About approval of Rules of functioning of the automated system of commercial accounting of electrical energy

1. Approve the enclosed Rules of functioning of the automated system of commercial accounting of electrical energy.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising Vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of functioning of the automated system of commercial accounting of electrical energy

Chapter 1. General provisions

1. These rules of functioning of the automated system of commercial accounting of electrical energy (further - Rules) are developed according to Item 2 of article 10-4 of the Law of the Republic of Kazakhstan "About power industry", and determine procedure for the organization and functioning of the automated system of commercial accounting of electrical energy (further - ASKUE).

2. In these rules the following basic concepts are used:

1) commercial complex of accounting of electrical energy - complex of accounting of electrical energy according to which settlement in the market of electrical energy is made;

2) technical complex of accounting of electrical energy - complex of accounting of electrical energy according to which control of consumption of electrical energy is made by separate power facilities and electroinstallations of the subject;

3) complex of accounting of electrical energy (further - KUE) - set of measuring instruments: the measuring transformer of current, the measuring transformer of tension and the metering device of electrical energy intended for measurement of electrical energy;

4) not balance of electrical energy - the size determined as difference between the accepted and released electrical energy on power facility, from tires of substation;

5) the ASKUE database - set of devices of the software and hardware complex intended for processing, the archiving of information received from complexes of accounting of electrical energy of subjects of the wholesale market of electrical energy;

6) trial testing of ASKUE - complex of actions and works on verification of technical, functional and metrological characteristics of system on compliance to requirements of the specification and to project decisions;

7) the Single state management system fuel and energy complex (further - information system of authorized body) - the information system of authorized body intended for collection, processing, monitoring and data analysis of fuel and energy complex of the Republic of Kazakhstan in the field of power industry by means of information exchange of physical persons and legal entities with authorized body and other state bodies.

Other concepts used in these rules are applied according to the Law of the Republic of Kazakhstan "About power industry" (further – the Law).

3. ASKUE is the main tool for receipt of reliable and legitimate data on accounting of electrical energy, both for settlement period, and when forming its hourly data in case of development, and consumption for settlement in the wholesale and balancing market of electrical energy. Availability of ASKUE of subjects is condition for access to the wholesale market of electrical energy of the Republic of Kazakhstan.
