1. Approve the enclosed Rules of subsidizing to procurement organizations in the field of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax.

2. To provide to department of investment policy and financial instruments of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of subsidizing to procurement organizations in the field of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax

Chapter 1. General provisions

1. These rules of subsidizing to procurement organizations in the field of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax (further – Rules) are developed according to subitem 41-2) of Item 1 of article 6 of the Law of the Republic of Kazakhstan of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories" (further – the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" (further – the Law on the state services), determine procedure for subsidizing to procurement organizations in the field of the agro-industrial complex (further – procurement organizations) tax amounts on value added (further – the VAT) paid to the budget within the estimated VAT and rendering the state service "Subsidizing to Procurement Organizations in the field of the Agro-industrial Complex of Tax Amount on Value Added Paid to the Budget within the Estimated Value Added Tax".

2. In these rules the following basic concepts are used:

1) procurement organization in the field of agro-industrial complex (further – uslugopoluchatel) – the accredited legal entity performing procurement, storage, transportation and realization of agricultural products;

2) the service provider – person providing access to information system of subsidizing and its maintenance determined by the service provider according to the legislation on public procurements;

3) the standard of the state service – the list of the main requirements to rendering the state service including characteristics of process, form, content and result of rendering, and also other data taking into account features of provision of the state service;

4) the request – the electronic request for obtaining by uslugopoluchatel of subsidies in the amount of the VAT paid to the budget within the estimated VAT;

5) the electronic register of requests for subsidizing (further – the register) – set of data on requests for subsidizing of agro-industrial complex, and also about borrowers, financial institutions, and other data reflected in information system of subsidizing;
