According to the Presidential decree of the Republic of Uzbekistan of May 15, 2015 and for the purpose of further streamlining of activities of the centers of registration of keys of digital signatures the Cabinet of Ministers decides No. UP-4725 "About Measures for Ensuring Reliable Protection of Private Property, Small Business and Private Entrepreneurship, Removal of Barriers to Their Accelerated Development":
1. Establish procedure according to which issue of the certificate of the digital signature providing open entry to all types of service rendered by bodies of the public and economic board, public authorities on places and commercial banks is performed by the center of registration of keys of digital signatures - Scientific information center of new technologies under the State Tax Committee of the Republic of Uzbekistan.
2. To the State Tax Committee together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan:
for the purpose of ensuring information and technological interaction of information systems of bodies of the public and economic board, public authorities on places and the commercial banks used for provision of services till January 1, 2016 to create unified information system of identification of users with use of the digital signature (further – system of identification) which use is performed on free basis;
provide smooth and fault-free functioning, and also information security of system of identification;
provide till January 1, 2016 certification of means of the digital signature of Scientific information center of new technologies under the State Tax Committee of the Republic of Uzbekistan according to requirements of information security.
