Federation, municipal regulatory legal acts is.".

Article 3

1. This Federal Law becomes effective after ten days after day of its official publication, except for paragraph two of the subitem "an" of Item 8 of article 1 of this Federal Law.

2. The paragraph two of the subitem "an" of Item 8 of article 1 of this Federal Law becomes effective after sixty days after day of official publication of this Federal Law.
